Japan Opens Trade Routes
The Tokugawa regime, which ruled Japan from 1600 to 1868, tried to limit contact between Japan and
the rest of the world. Yet American and European merchants wanted to expand their trade in Asia to
include Japan. Commodore Matthew Perry convinced the Japanese to open trade with the United
States. Perry appeared in Edo Bay in 1853 with four warships and again in 1854 with nine ships. This
display of American naval power convinced Japanese officials to sign the Treaty of Kanagawa in
1854. The treaty allowed American ships to stop at two Japanese ports, Shimoda and Hakodate.
