Assignment 2: Policy Manual By Dr. Daniel Ofstein EDD 8119, CRN 21724 Contemporary Topics in Instructional Technology and Distance Education Nova Southeastern University December 10, 2014 2 Executive Summary As an industry leader in offering practically based instruction by experienced educators, Johnson & Wales University has an opportunity to fill a void in its educational leadership degree programs. Currently, the University only offers a doctorate in educational leadership focusing on either k-12 or higher education. As such it leaves a hole in the potential ability for current students, staff and faculty to obtain a quality graduate degree from the institution in which they attend or work that is focused on the type of work they are doing. It is recommended that JWU pursue the development of an online Student Affairs masters degree program. Not only will this program fill the previously mentioned gap in degree offerings, since it will be online, it will also help enhance JWUs educational offerings on a national and international stage. Students from around the globe will have an opportunity to learn from experienced professionals in an interactive high quality online distance education program. The proposed Online Student Affairs Masters program has been developed to support the mission of the University as well as maintaining the standards outlined in the University’s accreditation from the New England Association of Colleges and Schools. The program will be housed at the Providence campus under College of Arts & Sciences and overseen by the Dean of the College of Arts & Sciences in conjunction with the Dean of Continuing and Online Education. There will be a department chair and one full time faculty member who will teach all of the courses for the program if they are not ones already offered for another degree. The program will be offered completely online with students completing interactive assignments through the platform or at their own locations. A more thorough description of the program and its policies can be found throughout the rest of this manual. online masters degree in Student Affairs program to be offered at Johnson & Wales University. This program has been developed as an extension of JWU’s educational leadership in higher education program. “JWU's Ed.D. program has established itself as a prominent preparation program for educational leaders in Southern New England. With its focus on preparing graduates who can think, learn and perform as educational leaders, the program exemplifies the university's mission of blending academic and work-based learning for career advancement” (E.D.D. Education Leadership-EDD). Organization description Johnson & wales University was founded in 1914 in Providence Rhode Island as a business college. Since then it has opened three more campuses across the country in North Miami, FL, Denver Co and Charlotte, NC (About Johnson & Wales University). “An innovative educational leader, the university offers degree programs in arts and sciences, business, culinary arts, education, nutrition, hospitality and technology. Its unique model integrates arts and sciences and industry-focused education with work experience and leadership opportunities, inspiring students to achieve professional success and lifelong personal growth” (About Johnson & Wales University). Mission and guiding principles of university The mission is “Johnson & Wales University … an exceptional education that inspires professional success and lifelong personal and intellectual growth” (Mission and Guiding Principles). In support of our mission and recognizing the importance of preserving our unique student-centered culture we will be guided by the following principles: • Undertake continuous improvement and planning for a sustainable future. • Foster a teaching-focused university that encourages appropriate scholarship and offers relevant programs that maximize student potential. • Enrich our academic programs with experiential and work-integrated learning. • Be cost-conscious in our endeavor to provide an affordable private university education and be a good steward of our resources. • Embrace diversity for a richly inclusive community. • Model ethical behavior and local, national and global citizenship. • Value our faculty and staff by investing in their quality of life and professional development. • Provide facilities, technology and other resources to meet the needs of students, faculty and staff (Mission and Guiding Principles). 6 Department description As previously mentioned, the proposed Student Affairs masters degree will be a part of the Educational Leadership program which is housed in JWU’s College of Arts & Sciences. At JWU, the College of Arts & Sciences is made up of the School of Professional Studies and the School of Science and Liberal Arts (College of Arts & Sciences). Since this is an established College at the University, the new program will adopt all current policies and standards which currently govern the area. The new student affairs masters program would be a part of the School of Professional Studies. The Student Affairs Master of Science (M.S.) degree program prepares students to become leaders in the higher education field with the management and leadership skills to move from line-level positions to supervisory and managerial roles. The program will provide students with an academically rigorous learning experience that includes an advanced understanding of higher education management as an area of inquiry and as an academic discipline and profession; and the advanced knowledge, skills