1 STATE OF TEXAS COUNTY OF LEON IN THE COMMISSIONERS COURT OF LEON COUNTY, TEXAS On this the 24th day of June, 2015, the Commissioners Court of Leon County, Texas, met for its regularly scheduled meeting at 9:30 a.m. with the following members present: Byron Ryder – County Judge Joey Sullivan – Commissioner Pct. No. 1 David Ferguson – Commissioner Pct. No. 2 Dean Stanford– Commissioner Pct. No. 3 David Grimes – Commissioner Pct. No. 4 Together with Christie Wakefield, County Clerk, serving as an ex-officio member of the Commissioners Court, County Attorney Jim Witt, County Auditor Linda McDonald, and District Clerk Beverly Wilson. 1. OPEN MEETING WITH PRAYER AND PLEDGES. Lee Weiler with the All-Around Cowboy Church in Marquez opened the meeting with prayer; pledges to the American and Texas flag were rendered. 2. DISCUSS AND POSSIBLY TAKE ACTION ON CLAIMS DUE. Commissioner Sullivan made the motion seconded by Commissioner Ferguson to accept the claims due, plus three additional add-on bills on file at the County Treasurer’s office: 1. Precinct 2-$150 2. Sheriff’s Dept.-$1,000 3. Precinct 3-$24,628 MOTION CARRIED. (COPY FOLLOWS) 2 3. DISCUSS AND POSSIBLY TAKE ACTION ON MINUTES FROM THE PREVIOUS MEETING(S). Commissioner Sullivan made the motion to approve the minutes from the previous meetings, seconded by Commissioner Ferguson. MOTION CARRIED. 4. PUBLIC COMMENTS #1 No comments. 5. DISCUSS AND POSSIBLY TAKE ACTION ON DONATION TO THE VETERANS FOR THE JULY 24 FORT HOOD BABY SHOWER. Mrs. Susan Maples presented the request. Commissioner Sullivan made the motion, seconded by Commissioner Stanford to approve the $1,000 donation, to be taken from Contingency. MOTION CARRIED. County Judge requested that all funds be released to Mrs. Maples as soon as possible so that the supplies may be purchased immediately. Commissioner Sullivan amended his motion to reflect the request, seconded by Commissioner Stanford. MOTION CARRIED. 6. DISCUSS AND POSSIBLY TAKE ACTION ON ADDING ROBERT KELLY AND HOPE KNIGHT TO THE IT COMMITTEE. Commissioner Stanford made a motion, seconded by Commissioner Grimes to add the two names to the committee. MOTION CARRIED. 7. DISCUSS AND POSSIBLY TAKE ACTION ON ALLOWING THE FOURTH OF JULY COMMITTEE TO USE THE COURTHOUSE SQUARE FOR ALL EVENTS ON SATURDAY, JULY 4, 2015. Commissioner Sullivan made a motion, seconded by Commissioner Ferguson to approve the request. MOTION CARRIED. 3 8. DISCUSS AND POSSIBLY TAKE ACTION ON AN AMENDMENT TO THE LEON COUNTY FLOOD DAMAGE PREVENTION COURT ORDER. PLACE AMENDMENT IN ALL LEON COUNTY PAPERS. Commissioner Stanford made a motion, seconded by Commissioner Ferguson to table the agenda item. MOTION CARRIED; ITEM TABLED. 9. DISCUSS AND POSSIBLY TAKE ACTION TO APPROVE A RESOLUTION THAT AUTHORIZES SUBMISSION OF AN APPLICATION REQUESTING $350,000 TO THE TEXAS DEPARTMENT OF AGRICULTURE FOR 2015 TEXAS CDBG DISASTER RELIEF FUNDS FOR DEBRIS CLEARANCE AND ROADS, BRIDGES, DRAINAGE, AND UTILITY INFRASTRUCTURE REPAIRS TO ADDRESS DAMAGES SUSTAINED IN A FLOOD EVENT WHICH BEGAN ON MAY 4, 2015, AND CONTINUES TODAY. Martha Drake with GrantWorks presented the resolution. Commissioner Ferguson made a motion, seconded by Commissioner Sullivan to approve the resolution. MOTION CARRIED. (COPY FOLLOWS) 4 10. DISCUSS AND POSSIBLY TAKE ACTION ON APPROVING A $1,000 DONATION TO SUPPORT OPERATIONS AT BEDIAS CREEK SOIL & CONSERVATION DISTRICT. Commissioner Sullivan made a motion, seconded by Commissioner Ferguson to approve the $1,000 donation for the 2015-2016 budget year. MOTION CARRIED. 11. DISCUSS AND REVIEW THE 2015/2016 PRELIMINARY BUDGET AND FILE THE PRELIMINARY BUDGET (1ST FILING) WITH COUNTY CLERK. Commissioner Sullivan made a motion, seconded by Commissioner Stanford to file the budget. MOTION CARRIED. (COPY FOLLOWS) 5 12. DISCUSS AND POSSIBLY TAKE ACTION ON APPROVING A ROAD USE AGREEMENT FOR TEXAS POST & POLE FOR CR 282 AND CR 275 IN PRECINCT 2. Commissioner Ferguson made a motion, seconded by Commissioner Stanford to approve the agreement. MOTION CARRIED. (COPY FOLLOWS) 6 14. HIGH SPEED RAIL-DISCUSS HIGH SPEED RAIL ISSUES(S) AND TAKE ANY ACTION NECESSARY. Commissioner Stanford gave a brief update on the rail project. Next meeting is today at 6 p.m. at the Jewett City Hall to discuss next steps against the high-speed rail project. 15. DISCUSS THE EXPO PROJECT AND TAKE ANY ACTION NECESSARY. Commissioner Ferguson gave an update on upcoming events at the Expo Center. 16. CLOSE REGULAR SESSION (TX GOV. CODE 551.074 PERSONNEL MATTERS) Session closed at 10 a.m. on Wednesday, June 24, 2015. 17. DISCUSS THE POSIBILITY OF HIRING THE AGRILIFE OFFICE MANAGER. 18. CLOSE EXECUTIVE SESSION. Session closed at 10:16 a.m. on Wednesday, June 24, 2015. 19. OPEN REGULAR SESSION. 20. DISCUSS AND POSSIBLY TAKE ACTION ON HIRING AN AGRILIFE OFFICE MANAGER. Commissioner Stanford made a motion, seconded by Commissioner Ferguson to hire Debra Reeder as soon as all drug testing and background check is complete. MOTION CARRIED. 21. BUDGET AMENDMENTS AND TAKE ANY ACTION NECESSARY. No budget amendments. 22. LINE ITEM TRANSFERS AND TAKE ANY ACTION NECESSARY. County Auditor Linda McDonald presented the line item transfers. Commissioner Stanford made a motion, seconded by Commissioner Grimes, to approve the line item tranfers totaling $65,579.22. MOTION CARRIED. (COPY FOLLOWS) 7 23. PURCHASE AND/OR SELLING REQUESTS AND TAKE ANY ACTION NECESSARY. Commissioner Ferguson reminded the Auditor’s office that an ad needs to placed to sell the white truck. Judge Ryder presented a donation from NRG to the veterans baby shower. Commissioner Stanford made a motion, seconded by Commissioner Ferguson to approve the donation from NRG. MOTION CARRIED. 24.
