Terms of Reference Business Analyst - Finance (P3 level) Temporary Appointment (TA) Global Shared Service Centre (GSSC) Project, NYHQ Background: In November 2013, the UNICEF Executive Director announced his decision to launch a process that will lead to the formation of a single Global Shared Service Centre (GSSC). This GSSC is expected to carry out transactions including: invoices, payments, payroll, some HR administrative services and global IT support. Based on the current project plan, transactions for offices will begin to be phased into the newly-established GSSC from early 2016 onwards in order for the Centre to be fully operational and carry out transactions for all offices by mid-2017. In relation, the Global Shared Services Centre (GSSC) project requires a Business Analyst post to perform the activities underlying the analysis, design, documentation, training and implementation of transactional finance business processes in the proposed GSSC. Purpose of the Position: Under the supervision of the Financial Management Analysis Manager, the incumbent will contribute to the successful rollout of the GSSC with particular focus on the development of the case management tool ensuring the Business Processes and Standard Operating Procedures (SOPs) are reflected within. Major Duties & Responsibilities: 1. Analyse and document finance business processes and business problems relating to UNICEF functional areas of responsibility upon request or as needed. 2. Establish standard operating procedures for finance business processes. 3. Co-ordinate the preparation of training materials and conduct training on finance business processes. 4. Identify solutions towards improvement of finance business processes which could include modification of financial systems and procedures, alignment of systems and master data structures. 5. Provide input to the design of the software tools necessary to support global transaction processing for finance business processes. Expected Qualifications and Experience: - Advanced university degree in business administration, finance, accounting, management information systems, and computer science or equivalent qualifications. - Training in business process analysis and design, project management and SAP. - Five years of professional and practical work experience at the international level in finance business operations with broad overview of an information system environment similar to that of UNICEF. - Working experience with SAP and other grounding in UNICEF’s programme and management processes, a distinct asset.
