HISCIP Program Overview
Introduction
Since 1975, the High School/College Internship Program (HISCIP) has afforded hundreds of academically
advanced District of Columbia Public School (DCPS) students a pathway for taking college courses during
their senior year in high school. HISCIP has offered DCPS students the opportunity to maintain their high
school status while enrolling part-time or full-time at a participating college or university. In addition to
being able to take challenging college courses that are not offered at their home high school, DCPS
students are given the opportunity to earn college credit that can be transferred to many postsecondary institutions.
The goals for the program are:
1. To offer a more flexible educational pathway to college life and college courses for academically
advanced high school students.
2. To increase students’ interest, motivation and appreciation for advanced learning.
Participation
DCPS students can enroll in the program on a full-time or part-time basis. While in the program,
whether full-time or part-time, DCPS students retain:
 senior class status and privileges in their home high school;
 eligibility to participate in home high school activities and programs;
 candidacy for high school graduation until successfully completing requirements for DCPS high
school diploma; and
 full rights granted to public high school students in DCPS.
After graduation from high school, HISCIP participants are under no obligation to continue academic
studies at any cooperating university in the HISCIP program.
Each participating college or university has set its own admission criteria for HISCIP participants.
Additionally, financial arrangements for tuition costs have been cooperatively agreed upon by the
participating universities and DCPS. Tuition costs are covered by the colleges or universities. Additional
fees, books and transportation are the responsibility of the student. Please review the individual college
or university pages for additional details regarding tuition and fees.

HISCIP Eligibility and Responsibilities
Student Eligibility
In order to be eligible to apply to the HISCIP program, students must:
1. reside in the District of Columbia;
2. be enrolled in a public high school in the District of Columbia;
3. be in their junior year and on track to meet their academic course requirements through the
eleventh grade;
4. hold a minimum grade point average (GPA) of 3.0 (no exceptions);
5. obtain a PSAT, SAT or ACT score acceptable to the designated college or university; and
6. have earned a minimum of 18 Carnegie Units (credits).
Student Responsibilities
While enrolled in the HISCIP Program, students must:
1. remain enrolled at both the home school and the selected college or university for the entire
year;
2. demonstrate academic success at the college level;
3. prioritize college courses over part-time employment;
4. complete required courses for high school graduation at the home high school;
5. maintain at minimum grade point average (GPA) of 3.0;
6. submit a copy of college semester grades to their high school counselor; and
7. inform parent or legal guardian that the cost of purchasing books, supplies and transportation is
their responsibility.

HISCIP Application Procedures
High school counselors and staff are expected to assist students with the HISCIP process. They should
also ensure that all required signatures are included on the completed application. The following steps
should be followed to complete the application process:

Students should take the PSAT in October and/or the SAT by the end of the first semester of
their junior year.

Interested students should apply for HISCIP through their high school counselor in April of
their junior year.

Students are to submit the completed application, letter of agreement, student transcript,
test scores, and essay/personal statement to the student’s high school counselor by the
date the local school counselor indicates on the form.

The participating colleges and universities request that essays/personal statements be
submitted with the application. Students should consult with their teacher and/or school
counselor on their essay/personal statement.
When submitting a group of HISCIP applications for a high school:
Step 1: School counselors should make three (3) copies of the original application.
Step 2: Take the copies of the applications and group them by the university choices. For example,
take all the applications with American University (AU) as one of the choices and make them the
American University group. Take all the applications with Georgetown as one of the choices and
make them the Georgetown group.
Step 3: Place a cover sheet on each group to indicate which university group it is.
Step 4: Group all of the original applications into one group.
Step 5: Submit all four (4) copies of the application to Merita Carter, (please see page 6 for application
due date and location information)
Failure to do so will delay the process and prevent the universities from properly evaluating each
application in a careful manner. Please contact Merita Carter at 202-442-5640 if you need further

