...................................................................................................................................... 18 GVFHL Rules May 2015 1.0 THE GVFHL 1.1 About the GVFHL The GVFHL stands for “Global Viking Fantasy Hockey League”. The GVFHL is a simulation-based league that uses FHLSim software. 1.2 Code of Conduct The GVFHL’s Code of Conduct applies to both General Managers and those in league management positions. Everyone in the GVFHL must act in an appropriate manner towards one another. Treat others how you want to be treated. Be polite and courteous to other General Managers and show them respect. Debates on the forums, as well as friendly trash-talking against rivals, are encouraged, but know where to draw the line. Any racist remarks or other disrespectful comments can lead to immediate dismissal from the League. Any cheating or collusion will lead to immediate dismissal. Members who do not abide by the GVFHL’s Code of Conduct will be subject to dismissal. 1.3 Commissioner & Trade Committee The Commissioner is responsible for the operations of the entire League. The Trade Committee consists of the five General Managers that were appointed at some point for various reasons. The Trade Committee’s main duty is to ensure that all trades are reasonable and that no deal is lopsided to the point that it hurts the integrity of the League. If a trade is submitted to the Committee for review, the Committee will discuss the trade in private and either accept it or veto it on a majority of votes. The Committee is also responsible for supervising general trading trends and will ensure that teams do not make trades that will compromise their ability to compete year in and year out. The current Trade Committee is comprised of the following General Managers: TBD 1.4 Ratings Committee At the beginning the GVFHL will work with the ratings used in the CDNHL. That might change later on. 2.0 GENERAL MANAGERS 2.1 Duties GVFHL General Managers are required to complete certain duties on a regular basis. These duties include, but are not limited to, the following: • Updating rosters and lines before each one of their team’s games; • Making trades to improve their franchise; • Signing players; • Balancing their team’s finances and avoiding bankruptcy; • Keeping their team within the Roster limit; • Participating in the Entry Draft and Free Agency processes; • Checking and responding to emails and private messages in a timely fashion; • Actively participating in forum discussions; GVFHL Rules May 2015 • Submitting front page news articles about their team on a regular basis. A General Manager who fails to complete the above duties will be subject to dismissal. 2.2 Participation General Managers must be active in the league. Staying up-to-date with league news; regularly reading the message boards; and engaging in message board discussions is mandatory. The message boards are an important part of the league and all General Managers must verify the message boards on a regular basis. Checking and replying to emails and private messages is also very important; it is expected that General Managers check their emails and private messages at least once every 48 hours. A General Manager who frequently fails to participate in the league will be subject to dismissal. 2.3 Leave of Absence Leave of Absence is granted in the event that a General Manager is unable to complete his required duties or participate in the league due to valid external circumstances (studying for exams, going on vacation, personal injury, etc.). In order for the Commissioner to grant a Leave of Absence, a General Manager must give prior warning of the absence and provide an expected return date. If a General Manager exceeds the Leave of Absence without good reason, or leaves without any notice or is frequently too busy to attend to the regular duties of a General Manager, then that General Manager will be subject to dismissal. Leave of Absence may be granted retroactively in the event that a General Manager is unable to provide prior warning of his absence. 2.4 Complaints All complaints about the League or any General Manager(s) are to be directed to the Commissioner by email or private message. Under no circumstances are complaints to be posted on the League forums. Any and all concerns will be dealt with professionally and privately by the Commissioner. 2.5 Online GM Editor The GVFHL uses an Online GM Editor (OGME). Username will be the same as your forum username and password will be assigned. Be sure not to share your password amongst other teams, lines submitted via the OGME will be considered legit. The GVFHL will also post league files daily on website, if General Managers wish to use FHL Sim software on their home computers. Lines done at home can be emailed to the commissioner. 