EXECUTIVE SUMMARY The Zandvliet Wastewater Treatment Works (WWTW) is owned by the City of Cape Town and is presently operated by the Water and Sanitation Services (Pty) Ltd (WSSA). The design capacity of the Works is 72 Ml/day and the average daily influent for 2009 was 69 Ml/day. Despite the hydraulic overload, the Works continues to perform reasonably well. The treatment processes comprise the original activated sludge plant of 54 Ml/d and the newer Membrane Bioreactor (MBR) plant with an 18Ml/d design capacity. Following an Environmental Impact Assessment process, authority was granted by the Department of Environmental Affairs and Development Planning (DEADP) for the phased upgrading of the Works to an extended treatment capacity of 90Ml/d. Various upgrading phases have already been undertaken which includes additional clarifiers, sludge handling, electrical upgrading and a MBR plant. These upgrades addressed the issues of deficiencies in the current systems and an increase in the capacity. Such a phased approach allows the City to stagger budget provision, monitor improvements and prioritise requirements. The purpose of this tender is to appoint consulting engineers to increase the capacity of the Zandvliet WWTW by an additional 18 Ml/d, inclusive of all hydraulic requirements and inlet works upgrading and sludge handling facilities. Tender 492C/2010/11 invited tenders for the Professional Engineering Consultancy Services associated with these improvements and this report recommends the appointment of the selected consultant based on a construction estimate of R 130 million excluding VAT and the final fees payable will need to be calculated in terms of the actual civil and mechanical/electrical contract values. RECOMMENDATION It is recommended that for the reasons set out in this report, the tender submitted by Zandvliet 2 Joint Venture (Alternate Offer 2) for tender No. 492C/2010/11 Provision of Professional Engineering Consultancy Services: Zandvliet Waste Water Treatment Works be accepted in the amount of R 6 880 698.00 (incl. VAT) from date of commencement of contract until the 30 June 2014. 3. DISCUSSION ON EVALUATION PROCESS The Zandvliet WWTW serves the general Zandvliet area ie Khayelitsha, Monwabisi, Blue Downs, Mfuleni and Delft. Due to rapid housing development in the area, wastewater flows have increased and the capacity of the plant has now been reached. Various hydraulic limitations on the plant are affecting operational control, treatment processes and effluent quality. An Environmental Impact Assessment process was undertaken in 2000/2001 for this project and after submitting the necessary report and application to the Department of Environmental Affairs and Development Planning, authority was granted to upgrade the plant. The appointed consulting engineer must be able to produce the necessary designs, drawings, specifications, contract documents and reports associated with the implementation of the project and to supervise and administer the associated contracts in a cost effective and technically competent manner. The estimated cost of the project is R180 million (excl. VAT, escalation and professional fees) and the appointment of consultants is estimated to be for about 34 months. The main improvements associated with the upgrading include the following: 5. Design a 18 Ml/d MBR works Design an inlet works to the MBR works Design improvements to the existing Inlet Works. Design hydraulic improvements to any bottlenecks Design improvements to sludge handling if required Design associated roads, drainage, structures, electrical controls, and interface connections. Design a SCADA system for the new works and incorporate it in the existing centralized SCADA system which incorporates the controls for the entire plant. Design modifications to existing services, as necessary Prepare drawings, specifications and contract documents for the project. Evaluation of Tenders and Alternate Tenders/Technologies with respect to lifecycle costs. Administer, project manage and supervise the construction of the project. Administer the provisions of the EIA and the OHS Act. POLICY COMPLIANCE The City’s Supply Chain Management Policy adopted by Council on 2008-03-27 (Item C91/03/08), is applicable to this tender.