HISCIP Tips
In addition to the HISCIP application procedures the following tips provide additional information for
students interested in applying to HISCIP.
Interviews and Portfolios
Any student who applies or lists the Corcoran School of Art + Design or Howard University as a choice
must also complete an interview along with the application process. After applications are submitted,
students may be contacted for an interview if they are being considered for the individual school. The
Corcoran School of Art + Design also requires submission of an art portfolio. Consult with your school
counselor or art teacher for further assistance.
Incomplete Applications
Incomplete applications are not accepted by the HISCIP program. Incomplete applications including any
missing signatures will not be reviewed by the universities.
College Websites
The websites for each of the participating colleges are included in the HISCIP application manual. Please
use them to search campus locations, course and program offerings, and additional eligibility
requirements.
Application Due Date
Students should check with their school counselor to find out the last day HISCIP applications will be
collected by the school counselor. All original applications are due from school counselor to the Office
of Secondary School Transformation by Friday, April 23, 2010. Applications that are faxed or brought by
parents or students will not be accepted.
Part-Time Employment
It is strongly recommended that students who plan to participate in HISCIP not seek part-time
employment because of the demanding nature of the program.
Decision Notification
Students will be notified of any placement decisions on or before June 4, 2010.
Personal Statement/Essay
All of the universities enjoy reading and learning about the HISCIP applicants. It is requested that all
students provide a brief personal statement to be included with their HISCIP application. Certain
universities request that the personal statement is specific to their university. Please review the
following universities programs for additional requirements.

HISCIP Student Application Checklist
This checklist provides some of the basic steps to complete a HISCIP application. Please consult with
your school counselor for additional support regarding the HISCIP process.
 Visit college and universities websites or complete college searches on the “Choices Planner” at
www.dcps.bridges.com to review the program offerings of the HISCIP participating colleges and
universities.
 Obtain copies of PSAT, SAT or ACT test scores from your school counselor.
 Obtain a copy of your official transcript from school counselor.
 With help from your school counselor or college access provider, select three (3) HISCIP
participating colleges or universities.
 Write a first draft of your personal essay, have a school counselor or English teacher review it and
provide comments. Essay must be typewritten.
 Type or print clearly on the HISCIP application form. Please fill in all required information.
 Ask a parent or legal guardian to complete and sign the letter of agreement at the bottom of the
application form.
 Submit your application to your school counselor to complete the verification of your GPA and test
score data and signature on the application form.
 School counselor submits the application to the school administrator for review and signature on
the application form.
Do not submit this checklist as a part of your application.

Areas of Study:
Students will be enrolled as part-time, non-degree students for one
academic year, with special support services from the Multicultural
Affairs (MA) unit in the Office of Campus Life. Students may enroll in a
maximum of four credit hours per semester, choosing courses from a
specially approved course list with assistance from an academic
advisor. Summer enrollment is not an option. Students are expected
to participate fully in the regular requirements of the college courses
in which they register.

Support Services:
Orientation and academic counseling provided by the Multicultural
Affairs staff. MA staff members also provide tutorial and other
academic support referral assistance. Students may also participate in
campus activities (e.g., cultural, educational and social).
Additional Information:
Priority consideration for admission to American University is given to
all AU HISCIP participants upon satisfactory completion of high school
and HISCIP. Interested students should submit an undergraduate
application for admission to AU by February 1 of their senior year or
2011.

Students will be accepted as part-time, special, non-degree students in
the School of Arts & Sciences. Students may enroll for a maximum of
three (3) credit hours in both the Fall and Spring semesters, choosing
from a course list specially approved by the Dean of the School of the
Arts & Sciences. Students are expected to participate fully in the
regular requirements of the courses in which they register.
Special Requirements:
Submission of PSAT/SAT Mathematics, Verbal and Writing scores.
Submission of a brief essay (approximately one page), detailing
applicant’s reasons for wishing to attend Catholic University.
Tuition and Fees:
No cost to participants. Application fee and tuition covered by Catholic
University; however, course related fees (i.e., lab fees and book fees)
must be paid by participant.
Support Services:
In addition to the support services offered by the Catholic University
Counseling Center (providing both academic and personal counseling),
these students are eligible for all support services offered by the Office
of Student Life.
Additional Information:
Admission to Catholic University through the HISCIP program does not
imply subsequent admission as a degree candidate in the
undergraduate programs following completion of secondary school.