and abilities required for leadership positions, as well as the further pursuit of education in a doctoral program and/or teaching positions (Criminal Justice Management – MS). Note: This description has been adapted from the current Criminal Justice Management Masters program at the University. Online philosophy Per the Dean of the School of Online and Continuing Education, the online philosophy of JWU is to offer students many opportunities for collaboration, creativity and intellectual development. Online students will appreciate the freedom of earning credit toward their degrees while studying on their own schedule from their own locations. However, the students’ online classes will require them to be self-disciplined and self-motivated to complete their course work on schedule. Time management skills, regular class participation and engagement with their professors and fellow students will be vital to their success (The Online Student Handbook, p. 3). Mission of department At Johnson & Wales University all departments uphold the mission of the University and do not have individual statements. Definition of terms Online student or the student a person who has a elected to participate in the course but is not facilitating the course. Faculty refers to the person who will be facilitating the course. 7 “Add/Drop is defined as adding and dropping any number of courses, but maintaining enrollment in a term” (The Online Student Handbook, p. 21). Helpdesk refers to the name of the University staff designated to support all online and IT functions at the University. Platform refers to the type of software to be used for the online program. Ulearn is the name of the University’s online learning platform. Department structure The Online Student Affairs Masters program will be set up with a department chair and one full time faculty member. The Department Chair will be supervised by the Dean of the College of Arts & Sciences in conjunction with the Dean of Continuing and Online Education (See Appendix B for Department org. chart). The Department Chair, the full time faculty member and/ or other faculty from the educational leadership doctoral program and around the University, will teach courses. Planning and program review committee The Student Affairs online Masters program has been developed by a committee made up of the Dean of the College of Arts & Sciences, the newly hired SA Department Chair, the full time SA faculty member, the Dean of the School of Online and Continuing Education as well as a member of the department of Information Technology. This group was responsible for the planning and implementation of the initial program. In order to ensure the program continues to perform at a high level and functions to support the mission of the University, the group will meet yearly to review its challenges and successes. This will ensure that all necessary departments are a part of the process and program improvement. The program will be updated as needed. Financial governance The Online Student Affairs program budget will fall under the College of Arts & Sciences. The Department Chair will be allocated a budget that includes monies for limited technology upgrades (i.e. new laptops, mobile technology, tablets or desk tops for faculty), office supplies, and faculty salaries (including benefits). Since this is an online program it is anticipated that it will not need funds to create programs for student physical attendance. The online platform to be used is already owned and maintained by the University therefore monies for its maintenance, upgrades, etc. would be covered under a different budget. Since this will be an online program it will be up to the faculty member teaching each course to monitor the students’ progress and needs. Should a student face challenges or 8 need support, the faculty member will act as a representative of the University to help the student navigate the issue. If the faculty member cannot help the student find resolution, he/ she will contact other campus resources depending on what is needed, for example if it is a technology challenge, then the office of Information Technology would be contacted. Students are responsible for all tuition and fees incurred while in attendance at Johnson & Wales University. Tuition and fees Based on the 2014-2015 Providence graduate online program costs, the tuition and fees for the online Student Affairs program will be $1827 per course plus a $104 online fee (Tuition and Fees). These costs will change proportionately with the rest of the University’s programs. The anticipated cost of books and supplies per academic year is $1500 (Other Fees). Note: This does not include the purchase of technology used to participate in the program. It is important to note the University’s health insurance requirements for all students: All registered, undergraduate day students, both domestic and international, all students enrolled in the physician assistant degree program and all international graduate and doctoral students attending Johnson & Wales University are required to have health insurance coverage that is accepted in the United States. If students have health insurance coverage through another means (i.e., parent’s health insurance or an employer program) they do not have to enroll in the Johnson & Wales student health insurance plan. They can opt out of/waive the university plan by submitting the online waiver form to demonstrate evidence of coverage. A new waiver form must be submitted each academic year. Students who are required to have health insurance and do not waive the Johnson & Wales University plan will be charged for it. The online waiver form and details of the plan, including the full brochure and benefit flyer, can be found on the Health Services page of the JWU website (Tuition and Fees). Please refer to The Online Campus Student Handbook for a full description of all policies related to tuition and fees. Geographical governance Since this is an online program, there will not be any classes offered at remote locations and therefore governance of the program will reside solely with the main institution. The program will fall under the University’s accreditation. Johnson & Wales is currently accredited by NEASC or the New England Association of Colleges and Schools (Accreditations and Approvals). 