1 STATE OF TEXAS COUNTY OF LEON IN THE COMMISSIONERS COURT OF LEON COUNTY, TEXAS On this the 8th day of June, 2015, the Commissioners Court of Leon County, Texas, met for its regularly scheduled meeting at 9:30 a.m. with the following members present: Byron Ryder – County Judge - ABSENT Joey Sullivan – Commissioner Pct. No. 1 David Ferguson – Commissioner Pct. No. 2 Dean Stanford– Commissioner Pct. No. 3 David Grimes – Commissioner Pct. No. 4 Together with Amy Kaiser, Deputy Clerk, serving as an ex-officio member of the Commissioners Court, County Attorney Jim Witt, County Auditor Linda McDonald, County Tax Assessor/Collector Robin Shafer, District Attorney Hope Knight, District Clerk Beverly Wilson, and County Treasurer Brandi Hill. 1. OPEN MEETING WITH PRAYER AND PLEDGES. Brother Easterling with Calvary Baptist Church in Centerville opened the meeting with prayer; pledges to the American and Texas flag were rendered. 2. DISCUSS AND POSSIBLY TAKE ACTION ON CLAIMS DUE. Commissioner Ferguson made the motion seconded by Commissioner Stanford to accept the claims due. MOTION CARRIED. (COPY FOLLOWS) 2 3. DISCUSS AND POSSIBLY TAKE ACTION ON MINUTES FROM THE PREVIOUS MEETING(S). Commissioner Ferguson made the motion to approve the minutes from the previous meetings, seconded by Commissioner Stanford. MOTION CARRIED. 4. PUBLIC COMMENTS #1 No comments. 5. DISCUSS AND POSSIBLY TAKE ACTION ON APPROVING LEON COUNTY’S SUBMISSION ON THE TEXAS DEPARTMENT OF AGRICULTURE DISASTER RELIEF GRANT APPLICATION FOR $350,000 IN RESPONSE TO STORM AND FLOOD DAMAGE IN MAY 2015 Martha Drake with GrantWorks answered questions. Commissioner Stanford made the motion, seconded by Commissioner Grimes, to approve Leon County’s submission. Leon County Emergency Management Coordinator Bob Hickman also gave out the FEMA damage hotline number: 1-800-621-3362. MOTION CARRIED. (COPY FOLLOWS) 3 6. DISCUSS AND POSSIBLY TAKE ACTION ON GRANTWORKS, INC. PREPARING THE TEXAS DEPARTMENT OF AGRICULTURE DISASTER RELIEF APPLICATION ON BEHALF OF LEON COUNTY. Commissioner Stanford made a motion, seconded by Commissioner Grimes, to have GrantWorks, Inc. prepare the TDA application. MOTION CARRIED. (COPIES FOLLOW) 4 7. DISCUSS AND POSSIBLY TAKE ACTION ON APPROVING THE FUND ACCOUNT FOR THE TEXAS COMPTROLLER CHECK FOR $12,892.22. IT WAS DEPOSITED IN THE GENERAL FUND Commissioner Stanford made a motion, seconded by Commissioner Grimes to approve the fund account. The court will decide where to spend it at a later time. MOTION CARRIED. 8. DISCUSS AND POSSIBLY TAKE ACTION ON APPROVING A NEW 4 YEAR CONTRACT FOR THE BANK DEPOSITORY. County Treasurer Brandi Hill presented the sole bid by Citizens State Bank. Commissioner Grimes made a motion, seconded by Commissioner Ferguson to approve the contract. MOTION CARRIED. 9. DISCUSS AND POSSIBLY TAKE ACTION ON REVIEWING AND APPROVING A CHANGE IN THE CELL PHONE REIMBURSEMENT POLICY. Commissioner Ferguson made a motion, seconded by Commissioner Stanford, to table this agenda item. MOTION CARRIED; ITEM TABLED. 10. DISCUSS AND POSSIBLY TAKE ACTION ON APPOINTING THE TAX ASSESSOR/COLLECTOR TO CALCULATE THE EFFECTIVE AND ROLLBACK TAX RATE FOR TAX YEAR 2015. Commissioner Stanford made a motion, seconded by Commissioner Grimes, to appoint Leon County Tax Assessor Collector Robin Shafer to calculate the rates. MOTION CARRIED. 5 11. DISCUSS AND POSSIBLY TAKE ACTION ON AWARDING THE SOFTWARE VENDOR FOR THE COURT MANAGEMENT SYSTEM. District Clerk Beverly Wilson and District Attorney Hope Knight presented their recommendation of LGS as the preferred software vendor. Commissioner Ferguson made a motion, seconded by Commissioner Stanford, to award the contract for the District Attorney, District Clerk, County Clerk and County Attorney court management systems to LGS. MOTION CARRIED. (COPY FOLLOWS) 6 12. DISCUSS AND POSSIBLY TAKE ACTION ON APPROVING AND FILING THE PRELIMINARY BUDGET WITH THE COUNTY CLERK ON JUNE 24, 2015. Commissioner Stanford made a motion, seconded by Commissioner Ferguson to file the budget with the County Clerk on June 24, 2015. MOTION CARRIED. 13. DISCUSS AND POSSIBLY TAKE ACTION ON APPROVING A ROAD USE AGREEMENT FOR WILLIAMS LOGGING FOR CR 321 AND CR 322 IN PRECINCT 1. Commissioner Sullivan made a motion, seconded by Commissioner Stanford, to approve the agreement. MOTION CARRIED. (COPY FOLLOWS) 7 14. HIGH SPEED RAIL-DISCUSS HIGH SPEED RAIL ISSUES(S) AND TAKE ANY ACTION NECESSARY. Commissioner Stanford announced an upcoming open meeting on June 12 at 10 a.m. at the Jewett City Hall. 15. DISCUSS THE EXPO PROJECT AND TAKE ANY ACTION NECESSARY. No updates, no action taken. 16. BUDGET AMENDMENTS AND TAKE ANY ACTION NECESSARY. County Auditor Linda McDonald presented the budget amendments. Commissioner Stanford made a motion, seconded by Commissioner Grimes, to approve the following budget amendments. MOTION CARRIED. (COPY FOLLOWS) 8 17. LINE ITEM TRANSFERS AND TAKE ANY ACTION NECESSARY. County Auditor Linda McDonald presented the line item transfers. Commissioner Ferguson made a motion, seconded by Commissioner Stanford, to approve the line item tranfers totaling $22,930.57. MOTION CARRIED. (COPY FOLLOWS) 9 18. PURCHASE AND/OR SELLING REQUEST AND TAKE ANY ACTION NECESSARY. County Auditor Linda McDonald presented two Xerox contracts, one for the Justice Center and one for the County Clerk’s office. Commissioner Ferguson made a motion, seconded by Commissioner Grimes, to approve the contracts. MOTION CARRIED. 19. ELECTED AND APPOINTED OFFICIALS COMMENTS AND/OR BUSINESS AND TAKE ANY ACTION NECESSARY.