3.0 REGULAR SEASON 3.1 Salary Cap a) The GVFHL Salary Cap Ceiling and Salary floor will be set according to the current NHL Salary cap/floor – for the 2015-16 season the cap is at $71.4m and the cap is set to $52.8m b) The teams cap numbers will be calculated on a daily basis with no teams accumulated payroll exceeding the salary cap or going below the salary floor at any time. c) Further explanation will be provided at a later stage but those familiar to the NHL cap calculation will know what is coming d) Minimum player salary is $575,000; maximum player salary is 20% of the current salary cap; GVFHL Rules May 2015 e) Players making $3.5 million or more must start the season on the Pro Roster; f) Players making$4.0 million or more cannot be sent to farm; g) In the Off-Season, teams will be allowed to exceed the Salary Cap by %10 for operational purposes; h) Teams going over the cap at any given point of the regular season will lose their highest rated skater (forward or defense) as follows: i. ii. iii. iv. v. i) 1st offence: 5 game suspension & fine (amount over cap) 2nd offence: 10 game suspension & fine (amount over cap) 3rd offence: 25 game suspension & fine (amount over cap) 4th offence: 50 game suspension & fine (amount over cap) 5th offence: 82 game suspension & fine (amount over cap) Teams going under the floor at any given point of the season will be fined as follows: i. 1st offence: $100,000 fine on the first day, $500,000 every following day till the daily cap hit reaches the floor ii. 2nd offence: $500,000 / day day till the daily cap hit reaches the floor 3.2 Season Length a) b) c) d) The GVFHL regular season starts the same time as NHL in October; The simulation schedule will be approx. 5 sim days per week (Mondays till Fridays) General Managers are responsible for knowing their own team’s schedule. If the sim schedule is altered, notification will be posted on the forum under Commish Announcements. 3.3 Trade deadline a) The Trade Deadline will come into effect when the season is 80% completed. No trades will be allowed after the Trade Deadline; b) Trading will resume after the Playoffs but before the Entry Draft. 3.4 Playoffs a) b) c) d) The GVFHL Playoffs begin shortly after regular season is completed; 3 rest days are simmed at the end of the season; There will be 2 rest days simmed in between each playoff round; Sims will be daily with each conference being simmed on alternating days. 4.0 OFF-SEASON 4.1 Entry Draft a) The Entry Draft will be held the day after the NHL Entry Draft begins; b) The Entry Draft will consist of seven (7) rounds, with each round consisting of thirty (30) draft picks; c) Any player aged 18 or older is eligible to be drafted, except; GVFHL Rules May 2015 d) e) f) g) h) i) I. A player previously drafted by a GVFHL team; II. A player who has previously played in the GVFHL; III. A player who has currently or previously been rated in the GVFHL; The order of the GVFHL Entry Draft will be determined by the previous year’s final Regular Season standings and a lottery will be held for the teams that did not make the Playoffs during the previous season. Regardless of Regular Season standings or lottery results, the GVFHL Cup Finalist and Winner will pick 29th and 30 th in the first round only; the two losers of the conference finals will pick 27th and 28th in the first round only – tie breaker is regular season points; The GVFHL draft lottery results will be based on the NHL results. If in the NHL lottery selection, the second last place team gets 1st overall, then the same will happen in the GVFHL. Simply put teams positioned places 30-17th in the GVFHL will be aligned to the NHL teams in that position – this is only valid for the first round! The Entry Draft takes place on the league forum. General Managers are strongly encouraged to be available to make their choices during the course of the Entry Draft. General Managers that are unavailable to make their choices will have the option of sending in lists with their preferred choices; All draft selections are final and cannot be changed under any circumstance unless authorized by the Commissioner, who will only authorize for eligibility reasons; Time limits will be put in place to speed up the draft process. If a General Manager has not made a pick within the pre-determined time limit and has not sent in a list with his picks, that General Manager will be deemed to have chosen the second Best Player Available, as per the NHL draft order. That General Manager will immediately be given the second Best Player Available for all his subsequent picks unless he notifies the Commissioner of his return; Players selected in the Entry Draft will be placed on their team’s Prospect List; 4.1 Free Agency 4.1.1 Unrestricted Free Agents a) All players aged 28 or over at the beginning of a signing period and whose previous contracts have expired will become Unrestricted Free Agents (UFA), unless designated as Loyalty pursuant to Section 4.1.2. b) Unrestricted Free Agents are free to sign with any team, and no compensation will be owed to the UFA’s