Program Manager Job Description Name: Title: Program Manager Wage Classification: Exempt Date of Preparation: Department: Administration Status: Full-Time Supervisor: Executive Director Position Summary The Program Manager (PM) is responsible for oversight of the residential cottages. The primary responsibilities include but are not limited to: fiscal, personnel, physical plant and therapeutic environment management of the residential programs. In addition, the PM is responsible for skill development and training of Treatment Counselors/Direct Care Staff. This position regularly exercises discretion and independent judgment in work related to the general business operations of the agency and in relation to the residential program. The PM will be on the on-call rotation list which supervises the program milieu and staff outside normal business hours. This position may be required to provide direct care in the cottage as needed. The PM supervises Treatment Counselors. All duties are carried out in accordance with BBH Policies and Procedures, Mission, Values, Philosophy of Care and safeguards to protect the privacy of health information in compliance with the HIPAA Privacy Rule. The Treatment Program Supervisor assumes additional duties as assigned and may have responsibilities altered during the course of employment. The Treatment Program Supervisor reports directly to the Executive Director of Birchwood Behavioral Health. Essential Functions of the Position Milieu Management: ● Demonstrate the ability to work effectively with emotionally and behaviorally disturbed children/youth and their families. ● Ensure milieu schedule and program policies and procedures are implemented and followed by all therapeutic staff working with children. ● Ensure treatment counselors provide appropriate supervision of clients on milieu. ● Have the ability to engage in physical and recreational activities ● Demonstrate an understanding and sensitivity to serving a culturally diverse/and or special needs population. ● Support active and ongoing communication with all members of client’s service team. ● Oversee client inventories and arrange for any excessive items are stored and picked up by guardian according to policy. ● Oversee room assignments and arrangements for students based on clinical direction. ● Provide supplies and support for Treatment Counselors to successfully facilitate psycho-educational groups. ● Work closely with the Clinicians and Case Manager to ensure quality services are being provided to clients. ● Help guide Treatment Counselors in the implementation of client’s Treatment Plan through behavioral rehabilitation services in the milieu. ● Co-facilitate weekly direct care staff meetings with Clinicians. Ensure regular trainings occur to provide on-going support for employees. ● ● ● ● ● ● ● ● ● ● ● ● ● ● Provides weekly supervision for treatment counselors that addresses milieu management, provides for individualized trainings, reviews expectations and works to resolve issues and concerns. Attend client treatment team meetings as requested by Clinicians. Ensure discharge inventory is completed and arrange for clients belongings to be picked up according to BBH policies and procedures. Arrange student discharge and birthday parties for clients in treatment. Oversee special events to promote family and community engagement The PM shall ensure that BBH passes all food, kitchen and environment of care inspections/audits when they occur. Procurement/Staffing: Within budgetary guidelines and policies, oversees program budget and procurement of needed items to run programs. Ensure that expenditures are within BBH budget in regards to procurement of program services. Maintain program cash box to ensure completion of allowances, outings, etc… Ensures sufficient staff and volunteers to administer all aspects of the agency treatment program. Ensures that all new hire, orientation and on-going paperwork is maintained and submitted by deadlines. Arranges staff training opportunities and maintains all records accordingly Ensure that BBH meets caregiver ratios at all times and maintain attendance records that reflect time and credentials of caregivers present. Ensure that BBH program milieu has adequate storage, supplies and disaster preparedness items to meet all BBH protocols and state and federal standards. ● ● Food Program: Obtain and maintain certification as a food protection manager. Facilitates and oversees Federal National School Lunch Program and ensures proper documentation and standards are met. Provide healthy food, including healthy meal preparation and nutritional oversight. The PM reports to the ED and is responsible for the efficient operation of all aspects of the Food Services Program. PM advises staff on personal health and hygiene, food preparation, safety and sanitation practices, proper documentation for National School Lunch Program and other food related functions. ● ● ● ● Miscellaneous: Understand and comply with all agency policy, procedures, plans, program requirements and protocol. Participate in required agency trainings and meetings. Ensure consumer confidentiality as prescribed by agency policy and federal law. Active and current working knowledge of Accreditation and Medicaid regulations. ● ● Position Requirements Education/Experience: In accordance with State of Alaska residential care licensing regulation and Medicaid the Treatment Program Supervisor must at least twenty-one years of age and have a Bachelor’s Degree, preferably with major study in psychology, sociology, social work, social sciences or a closely related field and two years’ experience in the supervision and management of a residential facility for care and treatment of children. Six years’ experience serving children in a residential setting may be substituted for the bachelor’s degree. Licensure: All employees of BBH must meet and maintain all statutory, regulatory and licensing requirements of the Department of Health and Social Services (DHSS) and Federal Medicaid standards. It is the responsibility of the employee to notify BBH immediately if they no longer meet requirements. All information regarding these requirements can be located at the DHSS website. (www.hss.state.ak.us) Knowledge, Skills & Abilities: ● Must be able to demonstrate values and personal characteristics that promote consumer goal attainment. ● Must have excellent written and oral communication skills, sound clinical and therapeutic skills and the ability to accurately document events, provide detailed records for consumers and work with a multidisciplinary team. ● Must be organized, efficient, and able to multi-task. ● Must have excellent written, verbal, computer, and supervisory skills. ● Must be willing and able to transport consumers. ● Knowledge and understanding of all agency protocol, policy, procedure, plans program requirements. Equipment Used Computer with Google programs, Fax Machine, Copier, Telephone, Laminator Physical Requirements ● Ability to perform sedentary work ● Visual acuity necessary to utilize a computer monitor throughout the course of a normal workday. ● Ability to perform repetitive keyboarding activities and operate general office equipment. ● Ability to communicate verbally, both in person and over the telephone. ● Ability to lift, pull, push and handle objects up to 50 pounds. Working Conditions: Work is performed at the Birchwood Behavioral Health office. Supervision of Others: This position supervises Treatment Counselors/Direct Care staff and Maintenance Coordinator. Driving Requirements ● Must be able to drive. ● Have a reliable vehicle. ● Have a valid certificate of insurance for driving a personal vehicle for transportation between various locations within the Anchorage area.
