Top Secret America
 What is the point of
forensic investigation into
the events of September
11, if there is no official
“suspect” to convict??
 Imagine a murder trial
where ballistic evidence
and the “murder weapon”
is presented to a jury, but
there is no suspect
identified to even convict.
 In order to convict a
suspect, a case must be
presented showing,
beyond a “reasonable
doubt” the following
burdens of proof:
MOTIVE,
OPPORTUNITY, and
MEANS – (how the
crime was committed.)

JALALABAD, Afghanistan (February 15, 2001
8:19 p.m. EST U.N. drug control officers said
the Taliban religious militia has nearly wiped
out opium production in Afghanistan -- once
the world's largest producer -- since banning
poppy cultivation last summer.

A 12-member team from the U.N. Drug
Control Program spent two weeks searching
most of the nation's largest opium-producing
areas and found so few poppies that they do
not expect any opium to come out of
Afghanistan this year.

"We are not just guessing. We have seen the
proof in the fields," said Bernard Frahi,
regional director for the U.N. program in
Afghanistan and Pakistan. He laid out
photographs of vast tracts of land cultivated
with wheat alongside pictures of the same
fields taken a year earlier -- a sea of blood-red
poppies.
Top Suspect for 9-11
 Rabbi Dov S. Zakheim,
Motive: Trillions of Dollars illegally
transferred to Israel.
Opportunity: As CEO of SPC Inc.,
Zakheim had detailed
schematics of ALL WTC
buildings, and had security
clearance to place demolition
charges.
Means: SPC had the technology to
over-ride the civil defense
network called NORAD.
The Washington Post Series
Dana Priest
 Investigative reporter Dana
Priest has been The Washington
Post's intelligence, Pentagon
and health-care reporter. She
has won numerous awards,
including the 2008 Pulitzer Prize
for public service for "The Other
Walter Reed" and the 2006
Pulitzer for beat reporting for
her work on CIA secret prisons
and counterterrorism operations
overseas. She is author of the
2003 book, "The Mission:
Waging War and Keeping Peace
With America's Military, (W.W.

William M. Arkin
 William M. Arkin has been a
columnist and reporter with The
Washington Post and
washingtonpost.com since 1998.
He has worked on the subject of
government secrecy and
national security affairs for more
than 30 years. He has authored
or co-authored more than a
dozen books about the U.S.
military and national security.
Top Secret America
 “The top-secret world the
government created in
response to the terrorist
attacks of Sept. 11, 2001,
has become so large, so
unwieldy and so secretive
that no one knows how
much money it costs, how
many people it employs,
how many programs exist
within it or exactly how
many agencies do the
same work.”
Top Secret America



Some 1,271 government
organizations and 1,931 private
companies work on programs
related to counterterrorism,
homeland security and intelligence
in about 10,000 locations across the
United States.
An estimated 854,000 people,
nearly 1.5 times as many people as
live in Washington, D.C., hold topsecret security clearances.
In Washington and the surrounding
area, 33 building complexes for topsecret intelligence work are under
construction or have been built
since September 2001. Together
they occupy the equivalent of
almost three Pentagons or 22 U.S.
Capitol buildings - about 17 million
square feet of space.
Top Secret America

