EVENTS SAFETY MANAGEMENT WORKSHOP (OVER 4 DAYS)
This is a workshop designed to accommodate events safety management personnel and other key
role-players
1. About this Workshop (NQF Level 4)
This Event Safety Management Workshop is based on two Unit Standards: SERVICES SETA.

US 255914: Minimise and manage safety and emergency incidents. (6 credits)

US 116594: Function in a team. (4 credits)

US 255194: Event Safety Management Workshop (4 & 6 credits)
NOTE: The event safety course material has been registered with the Services SETA. This
registration was done through our private partnership with Disaster Risk Management (PTY) Ltd, t/a
Disaster Management Solutions (DMS), and is valid until 26 September 2014.
2. IMPORTANT - PLEASE TAKE NOTE OF THE FOLLOWING:
The CoCT Disaster Risk Management Centre has completed negotiations with our
partners DISASTER MANAGEMENT SOLUTIONS (DMS) and AURECON. It has been
decided that if any learner (s) wishes to acquire the full Unit Standards credits as stated
above, the learner(s) will have to approach DISASTER MANAGEMENT SOLUTIONS (DMS)
or AURECON and to complete the entire course through DMS or AURECON to obtain
these credits and at a price set by them. (This is an independent arrangement between
the learner(s) and DMS / AURECON and has no bearing on the Disaster Risk Management
Training Centre).

Aurecon – their details are given in Section 7.
The City of Cape Town’s Disaster Risk Management Training Centre is still in the process
of registering with the LGSETA. Once this process has been completed, we may at our
discretion run future workshops as per SETA MOU requirements, but this decision is still
pending.
2.1 SETA Accreditation Course (please contact DMS /Aurecon for further information)
2.2 Cost for the Workshop (Certificate of Attendance only)
Disaster Risk Management Training Centre’s cost for the workshop is currently R1 370,00
per candidate, which may be subject to annual increase. This includes all workshop
material, such as an individual study guide, tea coffee, biscuits, lunch, and facilities costs.
At the end of the workshop, each candidate will be presented with a City of Cape
Town Disaster Risk Management Centre – Event Safety Management Attendance
Certificate.
The Workshop is run at the discretion of the Head: Disaster Risk Management Training and
is dependent on the availability of: Facilitators for dates provided by the Training Centre;
 The number of suitable candidates per workshop – with a minimum of 12 and a maximum of 20;
 Preferably a good mix and match of role-players, i.e. various line functions, or if candidates are
from the same line function they should be able to fulfill other line function’s roles and
responsibilities
 However, the workshop is normally provided for on a first-come first-served basis;
 If the Workshop is over-booked it is up to the discretion of the Head: Disaster Risk
Management Training and the other facilitators to select individual candidates, or to limit
the number of candidates from each Organization who have submitted applications;
 Candidates who are not selected for the Workshop, and whose organizations, have applied
will automatically be placed on a waiting list to be notified of the next available workshop
through their organizational representative, however a payment or a fee to cover extra costs
may have increased;
 Candidates who are nominated to attend a particular workshop, and who may not be able to
attend the said workshop for various reasons, may request a later workshop date by
contacting the Head: Disaster Risk Management Training, Alphen Centre, at least two weeks
prior to the commencement of the workshop.
NOTE: Persons who do not show up on their pre-determined Workshop dates / days will have
to re-apply.
The City of Cape Town’s Manager: Disaster Risk Management Centre reserves the right
to cancel any workshop at any stage, for operational reasons or due to any other
unforeseen circumstances. Should this be the case the candidates on that particular
cancelled Workshop will be accommodated at a later date agreed upon by the Head:
Disaster Risk Management Training, after reasonable consultation with all affected
parties.
3. The Venue
The City of Cape Town’s Disaster Risk Management Training venue situated at the Alphen
Centre Constantia, is well suited to a learning experience, and is located opposite the
Constantia Village Shopping Mall, Constantia Main Road – see the map below for directions to
the venue.
4. Tried, Tested and Appreciated
A number of successful Workshops have already been run, with overwhelming positive
feedback from participants. Due to the dynamics of the Workshop, material is continuously
being improved and updated as feedback is received from participants and sector experts.

Who should participate in this Workshop?
The target market for the Workshop includes anyone who could become involved in staging a
major event or in ensuring the safety management of such an event. This could also include
those needing awareness or who are in need more formalised training for which this Workshop
would be a good introduction.
Target candidates for the Workshop could include:
Event organisers and management

Venue owners / operators

Stewards and Volunteers

VOC and JOC personnel

Security and law enforcement agencies’ management and personnel

Emergency services’ management and personnel

Disaster (Risk) Management personnel

Essential services’ management and personnel

Events Office personnel

Service providers at events

Any other interested parties involved in events.

Workshop Outcomes
The Events Safety Management Workshop emphasizes teamwork among the role-players. On
completion of this Workshop the participants should be in a position to understand, perform and
monitor the following aspects concerning safety at events:-

Understand the basic principles of disaster risk management where they apply to event safety
management

Facilitate and guide the process of risk assessment, risk reduction and actual risk management at
events

Possess a basic knowledge of crowd dynamics and the crowd-related risks that are associated with
mass events

Understand and monitor the effective planning of crowd safety at events

Understand and monitor the principles of effective planning for the safe evacuation of attendees at an
event.

Understand the roles and functions of all role-players at an event.

Know the requirements and standards to be applied in drawing up an event safety management plan.
Rights to present the workshop
The workshop was developed in partnership. Copyright and the right to present the workshop
is held by the Events Safety Training Partnership (ESTP), consisting of the City of Cape Town
Disaster Risk Management Training Centre, Disaster Management Solutions (Pty) Ltd and
Aurecon South Africa (Pty) Ltd.
NOTE: The City of Cape Town has the right to present the Workshop to its own
personnel, ratepayers and businesses within the municipal area of the City of Cape Town
at any time and at its own determined cost. As indicated in Section 2 only a Certificate
of Attendance will be issued until further notice.
Aurecon and DMS have the right to present the Course at rates determined by them to any
external client, and in the interim within the City of Cape Town area as well, until the Disaster
Risk Management Training Centre is registered with LGSETA, or if the City of Cape Town
Disaster Risk Management Centre reclaims its rights as per the original partnership agreement.
Any candidates living or working within the municipal area of the City of Cape Town wishing to
obtain credits for this Course are encouraged to approach our partners in the interim, as
indicated, until further notice.