previous team; c) Any player who signs a contract for $7.0 million or more with have a 1 year NoMovement Clause (NMC); d) All UFAs that are not signed to new contracts during the Off-Season will be placed on the Unassigned Players page, and teams will be allowed to sign them at any point in the future pursuant to Section 4.1.8 d. 4.1.2 Loyalty Factor a) Prior to the RFA Pre-Signing Period, teams will be allowed to designate one (1) of their UFAs as their Loyalty once every three seasons. This Loyalty designation will allow teams to sign their Loyalty player in exclusivity during the RFA Pre-Signing Period. UFAs will be placed into 4 waves based on talent levels. Each wave will have 2 rounds of bidding. Each team will be given 33 Offer Calculation Points per season. Offer Calculation Points are used to make bids on UFAs. Offer Calculation Points cannot be traded. Offer Calculation Points only get used if you actually sign a player. Teams can bid on a maximum of 5 players in wave 1 and 7 players in the remaining waves. i) The 5 highest bids (or less depending on the amount of bids) for a player go to round 2, teams outside of the top 5 bids will regain their UFA points immediately, teams in round 2 can increase their bid if they wish to do so or retreat the offer unless it’s the highest one j) The highest bid is fixed, the team can up the offer but must not retreat the offer k) If a player receives only 1 one offer during round one of any wave, the team making the bid has the right to match the highest offer in round two to sign the player (if it has enough calculation points left) l) In the event that there is more than one winning bid that are equal in Offer Calculation Points, the player will choose to play for a team based on the following tie-breaker rules: GVFHL Rules May 2015 i. The UFA’s previous team; ii. The team who finished higher in the standings the previous season; iii. Random draw m) In the event that there is more than one winning bid that are equal in Offer Calculation Points, the player will choose to play for a team based on the following tie-breaker rules: i. The UFA’s previous team; ii. The team who finished higher in the standings the previous season; iii. Random draw 4.1.4 UFA Waves a) As mentioned above, each wave will have 2 rounds of bidding. b) The top 5 teams from round 1 advance to round 2. Example: Day 1: Round 1 bid placed for players in Wave 1. Day 2: Round 2 bids placed for players in Wave 1; Round 1 bid placed for players in Wave 2. Day 3: Wave 1 Results announced, Round 2 bids placed for players in Wave 2, Round 1 bid placed for players in Wave 3. Day 4: Wave 2 Results announced, Round 2 bids placed for players in Wave 3, Round 1 bids placed for players in Wave 4. Day 5: Wave 3 Results announced, Round 2 bids placed for players in Wave 4. Day 6: Wave 4 Results announced. 4.1.5 Offer Calculation Points a) Teams may not go over 33 Offer Calculation Points at any time during the UFA bidding process. b) It is up to the team to monitor points, if they are over the allocation at any point during UFA any current offers they have made become void. c) Teams may not submit offers if the total number of points would exceed what the team have left assuming those players were to be signed. Example: You have 10 offer calculation points remaining, and you are in the running for 2 free agents. You must make sure that the bids on those 2 free agents do not exceed 10 points. If that is the case, both bids are deemed void GVFHL Rules May 2015 d) The offer calculation is simple: Average salary offered x the Term Multiplier. The term multiplier is based on each player’s individual contract length preference which will be provided before UFA begins. e) Example: Martin St. Louis prefers the following contract lengths: 1st Preference is a 4yr deal 2nd Preference is a 3yr deal 3rd Preference is a 2yr deal 4th Preference is a 1yr deal The Term Multiplier is shown in the following table: Preference 1 1.3 Term Multiplier Preference 2 1.2 Term Multiplier Preference 3 1.1 Term Multiplier Preference 4 1.0 Term Multiplier Scenario 1: Offer A: $6 mil per year for 4 years = $6 x 1.0 (4 years is his 4th preference) = $6 million Offer B: $5 mil per year for 3 years = $5 x 1.3 (3 years is his 1st preference) = $6.5 million Under this scenario, although St. Louis is getting $1 million less per year, he is getting his preferred contract length of 3 years, and chose Offer B. Scenario 2: Offer A: $6 mil per year for 1 year = $6 x 1.1 (1 year is his 3rd preference) = $6.6 Offer B: $5 mil per year for 3 years = $5 x 1.3 (3 years is his 1st preference) = $6.5 GVFHL Rules May 2015 Under this scenario, although St. Louis is not getting his preferred contract length, the $1 million is enough to make him accept his 3rd preferred contract length. 