Many security and intelligence
agencies do the same work,
creating redundancy and waste.
For example, 51 federal
organizations and military
commands, operating in 15 U.S.
cities, track the flow of money to
and from terrorist networks.
 Analysts who make sense of
documents and conversations
obtained by foreign and
domestic spying share their
judgment by publishing 50,000
intelligence reports each year - a
volume so large that many are
routinely ignored.
Top Secret America
 Outside a gated
subdivision of mansions in
McLean, a line of cars idles
every weekday morning as
a new day in Top Secret
America gets underway.
The drivers wait patiently
to turn left, then crawl up a
hill and around a bend to a
destination that is not on
any public map and not
announced by any street
sign.
Top Secret America
 Liberty Crossing tries hard
to hide from view. But in
the winter, leafless trees
can't conceal a mountain of
cement and windows the
size of five Wal-Mart stores
stacked on top of one
another rising behind a
grassy berm. One step too
close without the right
badge, and men in black
jump out of nowhere, guns
at the ready.
Top Secret America
 Past the armed guards and
the hydraulic steel barriers,
at least 1,700 federal
employees and 1,200
private contractors work at
Liberty Crossing, the
nickname for the two
headquarters of the Office
of the Director of National
Intelligence and its
National Counterterrorism
Center. The two share a
police force, a canine unit
and thousands of parking
spaces.
Top Secret America
 Every day across the
United States, 854,000 civil
servants, military
personnel and private
contractors with top-secret
security clearances are
scanned into offices
protected by
electromagnetic locks,
retinal cameras and
fortified walls that
eavesdropping equipment
cannot penetrate.
Top Secret America
 “Twenty-four organizations
were created by the end of
2001, including the Office of
Homeland Security and the
Foreign Terrorist Asset
Tracking Task Force. In 2002,
37 more were created to track
weapons of mass destruction,
collect threat tips and
coordinate the new focus on
counterterrorism. That was
followed the next year by 36
new organizations; and 26
after that; and 31 more; and
32 more; and 20 or more each
in 2007, 2008 and 2009.”
Top Secret America
 “With so many more employees,
units and organizations, the lines
of responsibility began to blur.
To remedy this, at the
recommendation of the
bipartisan 9/11 Commission, the
George W. Bush administration
and Congress decided to create
an agency in 2004 with
overarching responsibilities
called the Office of the Director
of National Intelligence (ODNI)
to bring the colossal effort under
control.”
Top Secret America
 “Improvements have been
overtaken by volume at the
ODNI, as the increased flow of
intelligence data overwhelms
the system's ability to analyze
and use it. Every day, collection
systems at the National Security
Agency intercept and store 1.7
billion e-mails, phone calls and
other types of communications.
The NSA sorts a fraction of
those into 70 separate
databases. The same problem
bedevils every other intelligence
agency, none of which have
enough analysts and translators
for all this work.”
Top Secret America
 Who, exactly, is the target of
 In an interview (with the
Washington Post) before he
resigned as the director of
national intelligence in May,
retired Adm. Dennis C. Blair
said he did not believe there
was overlap and redundancy
in the intelligence world.
"Much of what appears to be
redundancy is, in fact,
providing tailored
intelligence for many
different customers," he said.

Top Secret America
 The massive growth and
expansion of “Top Secret
America” appears to
have been foretold back
in June, 1948.
 An English author named
Eric Arthur Blair
published a prophetic
book about all of this.
 His “Pen-Name”?
George Orwell. His
Book? 1984!!
Top Secret America
 "Do you begin to see, then,
what kind of world we are
creating? It is the exact
opposite of the stupid
hedonistic Utopias that the
old reformers imagined. A
world of fear and treachery
and torment, a world of
trampling and being
trampled upon, a world
which will grow not less
but more merciless as it
refines itself. Progress in
our world will be progress
toward more pain."
Top Secret America
 "There was of course no way of
knowing whether you were
being watched at any given
moment. How often, or on what
system, the Thought Police
plugged in on any individual wire
was guesswork. It was even
conceivable that they watched
everybody all the time. But at
any rate they could plug in your
wire whenever they wanted to.
You had to live—did live, from
habit that became instinct—in
the assumption that every sound
you made was overheard, and,
except in darkness, every
movement scrutinized."
Top Secret America
 "From where Winston
stood it was just
possible to read, picked
out on its white face in
elegant lettering, the
three slogans of the
Party:
WAR IS PEACE
FREEDOM IS SLAVERY
IGNORANCE IS
STRENGTH."
Top Secret America
 "Never again will you be
capable of ordinary human
feeling. Everything will be
dead inside you. Never
again will you be capable
of love, or friendship, or joy
of living, or laughter, or
curiosity, or courage, or
integrity. You will be
hollow. We shall squeeze
you empty and then we
shall fill you with
ourselves."
Top Secret America
 "The Party seeks power entirely
for its own sake. We are not
interested in the good of others;
we are interested solely in
power. Not wealth or luxury or
long life or happiness: only
power, pure power. What pure
power means you will
understand presently. Power is
not a means; it is an end. One
does not establish a dictatorship
in order to safeguard a
revolution; one makes the
revolution in order to establish
the dictatorship. The object of
persecution is persecution. The
object of torture is torture. The
object of power is power."
Top Secret America