9 Complaint process for online students “It is the intention of Johnson & Wales University to resolve concerns by faculty, students and staff quickly, informally and as close as possible to the point of origin. The grievance procedure is not intended to be a forum to challenge university policy, but rather a means by which an individual can seek a timely and fair review of his or her concerns” (The Online Campus Student Handbook, p. 6). Please refer to The Online Campus Student Handbook for a description of the entire grievance process. It can be accessed at: http://www.jwu.edu/uploadedFiles/Documents/Student_Life/handbooks/JWUOnlineHan dbookUniv.pdf. “If you are enrolled as an online student and you have a complaint or grievance that cannot be resolved through Johnson & Wales University’s complaint and grievance process, you may file a complaint with the state in which you reside…” (Accreditations and Approvals). 10 Academic Policies This section will address the academic policies related to this new program. Please refer to the University catalog and student handbook for any information not covered in this section. These can be accessed through the Johnson & Wales website at http://www.jwu.edu. Course/ registration/ term calendar The new Student Affairs online masters degree will follow the current and future academic calendar as set forth by the University provost office. This will include the start and finish dates as well as registration window for the all courses. A copy of the current calendar is in the appendix of this manual. Academic standards Johnson & Wales University’s degree programs are nationally accredited and designed to provide students with the knowledge and skills employers have identified as necessary in their field of choice (About Johnson & Wales University). “Students learn by doing. Faculty, many with industry experience, bring real-life knowledge and networking opportunities into small classroom settings” (About Johnson & Wales University). The programs at JWU provide opportunities for real-world experience, which can include internships, classroom projects with actual companies and community service learning. Students learn industry best practices and train on career-specific tools and software (About Johnson & Wales University). Course/ degree offerings The degree that is being offered is a Master of Science in Student Affairs with an emphasis on Higher Education. In order to accomplish this, students will be required to complete credit hours in course covering the foundations of student affairs, a core curriculum focused on helping the student develop a thorough understanding of the inner-workings of a college student affairs program, a select few elective courses and finally a practically based capstone course to highlight what was learned throughout the course of the degree. Specific descriptions of the courses will be found in the University online catalog which can be accessed at: http://catalog.jwu.edu/online/. Each class will be worth 4.5 credits unless otherwise specified with total of 54 -63 credits required for graduation. Course add/ drop procedures Per the Online Student Handbook (2014), course add/ drop procedures are as follows: 11 Students may add an online course up through the first Saturday of the term. Students may drop an online course without penalty up through the second Saturday of the term, but financial aid and account charges may be impacted (schedule changes may impact financial aid and account charges; consult Student Academic & Financial Services as needed). An official add or drop must be completed via jwuLink (http://link.jwu.edu) > Registration > Grades or with Student Academic Services (p. 21). Please note that there is a separate policy for a course withdrawal which would take place after the add/ drop period has passed. This information can be found in the Online Student Handbook beginning on page 13. Academic Misconduct Johnson & Wales students are expected to uphold the highest standards of academic integrity per the University mission which states that students will “model ethical behavior and local, national and global citizenship” (Mission and Guiding Principles). As such, the University clearly outlines its policies and expectations for online students on page 19 the Online Student Handbook (2014): If you are found responsible for cheating, plagiarizing or in any way compromising your academic integrity, you may be subject to both academic disciplinary action (including dismissal from class) and student conduct review action (up to and including dismissal from the university). In addition, each member of the university community has the right and the responsibility to maintain an atmosphere conducive to effective learning. Consistent with this goal, faculty members may take academic disciplinary action against