4.1.6 Full Contract No-Movement Clause a) Teams can also offer a UFA a full contract No-Movement Clause (FCNMC). b) Players who sign a FCNMC cannot be traded at any point during the term of the contract; c) Each team will be allowed to use ONE FCNMC during the free agency period every 3 years. d) FCNMCs cannot be traded or accumulated over time. e) FCNMCs are given a value of $1 million/1 offer calculation point. Scenario 3: Offer A: $6 mil per year for 4 years AND a FCNMC = $6 x 1.0 (4 years is his 4th preference) = $6 + $1 million Offer B: $5 mil per year for 3 years = $5 x 1.3 (3 years is his 1st preference) = $6.5 million Under this scenario, although St. Louis is getting $1 million a year less, he is getting his preferred contract length of 3 years, and chose it over his LEAST preferred contract length of 4 years. However, the FCNMC makes the 4 year contract term more acceptable. Scenario 4: Offer A: $6 mil per year for 1 year = $6 x 1.1 (1 year is his 3rd preference) = $6.6 Offer B: $5 mil per year for 3 years AND NMC = $5 x 1.3 (3 years is his 1st preference) = $6.5 + $1 = $7.5 million Under this scenario, the NMC is the deciding factor. Previously, St. Louis valued the additional $1 million over his preferred term. But with the NMC thrown in, COMBINED WITH his # 1 contract length preference, it's a no brainer. 4.1.7 Restricted Free Agents a) All players that are aged 27 or under at the beginning of a signing period and whose current GVFHL contracts have expired will become Restricted Free Agents (RFA); b) RFAs must be qualified at 100% of previous GVFHL salary: c) Any RFA that does not get qualified will become an Unrestricted Free Agent (UFA); d) RFA contracts cannot be less than qualifying offer; e) RFA contracts are based on NHL contracts in term and cap hit: Example: Jonathan Toews is a RFA. According to capfriendly.com he is signed 1 more year for $6.3 million. Since he is signed 1 more year in NHL, he can be signed for 1 year @ 6.3 million. GVFHL Rules May 2015 f) RFA players who have signed an new NHL contract before but not after the RFA Resigning period has begun will use the extension to calculate the new GVFHL contract; Example: Patrick Kane is a RFA. According to capfriendly.com his current contract is on its last year for$4.3 million and his next contract is for $7 million for 7 years. His current season cap hit is added to his new cap hit and the average over the term of the contract is the new cap hit. (4.3 + 7 + 7 + 7)/4 = 6.325 So Patrick Kane can be signed for a 4 year deal @ $6.325 g) Teams can extend RFA contracts by one extra year for 25% more: Example: Jonathan Toews could be signed for 1 year @ 6.3 million OR 2 years @ $7.9 million. h) RFA cap hits and term options will be provided to General Managers in a spreadsheet during the qualifying period. 4.1.8 Offer Sheets a) Once the qualifying period is complete, all teams will be given 5 days to submit offer sheets to other teams RFA players; b) Offer sheets can be a salary offer in any range between the players current NHL salary (most recent deal)/current GVFHL salary (whichever is higher) and the maximum league salary; c) Term is determined by NHL contract, so offer sheets can only change player salary; d) In the case more than one offer sheet has been offered on the same player, the offer that provides the highest total salary amount will be deemed the best offer. e) In the case that there is still more than one team with a similar offer, the team with the highest points total from the previous season will be deemed the best offer. f) In the case that there is still a tie, the team with the most wins from the previous season will be deemed the best offer. g) If there is still a tie between two or more teams, a silent signing bonus amount will be offered with the highest amount winning. h) All accepted Offer Sheets will be posted on the forums and the General Manager will have five (5) days to choose one of the following options: (i) Match the Offer Sheet by signing the player to the same terms described in the Offer Sheet; or (ii) Refuse to match the Offer Sheet and elect to receive compensation from the team that sent the Offer Sheet in accordance with the following Compensation Chart: GVFHL Rules May 2015 $1,205,377 or less 4th round pick $1,205,377-to-$1,826,328 3rd round pick $1,826,328-to-$3,652,659 2rd round pick $3,652,659-to-$5,478,986 1st and 3rd round pick $5,478,986-to-$7,305,316 1st, 2nd and 3rd round pick $7,305,316-to-$9,131,645 Two 1st plus one 2nd and 3rd round pick $9,131,645 or greater Two 1st plus two 2nd and $15m in cash to the previous team *The following rules apply to compensation: Clubs cannot acquire picks to use as compensation (with the exception being a Club's own draft selections that are traded and then re-acquired); Draft picks must be for the upcoming season(s) A player who accepts an Offer Sheet will be given a No-Trade Clause (NTC) for 1 season, regardless of whether his previous team matches the Offer Sheet or not. 4.19 Unassigned Players a) Unassigned Players are: 1) Players who are not under contract in the GVFHL and who do