"We are not content with negative
obedience, nor even with the most
abject submission. When finally you
surrender to us, it must be of your own
free will. We do not destroy the heretic
because he resists us; so long as he
resists us we never destroy him. We
convert him, we capture his inner mind,
we reshape him. We burn all evil and all
illusion out of him; we bring him over to
our side, not in appearance, but
genuinely, heart and soul. We make him
one of ourselves before we kill him. It is
intolerable to us that an erroneous
thought should exist anywhere in the
world, however secret and powerless it
may be. Even in the instance of death we
cannot permit any deviation . . . we make
the brain perfect before we blow it out."
Top Secret America
 "The ideal set up by the Party
was something huge, terrible,
and glittering—a world of
steel and concrete, of
monstrous machines and
terrifying weapons—a nation
of warriors and fanatics,
marching forward in perfect
unity, all thinking the same
thoughts and shouting the
same slogans, perpetually
working, fighting,
triumphing, persecuting—
three hundred million people
all with the same face."
Top Secret America
 "A hideous ecstasy of fear and
vindictiveness, a desire to kill,
to torture, to smash faces in
with a sledge hammer,
seemed to flow through the
whole group of people like an
electric current, turning one
even against one's will into a
grimacing, screaming lunatic.
And yet the rage that one felt
was an abstract, undirected
emotion which could be
switched from one object to
another like the flame of a
blowlamp."
Top Secret America

There will be no loyalty, except loyalty
towards the Party. There will be no love,
except the love of Big Brother. There will be
no laughter, except the laugh of triumph
over a defeated enemy. There will be no art,
no literature, no science. When we are
omnipotent there will be no need of
science. There will be no distinction
between beauty and ugliness. There will be
no curiosity, no enjoyment of the process of
life. All competing pleasures will be
destroyed. But always—do not forget this
Winston—always there will be the
intoxication of power, constantly increasing
and constantly growing subtler. Always, at
every moment, there will be the thrill of
victory, the sensation of trampling on an
enemy who is helpless. If you want a picture
of the future, imagine a boot stamping on a
human face—forever."
Top Secret America
 "He gazed up at the enormous
face. Forty years it had taken
him to learn what kind of smile
was hidden beneath the dark
moustache. O cruel, needless
misunderstanding! O stubborn,
self-willed exile from the loving
breast! Two gin-scented tears
trickled down the sides of his
nose. But it was all right,
everything was all right, the
struggle was finished. He had
won the victory over himself. He
loved Big Brother."
Top Secret America

JFK on Secrecy: The very word "secrecy" is
repugnant in a free and open society; and
we are as a people inherently and
historically opposed to secret societies, to
secret oaths and to secret proceedings.
We decided long ago that the dangers of
excessive and unwarranted concealment of
pertinent facts far outweighed the dangers
which are cited to justify it. There is little
value in insuring the survival of our nation if
our traditions do not survive with it. And
there is very grave danger that an
announced need for increased security will
be seized upon by those anxious to expand
its meaning to the very limits of official
censorship and concealment. That I do not
intend to permit to the extent that it is in
my control. And no official of my
Administration, whether his rank is high or
low, civilian or military, should interpret my
words here tonight as an excuse to censor
the news, to stifle dissent, to cover up our
mistakes or to withhold from the press and
the public the facts they deserve to know.
