Contemporary technology for courts is essential for the efficient, effective and
timely delivery of justice. The Courts
Administration Authority is embarking on an exciting new project to deliver our vision of a State wide system to collect, store and process court proceedings electronically, ensuring delivery of the right information to the right people at the right time.
The Courts play a pivotal role in both the
Criminal and Civil Justice systems within
South Australia. The implementation of
contemporary electronic filing systems would allow the transition of court documents from paper to electronic form.
Legal documents would be submitted to the court without lawyers or litigants physically attending the court or posting or faxing the documents. It would provide
24x7 access, and offer valuable savings to business and the community by reducing legal costs. The benefits to regional litigants would be particularly significant.
There has been a rapid escalation in the
use of information technology in workplaces, businesses and government in the last two decades. Social media has changed dramatically the way in which we engage in recreation and other social activities. Judges in all of the Courts of the State have embraced new technologies. Documents are routinely received electronically. Volumes of multiple copies of paper transcript have been replaced by electronic transcript in appeal courts. Judges who are championing the adoption of information technology are actively involved in working groups which are examining its introduction into all aspects of judicial work. The Judges who will be appointed in the next decade will be familiar with contemporary technologies.

The Courts Administration Authority’s strategic vision for a new Electronic Court Management System has been developed with the view to addressing the demands of Court users and the wider community of South Australia currently, over the next decade and beyond.

A state-wide system used to collect, store and process court matters electronically, ensuring delivery of the right information to the right people at the right time. The system will accommodate the electronic use of documents throughout the entire system, and transition the courts from paper based to digital court files with print-on-demand

A system which provides the backbone to court operations. This pillar will assist the administration of the court, recording, managing and maintaining data and related documents for all court matters.
The management and conduct of the matter in chambers and court including the use of electronic files and printing of relevant documents. This will allow for the possibility of eTrials and the use of digital evidence with interactive capability allowing for documents to be marked up and signed electronically.
Enable court users to have access to court information, initiate/ update and enquire on matters without needing to visit the court.
Records Management
Provide seamless document management which facilitates the receiving, creating, storing, managing, tracking, archiving and disposing of manual, electronic, and imaged case files and other documents
Information Exchange
Facilitate the electronic movement of data between the court and court users, the justice sector and other organisations

The Courts Administration Authority is constituted by the Courts Administration Act 1993
The Act established the State Courts Administration Council as an administrative authority independent of control by executive government and to confer on the Council power to provide courts with the administrative facilities and services necessary for the proper administration of justice.

The purpose of this role is to lead the Electronic Court Management System project.
The initial stage of the project is to undertake the procurement of a system(s) to meet the needs of the CAA, resulting in a signed contract with the preferred vendor and the development of an implementation plan, followed by implementation of the chosen solution.
The person we are seeking will have extensive experience in undertaking complex projects from Acquisition Planning through to the final stages of implementation. The ideal candidate will have done this with at least one project that had a significant IT component.
The person will have exceptional Project Director/ Management skills.
The ECMS Project Director is a senior role that will work closely with the CAA’s leadership team and ECMS Working Group in the day to day leadership and management of the ECMS
Project. This position has the following key accountabilities / responsibilities.
Initially manage all aspects of the Procurement phase of the ECMS Project including initiation, planning, execution, monitoring & control
Once a contract is executed then successfully implement the chosen solution
Develop and maintain project management plans and associated documentation
Responsible for ensuring project progress, risk management, issues management and reporting is in accordance with project management plans
Develop and manage the project budget and expenditure
Successfully deliver the ECMS project on time and within budget
Development, preparation and release of procurement documents in line with the agency and State Procurement Board guidelines
Provide timely support to potential vendors during the submission phase
Coordinate and oversee the evaluation of tender responses
Contract negotiation with preferred respondent
Signed contract with the preferred respondent
Develop a detailed implementation plan
Work with the various stakeholders to identify the human resources to enable successful implementation

Lead the Project implementation
Oversight the development of the business case for Stages 2 (Capitalisation) and 3
(Maximisation) of the ECMS Project
Close out Stage One of the ECMS Project.
Manage stakeholder expectations through ensuring the vendors/stakeholders have a clear understanding of the CAA requirements and expectations
Establish and build key networks and communication with key stakeholders (internal and external)
Represent the project as required on relevant governance committees
Provide expert advice and direction to key stakeholders and the project team in respect to procurement, evaluation and contract execution.
Provide leadership, coordination and direction to the ECMS Project team, clients and stakeholders to plan, prioritise and resource the program to contract vendor engagement.
This position requires the management and/or supervision of other employees.

Essential Criteria Demonstrated, successful experience within government for the procurement of large and complex systems with a significant IT component
Demonstrated ability to work effectively and with integrity in a high pressure environment
Ability to work collaboratively with respondents, government agencies and independent advisors to deliver project outcomes
Strong planning and organisation skills with proven experience in managing projects
Experience in overseeing and managing all aspects of a project, including planning, execution, control, review and reporting
Demonstrated ability to successfully manage competing priorities, multiple stakeholders and tight timeframes
Demonstrated ability to appropriately evaluate and interpret information to reach conclusions that contribute to effective problem resolution
Excellent interpersonal and communication skills including negotiation, consultation and conflict resolution with the ability to manage a large number of internal and external stakeholders
Highly developed written and verbal communication skills, specifically in the preparation and presentation of project and procurement reports
Desirable: Knowledge of South Australian Government processes, especially the State Procurement Boards