not have their rights restricted, but who have previously played in the GVFHL and who are under contract in the NHL; 2) Players who have current NHL contracts but who have never been created in the GVFHL and whose rights are not owned or restricted by any team; b) All Unassigned Players that have previously played in the GVFHL will be listed on the Unassigned Players page; c) During the Regular Season, teams can make offers to Unassigned Players at any point prior to the Trade Deadline; d) During the Off-Season, teams can make offers to Unassigned Players one (1) week after the end of UFA, the first 24hrs of which will be highest offer wins (in case of two or more identical offers, the first one submitted wins); e) All Unassigned Player signings are to be made on the forum under Team Activities; f) Teams can offer unassigned players 1 to 4 years and salary ranges depending on the length of the contract 1) 1 year: $575,000 - $1,500,000 2) 2 year: $1,500,001 - $3,500,000 3) 2 year: $3,500,001 - $4,500,000 4) 2 year: $4,500,001 – league max (20% of the salary cap) g) If an Unassigned Player is signed by a team, that player will be placed directly on the team’s Pro Roster if he is waiver eligible pursuant to Section 7.1. Otherwise, he will be placed directly on the team’s Farm Team roster. GVFHL Rules May 2015 5.0 PLAYERS 5.1 Players 5.1.1 Ratings a) Player ratings will be based on NHL performance during the previous NHL season; b) Ratings will be calculated at the end of each season by using pre-determined formulas. c) Each player that has played at least one (1) NHL games during the previous NHL season will have ratings; d) For the purpose of this section we will distinguish between goalies and skaters with skaters including forwards and defensemen; 5.1.3 Rerates a) Each skater that has played 25 or more NHL games will receive ratings based on his prorated stats for 82 games; b) Any skater who has played more than 1 NHL games but less than 25 will receive new ratings as if he had played 25 games but his other stats will not be changed (Ex: A skater with 3 goals and 5 assists in 15 games will be rated the same as a skater with 3 goals and 5 assists in 25 games); c) Skaters who do not play at least 1 NHL games during the previous season will be moved to that team’s prospects list; d) Skater ratings will be based solely on stats except for SP, SK and DF which will be determined either by the Ratings Committee, or by a formula and then modified by the Ratings Committee. e) All goalies that have played 1 NHL games will receive new ratings. Goalie ratings are capped based on minimum games played. For 1-10 games played, ratings are capped at 75; for 11-15 games played, ratings are capped at 85. More than 15 games played are not adjusted. f) Forwards, defensemen and goalies will be rated separately. 5.1.4 Ratings Challenges a) After rerates but before the start of a new season, each team can challenge SP, SK and DF of up to 3 skaters; b) Challenges are meant to be used to fix obvious rating flaws. Teams that submit re-rate requests for a player’s SP, SK or DF rating will be asked to provide written articles, from reputable sources, that support their request; c) All re-rate submissions posted on the forum and will be examined by the Ratings Committee; d) All rookies will be able to be challenged (unlimited); e) This option will only be available after the first season. GVFHL Rules May 2015 5.1.5 Aging a) Player’s age every season during rerates. b) All players will age by one (1) year regardless of their actual birthdays. 5.1.6 Prospects a) Prospects are automatically activated during the off season if they play one (1) or more NHL games; b) If a team wishes to drop a prospect from their futures pool, they can request his removal under the Team Activities forum; c) For the purpose of entry level contracts, Prospects are defined as all players that have been drafted in the GVFHL but never rated; d) A team that wishes to sign a Prospect can only do so by offering that Prospect an EntryLevel Contract of 1 to 3 years in length; e) Salary will be determined by the respective NHL cap hit – which means potential bonus payments are included! 5.1.7 Retirement a) A player retires in the GVFHL when they no longer have ratings; b) When a player loses ratings they will be moved to a team’s prospect list; c) If that player ever gets ratings again, the owning will have the option of honouring the remainder of his previous contract salary and years; d) If that team chooses not to honour the remainder of his previous contract, the player will become an Unassigned Player; 5.1.8 Injuries a) All created players are subject to injury; b) Players that sustain injuries while on the Pro Roster will remain on the Pro Roster as Scratches during their recovery period, and their full salary will be payable and will count against the team’s Salary Cap; c) Players that sustain injuries while on the Farm Team will be placed on the Pro Roster as scratches during their recovery period, and their full salary will be payable and will count against the team’s Salary Cap. This is a bug in the simulator that cannot be fixed; d) Injury Reports will be made available to all General Managers after each game. Injury Reports will list all outstanding injuries in the League as well as the likely length of recovery for each injured player; e) Players that are at 95CD or over are fatigued but not injured, and can continue playing at their team’s discretion. 