any student who unreasonably interferes with this atmosphere by disruptive or unacceptable behavior or other misconduct. To be actionable, such misconduct does not need to take place in the classroom, laboratory or practicum property; it can also take place outside of these areas if it seriously and adversely affects the ongoing learning and teaching process. Grading policies Students must maintain a 3.0 cumulative grade point average or above at all times in order to stay in as well as graduate from the program. “Graduate students will be allowed no more than three (3) attempts to successfully complete each course (foundation courses with grades below a B are not considered successfully completed and must be repeated). Students who passed the course but wish to improve their grade may repeat the course if 12 it is available. However, students are eligible for financial aid for only one repetition of a previously passed course. The highest grade earned will be calculated into the grade point average. When a student has repeated a course previously applied to an awarded degree, both grades will be included in the grade point average” (The Online Student Handbook, p. 28). Course evaluation Students will have an opportunity to evaluate each course at the end of the term. Here students will be asked questions pertaining to the content of the course, the delivery of instruction as well as some information regarding the professor. This is a voluntary activity and is completed anonymously over the internet. This information will not be shared with the professor until after the course has been completed and all grades assigned. Should a student have a specific concern about the course, he/ she is encouraged to speak to the professor before the end of the course. If the concern is with the professor, the student should follow the grievance guidelines outlined in the Online Student Handbook. 13 Legal Issues Intellectual property and copyright laws All information created for the courses developed within the online Student Affairs program will be considered the property of Johnson & Wales University and cannot be re-distributed or used without explicit permission from the University. All information used for the online Student Affairs program must follow all local, state and federal laws in regards to copyrighted material. Violations of these policies by students will be referred to the office of student conduct. Violations by faculty and/ or staff will be referred to the office of human resources. Server usage and relevant policies The University maintains specific guidelines in regards to its technology and the usage of its servers. Please refer to the Computer & Technology use policy for Johnson & Wales University which can be accessed at http://helpdesk.jwu.edu/policies.htm. “Johnson & Wales University aims to provide students with a positive online environment in which students can interact with their instructors and peers. It is expected that students will be respectful of all individuals and sensitive to the diversity of our university’s population. Online communication should be conducted in a professional and courteous manner at all times, guided by common sense, collegiality and the basic netiquette guidelines” (The Online Student Handbook, p. 10). Violations of these policies will result in the student being referred to the office of student conduct. 14 Student Information Admissions requirements In order to be eligible for admissions into the Online Student Affairs program, a person must have a bachelor’s degree in any major with a minimum GPA of 2.85 or better. If you do not meet the minimum GPA requirements for the MS program, consideration for admittance to the program will be given if you provide acceptable GRE scores with your application. This has been adapted from the Johnson & Wales University MBA admissions requirements (Admissions Requirements). Also, three letters of recommendation must be submitted with the application, two of which must come from active student affairs professionals. Graduation requirements Students must complete all required coursework with a minimum of a 3.0 Cumulative GPA as well as satisfy all financial obligations to the University in order to be eligible to graduate. “Graduation is not recorded until after the term has ended, grades are received, and the degree audit of each expected graduate has been reviewed. Confirmation of graduation will take approximately 30 days after final term grades have been submitted” (The Online Student Handbook, p. 23). “Upon verification, the degree or certificate is awarded and noted in the student information system so that it displays on official JWU transcripts. Diplomas are printed and mailed after the degree or certificate verification process is complete” (The Online Student Handbook, p. 23). Orientation All participants in the Online Student Affairs program will be required to complete the orientation program offered online during the first term of attendance. This program is not for credit however completion is required. It is offered every term. Failure to complete the orientation program will result in a hold being placed on the student’s account blocking all future registration until completion can be verified. Participation Students are expected to participate in and are graded on all course activities. Student participation in each course may be evaluated differently as it is up to the course professor’s discretion to award or penalize a student based on his/ her performance and participation. Required technology Per the Online Student Handbook (2014), “in order to fully participate in online courses, students enrolled in online programs are expected to own or have regular, reliable access 15 to a computer that meets up-to-date requirements. As of September 2012, the requirements are as listed below. Check www.jwu.edu/onlinelearning for the most up-todate requirements” (p. 10). Operating System: PC: Windows XP or higher. Student support services Johnson & Wales University also offers “…24/7 professional tutoring through Smarthinking” (Academic Resources). There students work with real online educators and access live tutorials, writing manuals, sample problems, research tools, study manuals and more (Academic Resources). “Smarthinking is accessed through links in jwuLink and ulearn” (Academic Resources). 