Students will be accepted as non-matriculated, part-time students for
either college credit or non-credit in the College’s Continuing
Education Program. Students taking courses for credit will be graded
and can receive a permanent transcript. All students are expected to
participate fully in the course in which they are registered. Art
experience, portfolio work, and the entire academic record will govern
the course selection process, which is on a space-available basis at the
time of registration. Summer enrollment is not an option.
Special Requirements:
A personal interview and portfolio review are required for admission
and registration advisement. The portfolio should contain ten to
twelve pieces of recent artwork that the student should choose.
Along with the application, submit PSAT or SAT results, high school
transcript, letter of recommendation from high school art teacher, and
portfolio on CD.

Tuition and Fees:
Tuition and registration fees are funded by students’ designated
HISCIP college or university. However, course-related fees are to be
paid by the participants. Art supplies (i.e., paint, paper, brushes,
charcoal, film, canvas, etc.) are also expected to be purchased by the
students.

Throughout the semester, the counseling services of the College may
be used.
Additional Information:
Students who enrolled through the HISCIP Program are welcome to
schedule and meet with an admissions counselor to discuss future
college options after high school graduation, as well as summer
intensive pre-college programs.

program. Students may choose courses as specially identified by the
Dean of the College with a maximum of three credit hours in the Fall
Semester and six credit hours in the Spring Semester. All courses are

Special Requirements:
Submission of PSAT/SAT Mathematics, Verbal and Writing scores for
review and high school transcript.
Essay: Please relate your interest in studying at Georgetown University
to your future goals; also include your academic schedule,
extracurricular involvement, and other commitments for the 20092010 academic school year.
Selected students must complete a Georgetown University Special
Student Application and Immigrant Questionnaire. Admission to the
Georgetown University HISCIP is not contingent upon immigration
status.
Tuition and Fees:
No cost to participants. Tuition covered by G.U. Students are required
to cover the cost or textbooks and any course requirements.
Support Services:
In addition to the support services provided by the high school,
students may use all support services provided by G.U. including the
Center for Multicultural Equity and Access and the Academic Resource
Center.
Students are required to attend all orientations and meet monthly
with GU HISCIP staff.

pursuing a full-time course of study for one academic year in the
College of Arts and Sciences. After consultation, courses may be
selected in specialized departments according to the student’s
interest.

Admission to Trinity is guaranteed upon satisfactory completion of
high school and HISCIP with a 3.0 average.

Participants are accepted as part-time (special) students for one
academic year through the Office for College Preparatory Programs
(OCPP) at U.D.C. Students are expected to participate fully in the
regular requirements of the college courses in which they register.
Summer enrollment is not an option. Maximum 4 credits in Fall and 8
credits (by permission) in the Spring. Courses are selected from any of

Minimum high school grade point average of 3.0. Transcripts and
PSAT, SAT or ACT scores and personal essay must be submitted for
review.
Placement testing in English and Mathematics; HISCIP applicant must
place at the college level on the ACCUPLACER. Testing is pre-arranged
by OCPP staff.
Tuition and Fees:
No cost to participants; however, a contract of expectations is
required. At registration, students MUST show proof of having Health
Insurance, as University will not pay Health Insurance fees. Books must
be purchased by participants.
Support Services:
Academic Advising and comprehensive instructional support services
(tutorials) are available. Students are required to attend orientation
and to meet monthly with UDC HI/SCIP staff.
Additional Information:
Admission to the University System is based on admissions standards
as indicated in the University’s Admissions guidelines. Following
participation in HISCIP, students can apply for full admission to either
the UDC Community College or the UDC Flagship Institution.

Students will be accepted for part-time concurrent enrollment and
may take one or two courses.
Special Requirements:
Emphasis on the rigor of the high school curriculum. PSAT/SAT/ACT
scores are optional but encouraged.
Tuition and Fees
The University will award scholarships covering tuition and fees for up
to six credits each semester to concurrently enrolled students.
Support Services
Academic and personal advising will be available from the Office of
Letters and Sciences.
Additional Information
HISCIP students who are in good academic standing upon completion
of the program will be given priority for admission to the University of
Maryland.