5.1.9 Suspensions a) Suspensions are handed out automatically by the simulator except for goalies as stipulated in Section 8.3 (c). b) A player who receives a suspension cannot play until his suspension has been served; GVFHL Rules May 2015 c) Suspensions will carry over from the regular season to the playoffs and from season to season; d) if a player is suspended, the GMs of the two teams involved have the option to call for the NHL Wheel of Justice: http://www.nhlwheelofjustice.com/ this will be run in Play Off Mode, so the maximum suspension in this case is 4 games. If an indefinite injury occured on the played, season mode is used, to allow for a 9 game maximum suspension. If the wheel stops at "season" suspension it will be spun again. e) If one a player is injured during the game, his respective GM can appeal for suspension (max 3 times per season) and the Commissioner will spin the Wheel of Justice (in Play Off Mode) f) Appeals have to be posted on the Forum (in the dedicated section) before the next Sim day. A screenshot will be posted as a reply to make the announcement of the GVFHL Department of Player Safety 5.2 Awards a) Awards will be given out during the Off-Season; b) Awards will be voted on by each General Manager. The Commissioner will nominate the top players and managers for each award, and will only cast a vote in order to break ties; c) The awards page on the website will be updated with the winners. 6.0 CONTRACTS AND SALARIES 6.1 General a) All UFAs, RFAs, Unassigned Players and Prospects are eligible to be signed to a contract; b) Maximum contract length in FHL Sim is four (4) seasons in length; c) The minimum salary for a player is $575,000 per year and the maximum salary is 20% of the of the Salary Cap; d) Any player that is on a Pro Team will be paid his full salary, and the full salary will count against that team’s Salary Cap e) After the Free Agent Period, certain maximum salaries will apply. Details can be found in the dedicated topic on the forum or section 4.19 f) 6.2 Contract Buy-Outs a) A team that wishes to terminate a player’s contract may do so at any time by buying-out the remainder of that player’s contract; b) Prior to being bought out, the player will be sent through Waivers and may be claimed by any other team. If the player clears Waivers, the buy-out funds will immediately be taken out of the team’s finances and the player will become an Unassigned Player; c) The penalty to buyout a player is 50% for current season salary and 75% of remaining salary owed for future years. d) 50% of the salary will remain as cap hit for the reminder of the contract (fake player will be places on your roster) GVFHL Rules May 2015 e) Contract buy-outs are to be done on the forum under Team Activities; f) Any player whose rights belong to a team but who is not under contract may be released by his team at any time. This player will become an Unassigned Player. 7.0 WAIVERS 7.1 Waivers a) The following players will be exposed to waivers; i. Players aged 24 and older who have played 10 or more GVFHL games; ii. Players making $1 million or more; b) Players making $3.5 million or more must start the Regular Season on the Pro Roster; c) Players making $4.0 million or more cannot be sent to farm; d) Any player that is subject to Waivers will have to clear Waivers prior to being sent down to the Farm Team; e) Prior to being bought-out by his team, a player must first clear Waivers; f) In order to clear Waivers, a player must stay on the Waiver Wire for 24 hours (till the next sim day) without being claimed by any other team; g) Waiver listings are available after each sim on the main league webpage; h) Waivers will be closed during the Off-Season and will reopen at the start of the Regular Season. i) If a waiver claim is successful, the team claiming a player will pay the team losing the player $50,000. 7.2 Waiver Claims a) Any player that is on the Waiver Wire may be claimed by another team; b) A team can only claim one player per day c) If two (2) or more teams attempt to claim a player that is on the Waiver Wire, priority will be determined as follows: i. For the first two sim days of a new season, the Waiver List will be determined by the previous season’s final standings, with the last place team being first on the Waiver List. ii. After those two first sim days, the Waiver List will be determined on the basis of current winning percentage, with teams being ranked in order of lowest to highest winning percentage. In the rare event of a tie, the tie-breaker will be determined by the previous Regular Season’s final winning percentages; d) A player who is claimed off Waivers will be placed on the claiming teams Pro Roster. e) Waiver claims can be sent to the Commissioner via email. 