Administration Director of Education Nov 2002 April 2014 As required or 2018-19 School Year These procedures address the half-masting for mourning and displaying of flags at schools and board-owned sites. Additional information on the display of flags is available from the Department of Canadian Heritage (see Policy). Definitions Half-Masting 3. 2.1 For the purpose of half-masting, death shall be taken to include the day of death, and up to and including the day of the funeral. 2.2 If a memorial service is to be held, half-masting will include the day of death until sunset the following day, and sunrise to sunset on the day of the memorial service. The National Flag of Canada 3.1 Every operating school shall fly the National Flag of Canada on an outside flagpole on each day school is in session. 3.2 Every operating school shall display the National Flag of Canada in the school. 3.3 Board-owned sites may fly the National Flag of Canada, 3.4 The National Flag will receive prominence at all times when displayed with other Flags. April 2014 Page 1 of 3 DISPLAY OF FLAGS PROCEDURES MANUAL 310-A 4. 5. 3.5 The National Flag will be flown at half-mast on Remembrance Day when school is in session. 3.6 Principals and Site Managers will maintain the National Flag, flagpole and related equipment in good condition. The Provincial Flag of Ontario 4.1 The Provincial Flag of Ontario will be displayed with the National Flag of Canada in the school. 4.2 School and board-owned sites may fly the Provincial Flag of Ontario. 4.3 The Provincial flag will be flown at half-mast on Remembrance Day, November 11, when school is in session. Other Flags 5.1 6. Schools and Board-owned sites may fly the flag of the local municipality or other special purpose flags (such as a school flag or company pennant), if they meet acceptable community standards, and are not directly connected with any political or religious group or cause. Half-masting for Mourning 6.1 Exterior flags will be lowered to half-mast throughout the system on the death of: 6.1.1 the Sovereign or a member of the Royal Family related in the first degree to the sovereign (husband, wife, son, daughter, mother, father, brother, sister) 6.1.2 the Governor General of Canada or a former Governor General 6.1.3 the Prime Minister of Canada or a former Prime Minister 6.1.4 The Lieutenant-Governor of Ontario or a former LieutenantGovernor 6.1.5 the Premier of Ontario or a former Premier of Ontario 6.1.6 the Member of the Federal or Provincial Electoral Riding 6.1.7 the Chair or a member of the Board April 2014 Page 2 of 3 DISPLAY OF FLAGS PROCEDURES MANUAL 310-A 6.1.8 the Director of Education. 6.2 The Director of Education may also order the lowering of flags to half-mast on the death of any person held in special regard in the system. 6.3 Individual schools and board-owned sites may lower flags to half-mast on the death of a present student or employee of the site, or on the death on a non-employee or others who are held in special regard in the school or community. 6.4 The Office of the Director of Education will consult with local municipalities, coterminous school districts and the offices of the local Members of Provincial Parliament, as appropriate to ensure a communitywide response to the lowering of flags to half-mast. 6.5 The Director of Education will consider direction from the Ministry of Education for the lowering of flags to half-mast on days or for events of special significance in the province or country.
