Gorkha Earthquake 2015

An earthquake of 7.6 Ml, 7.8 Mw struck with
epicentre around Barpak, Gorkha District (40
Second Strong Shaking) at 11:56 local time on
April 25, Saturday

A heavy aftershock of 6.6 Ml at 12:30 hrs in the
same area of Gorkha

Several aftershock felt, including 6.9 Ml on 26
April and 6.8 Ml on 12 May; the total number of
aftershock of greater than 4.0 Ml is 328 (to-date)

The tremor was felt all over Nepal, and in Tibet,
Sikkim, Bihar, Utter Pradesh and Delhi

Created devastating impact in the Kathmandu
Valley and other more than 30 districts of the
country

After 1934, this was the most devastating quake
(after 82 yrs) that the present generation has
experienced

Mobilisation of the Prime-Minister Relief Fund

The CNDRC Decisions endorsed

Secretaries Meeting, led by the Chief Secretary, activated the all
government agencies

Establishment of Central Command Post, headed by the Home Secretary
NEOC Building
Declaration of Emergency

Government of Nepal declared emergency to 14 highly
affected districts for one month

The 14 districts are : Gorkha, Sindhupalchowk, Dhading,
Kavre, Dolakha, Nuwakot, Ramechhap, Sindhuli, Rasuwa,
Kathmandu, Lalitpur, Bhaktapur, Makwanpur and
Okhaldhunga

Special power was given to the Chief District Officer (CDO),
as per Basic Goods and Services Control Act, 2017BS and
Natural Disaster (Rescue) Act, 2039 BS to handle basic utility
services and to make search, rescue and relief operation
effective

Basic utility services and market were made functional and
regulated accordingly

Search, rescue operation and relief distribution were
expedited

Appeal for International Assistance

Appealed for international support in Search, Rescue
and Relief on 25 April

Various arrangements were made to facilitate
incoming of the International humanitarian actors:
special arrangement in Immigration offices, Visa fee
exemption, Customs clearance-model agreement etc

Ministry of Foreign Affairs facilitated International
SAR Teams and relief support

MNMCC at Nepalese Army and OSOCC at UNOCHA
were made operational under the policy leadership
of NEOC, as per the NDRF and UNISARAG Guidelines

More than 1400 medical professionals from 78
International Medical teams were mobilized in
coordination with MOHP

After a week of devastating quake, CNDRC meeting
on 2 May 2015 acknowledged the efforts of
International SAR Teams and requested to make their
exit plans
International Search and Rescue Teams
Total of 4,521 SAR personals from 34 countries and
141 canines were mobilized for SAR operation
International rescue team rescued 16 lives from the
rubbles and recovered many dead bodies along with
our National Security Forces
Rescue teams were from various 34 countries :
Algeria, Australia, Belgium, Bangladesh, Canada,
China, France, German, Hungary, India, Indonesia,
Israel, Japan, Jordon, Malaysia, Mexico, the
Netherland, Norway, Oman, Philippines, Poland,
Pakistan, Russia, South Korea, Sri Lanka, Singapore,
Spain, Sweden, Switzerland, Thailand, Turkey, UAE,
UK, USA

At central level, a committee was formed comprising of
Secretary of MOHA, MOUD and MOCS for the decision of
Relief Distribution.

A team of JS of MOHA, MOFA and MOF stationed in the
Warehouse of TIA in order to facilitate in releasing relief
items

JS of MOCS responsible for managing warehouses at
Nepal Food Cooperation and National Trading Ltd

A team of CDO, LDO, Chief of Custom and NP was formed
for custom clearance at border points

Achievements

7000 out of 22,000 injured (40%) rescued by Air Ambulance from the
most difficult terrain of the country and, possibly, the world

Effective free treatment of emergency in both private and public
hospitals; within 72 hrs Emergency Rooms in major hospitals were made
empty by treating all victims

5 million people in 49 districts were camping outside house for a month,
in spite of which the overall situation of law and order was maintained

Smooth supply of drinking water, restoration of communication, no long
queue in Bank and shops, holding of public goods (black marketing)
effectively controlled

Successfully managed a safe passage to the exodus of around one
million affected people from Kathmandu within one week

Successfully managed to deliver the immediate relief to all affected
people within one month

Probable epidemic outbreak was fully controlled

Day to day life of the people came back to normal within one month