8.0 TEAM OPERATIONS 8.1 Trading 8.1.1 General a) Teams may trade players, draft picks, future considerations and cash, subject to the following exceptions: GVFHL Rules May 2015 i. ii. iii. iv. v. No team may trade more than $4,000,000 per transaction; Teams may not use trades to borrow or lend players to one another; Teams may not trade draft picks solely in exchange of cash. Teams may not trade draft picks for more than two seasons in advance. Future considerations must be fulfilled within the same season (cutoff is the trade deadline) vi. Future considerations will always be subject to commish approval and only valid once posted in the dedicated topic in the forum 8.1.2 Salary retention a) Teams can retain salary for up to 2 players to a max of 50% of the cap hit b) This is only allowed for contracts with 2 or less years remaining on the contract c) If salary is retained a "fake" player will be added to the roster with a salary matching the amount of the retained salary d) This player will get the lowest rating possible and receive a NMC for the reminder of the contract e) The “fake” player will take up one of your roster spots f) You can also retain salary of a player with previous retention 8.1.3 Trade Announcements and Trade Reviews a) All trades are to be posted in the Trade Announcements section of the Forums, and trades will only be processed once all General Managers involved in the trade acknowledge acceptance of the trade; b) Once a trade has been posted and accepted by all General Managers involved in the trade, that trade cannot be reversed unless all General Managers involved in the trade agree to its reversal; c) All trades are processed after the sim; d) Once a trade is processed, that trade cannot be reversed; e) Any trade may be referred by the Commissioner to the Trade Committee, who will review the fairness and appropriateness of the trade and render a decision on whether or not the trade should be allowed; f) Any new General Manager may have his trades reviewed until such time as the Commissioner is satisfied with that General Manager’s abilities. 8.2 Rosters a) During the Regular Season, teams may have up to 45 players under contract. During the Off Season, teams may have up to 50 players under contract; b) During the Regular Season, teams can have a maximum of 25 players on their Pro Team, including Injuries; c) Goalies cannot play more than 4.080 minutes total during the Regular Season. Any team going over this limit will be fined $1 million and have the goalie suspended for the remainder of the Regular Season. GVFHL Rules May 2015 d) During the Regular Season, teams must have a minimum of 20 active, non-injured players on their Pro Team at all times, including at least six (6) defensemen, two (2) goalies, three (3) centers, three (3) right wingers and three (3) left wingers; e) If a team has less than the minimum players at each position due to injuries, the Commissioner will move a player to the position needed, it is up to the General Manager to address the situation within 2 sim days (unless the GM is away). f) If no position change will address the situation, a Temporary player will be created to allow the sim to work. The Temp player will be removed once the situation is resolved. g) If the General Manager does not adjust within two sim days, it is within the Commissioners decision to increase the salary of the Temporary player up to $2,500,000. h) If above situation puts the team above the salary cap, the team will be subject to the respective penalties. However, the General Manager can appeal if he had valid reasons for not being able to adjust the roster. 8.3 Position Changes a) Teams can request position changes anytime; b) Position changes are requested on the forum, private message will be ignored; c) Position changes for forwards must be accompanied by a valid link to prove that player can indeed play the position being requested; d) Articles with proof can also be given such as “can play all three forward position”; e) Since ratings for forwards and defense are calculated differently, players listed as both F and D can only play the position they were rated for; f) Teams with players that can play F or D will notify the Ratings Committee before the start of the Regular Season if they wish to change position; g) A player who plays outside of his preferred position may see his performance reduced by 10% in the simulator. 