16 ADA requirements “Johnson & Wales University is dedicated to providing reasonable accommodations to allow students with learning, physical or other disabilities the opportunity to succeed in their academic pursuits. While maintaining the highest academic integrity, the university strives to balance scholarship with support services that assist students with disabilities to succeed in the university’s environment” (The Online Student Handbook, p. 32). “The Center for Academic Support on the Providence Campus also provides support for online students with learning disabilities, physical challenges and chronic medical conditions” (Academic Resources). Financial aid All students must contact the Office of Student Financial and Academic Services to help determine their eligibility for financial aid and all costs related to schooling. Student affairs The Office of Student Affairs is dedicated to helping all students with their campus life in and out of the classroom. Although online students do not reside nor attend one of the 17 brick and mortar campuses, the University still offers a variety of services online to help them move through their academic careers. All questions, comments or concerns related to these activities will be referred to the Dean of Online and Continuing Education. The Dean will resource out the issue to the appropriate department as necessary. Bookstore and library availability Students can purchase their required textbooks from the North Miami campus bookstore or online at www.jwubookstore.com. The North Miami Bookstore can be reach via telephone at 866-598-3567 x7064 (The Online Student Handbook, p. 31). “Library services for online students are provided by the main Johnson & Wales University Library facility in Providence. During the academic year the library’s hours are Monday through Thursday, 7:30 a.m.–midnight; Friday, 7:30 a.m.–9 p.m.; Saturday, 10 a.m.–8 p.m.; and Sunday, 11 a.m. to midnight. Professional reference services are available by telephone, email, online chat or text message Monday through Thursday, 8 a.m.–10 p.m.; Friday, 8 a.m.–5 p.m.; Saturday, 10 a.m.–5 p.m.; and Sunday, 2–10 p.m. Please note that schedules are subject to change during term breaks, holidays and over the summer” (The Online Student Handbook, p. 34). 18 Faculty Information Responsibility of faculty Faculty hired to work in the program will be responsible for all courses assigned, including the creation of a syllabus, tracking of student progress and attendance, evaluation of all student work and reporting of student grades to the University. Faculty will also act as resources to all students registered in the classes, including helping them work through challenges as well as orienting them to the program platform. Faculty may also be required to attend meetings, trainings and orientations in person or online as designated by the University. Faculty qualifications and hiring Since Johnson & Wales University is dedicated to providing an experienced based education focused, faculty will be hired based on both education and industry credentials. These will also be in line with the recommendations set forth in the NEASC accreditation model. Minimum qualifications for faculty will include, but is not limited to, 7 years industry experience, have a doctoral degree from an accredited University in higher education and at least 3 years experience teaching classes online. Interested applicants will have to apply through the University employment site and will be contacted per the University hiring process. The Department Chair will lead the hiring process for all faculty needed for this program with final approval by the Dean of Online and Continuing Education. Salary ranges for faculty and staff The salary ranges for faculty and staff are set by office of human resources. All newly created positions will be required to have a developed position description which outlines specific responsibilities. Salaries will be based on this and the industry standard. 19 Technical Information Platform to be used Johnson & Wales University currently uses blackboard for its online learning platform. The name of this platform used for the students and faculty is Ulearn (Technical Resources). Server/ software location All of the online program servers and software will be housed at the Providence campus. A backup of the program will be maintained off site, however, it will still be near the Providence campus. Technology management Technical support for Ulearn and all related issues will be handled through the Johnson & Wales University information technology helpdesk which can be reached via telephone at 1.888.598.4357 or email at helpdesk@jwu.edu. The hours of the help desk are Monday – Friday 8 a.m. - 10 p.m. ET, Saturday, 12noon - 6 p.m. ET and Sunday, 12noon - 10 p.m. ET.
