From May of 2008 to September of 2009, Zappold Advisors LLC
had been supporting the U.S. Department of Homeland Security’s
(DHS) U.S. Customs and Border Protection (CBP) agency’s
Securing America’s Borders at Ports of Entry (SABPOE) Strategic
Planning Division within the Office of Field Operations (OFO)
developing the mission, goals, objectives, strategies, and actions.
Zappold Advisors LLC staff members, alongside the SABPOE
project management office (PMO), developed OFO’s strategic
plan, outlining the division’s mission and performing analysis of
their environments, strengths, weaknesses, opportunities and
threats (SWOT); internal and external to the organization.
Zappold Advisors LLC consultants had been actively present at CBP advising-assisting with
general ad-hoc consulting work such as strategic planning and management consulting.
Zappold Advisors LLC also continued to perform various consulting services like assisting in
all types of mission-oriented functions and recording short and long-term core strategies for
initiatives relating to OFO’s strategic plan.
Additionally, Zappold Advisors LLC staff members were responsible for determining and

Other responsibilities encompassed maintaining the 15 individual SABPOE Strategic
Initiatives. Zappold Advisors LLC used a systematic approach in measuring compliance
with the organizations policies and procedures while verifying SABPOE’s success in
achieving stated objectives. The initial 16 strategic objectives, laid-out in project plan, were
closed and deemed complete. The additional objectives obtained during an audit analysis
mid-way are on-going, and are still being supported by the Zappold Advisors LLC Program
Manager. We also analyzed OFO’s business processes, procedures and activities with the
goal of highlighting organizational problems and recommended solutions for the successful
completion of the 16 initiatives.
Staff members of Zappold Advisors LLC had been in charge of requirements gathering for
additional Initiatives within the SABPOE framework, including (but not limited to):
 Interviewing subject matter experts and related needs.
 Organizing complex information into understandable activity areas.
 "Translating" Government-centric language into business language and vice versa.
 Ensuring stakeholder involvement at all levels of involvement.
 Drafting clear and concise written documentation for users and ePMO developers.
 Working successfully with multidisciplinary teams.
We provided input for deliverables, key decision points, and management services, as well as
performing general research tasks, including developing general Microsoft PowerPoint
presentations for briefings. Additional ad-hoc duties included providing graphics development
for executive level presentations and statistical analysis of MS Excel based training reports.