8.4 Pre-Game Duties a) Prior to every game, General Managers will be required to ensure that their team’s Roster and Line Combinations have been submitted through the OGME or via email to Commissioner; b) If the lines are set with no injuries, no problem, but if there has been an injury or a suspension, the General Manager is expected to send in updated lines; c) If a General Manager fails to submit his team’s Roster and/or Line Combinations before a game, the Commissioner will auto the lines; d) If a General Manager is consistently not updating their lines, they can be subject to dismissal. e) General Managers must submit their best available Roster and Line Combinations. Any General Manager caught using a Roster or Line Combinations that considerably hurts his team’s chances of winning will be subject to dismissal. The Commissioner will monitor every team’s Roster and Line Combinations in order to ensure that no General Manager is purposely losing games. f) As an exception of point e) General Managers are allowed to keep rookies in the farm team, unless the rating is 73ov or higher GVFHL Rules May 2015 8.5 Finances a) b) c) d) e) f) g) Teams will generate revenue by selling tickets; Pro roster contracts count 100% towards cap; Farm rosters contracts count 10% towards cap; Prospects cost $1,500 per prospect Suspended players do not count towards cap while suspended; Injured players do count towards cap while injured; General Managers will be responsible for keeping their teams out of bankruptcy by ensuring that their Current Funds remain positive; h) As the FHL Sim program was not supposed to work with the high salaries we currently see in the NHL, there will be a revenue correction program. After the conclusion of the Stanley Cup final each team will receive (end of regular season payroll) – ($40,000,000) in cash. i) If a teams Funds are still in the negative after that, the General Manager can apply for Revenue sharing in order to bring his teams Funds back into the positive – the maximum amount for that will be $12,500,000. The amount of the revenue sharing will be deducted from the teams maximum salary cap for the next season. j) If that still fails to get the teams Funds back into the positive, the General Manager will have one more season to bring his teams Funds back into the positive, after that he is subject to dismissal; k) After season one teams will begin to deposit high revenues. Everything above $80,000,000 of the teams Funds will be put into the League revenue sharing program. As soon as those teams fall below $15,000,000 in Funds the General Manager can request up to $15,000,000 back per offseason (but not exceeding the amount that was already deposited by this team) without any future cap penalties; l) If a General Manager allows his team’s Current Funds to fall into the negative, that General Manager will have one (1) year to bring his team’s Current Funds back into the positive, failing which that General Manager will be subject to dismissal; m) Teams can also sell UFA Offer Calculation Points at a rate of 1 million per calculation point; Example: A team is negative $4,555,786 at the end of the season and wish to replenish their finances so they sell 4.6 Calculation Points for $4.6 million. They now have 15.4 UFA Calculation Points left and a balance of $44,214 n) Teams must notify the league they wish to ‘cash in’ UFA Offer Calculation Points at any time before the UFA signing period begins; 8.6 Arena Management 8.6.1 Seats a) Each arena will have the capacity of their NHL counter part b) Future arena expansions might be allowed but will need further discussion and approval of the commish and the Board of Governors c) Every Arena can have up to 23,000 seats; d) During the Off-Season, teams may purchase additional seats for their Arena at a cost of GVFHL Rules May 2015 $1,000 per seat. Teams may purchase up to 2,000 seats during the same Off-Season; e) All seat purchases are to be posted in the Team Activities section of the Forums. f) Arena expansion will be reviewed after season one. Please expect some requirements for Arena expansion to be implemented (i.e. at least 90 per cent capacity for 1000 seats and so on) 8.6.2 Ticket Prices a) General Managers can modify their team’s Ticket Prices at any point during the Regular Season and Playoffs; b) There is no minimum or maximum for Ticket Prices; c) All Ticket Price modifications are to be posted in the Team Activities section of the Forums. 8.63 Endorsements a) Each team can add up to 5 endorsements each season to earn revenue; b) Sign up cost for endorsements are taken from finances immediately; c) Payouts for successful endorsements are done during the off season; d) Teams can sign up for endorsements on the forum unil (including) Oct 31st; e) Sponsor options are listed and requested on the forum. 8.7 Team News a) General Managers can post news articles on the League’s webpage. b) For the purposes of this section, a season will start when start at the draft and end following the awarding of the cup. c) For each article (150 words or more) the General Manager will receive some sort of bonuses yet to be determined
