Senior Budget Officer
Essential Function: Sedentary Work
Description: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force
frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary
work involves sitting most of the time, but may involve walking or standing for brief periods of time.

The Senior Budget Officer develops and balances state appropriated annual operating budgets
and non-appropriated institutional self-supporting budgets, monitors and analyses departmental/
college budgets and manages Capital Improvement Project budgets. The position maintains a
significant role in analysis and reporting of budgetary status. In addition, the individual is
expected to develop and/or act as a lead for divisional special projects due to subject matter
expertise. The position provides direction to departmental classified staff or students.

60% - Budget Development and Monitoring
 Manage Presidential Discretionary Accounts
 Track budgetary commitments of the Executive Vice President and Provost
 Validate distribution of Institutional registration fees and allocations to the Activities and
Programs and the Presidents General Improvement Accounts
 Track and distribute growth-related student fees
 Manage, monitor and report the course fees and differential tuition accounts, policies, and
committee review
 Assist Associate Vice President with Institutional revenue projections
 Develop and balance state appropriated annual operating budgets for areas as assigned
 On-going monitoring and review of state appropriated budgets throughout the fiscal year
 Review, analyze and monitor self-supporting operations within assigned colleges/units
 Primary responsibility for year-end closing and reporting
 Fiscal management of Capital Construction projects as assigned
 Oversight of position control system and policies
 Indirect supervision/consultation/review of classified employees in department
 Analyze higher risk/high visibility self-supporting budgets for accuracy and fiscal soundness

Apprise the Associate Vice President, PBA and where appropriate, the Vice Provost of any
significant forecasted shortfalls or surpluses for state or self-supporting accounts
Assist colleges and divisions in developing plans for salary savings reductions
Review complex requests related to position numbers and budget revisions
25% - Reporting and Analysis
 Primary contact for the Vice Provost regarding extraordinary course fees and differential
fees: monitor account balances, answer questions or confirm information, review of
Board of Regents agenda item requests
 Primary staff responsibility for Student Fee Committee
 Primary contact for internal auditor for assigned areas
 Prepare monthly submissions to Nevada System of Higher Education (NSHE) regarding
new budgets and reportable budget revisions
 Prepare quarterly fiscal exception reports for self-supporting accounts within assigned
areas
 As directed by the Associate VP, PBA, represent the Budget Office at meetings and
provide project updates
 Prepare both formal and informal responses to requests from the AVP, PBA and, on
occasion, directly from the President, Provost, Vice President, Administration and
Finance (VPAF) and the NSHE System office
5% - Position Control Management
 Review non-standard requests related to position numbers
 Knowledgeable resource with regard to position control questions
 Ensure accuracy of comprehensive position list including elimination of positions
 Participate in preparing and uploading CPL file at least twice daily during budget season
5% - Staff Supervision and Training
 Prepare and lead formal training sessions relating to self-supporting budgets to ensure
the campus community has the knowledge and ability to use the templates effectively
 Training of personnel ranging from departmental administrative assistants to fiscal
officers, program directors/deans relating to budgetary guidelines, position control,
comprehensive position lists, salary savings, position links, and budget revisions
5% - Campus Wide Budget Policies and Procedures
 Recommend financial policy affecting budgets and expenditure of funds and serve as
lead analyst to evaluate certain programs or policies
 Develop procedures and practices regarding department use and maintenance of
positions within position control

The Senior Budget Officer works with minimal supervision and has the ability and authority to
identify and address budgetary concerns for assigned accounts and customers and has
discretion to implement compliant process improvements. The Senior Budget Officer
recommends policy revisions to improve the quality and integrity of budget related processes
such as course fees.

4. Describe the types of problems, issues, action, communications this position typically
takes to the supervisor for resolution and/or consultation. Provide examples. If a line of
progression, describe the supervisory consultation at the highest level.
The judgment and decisions of a Senior Budget Officer have broad implications, primarily at the
appropriation level and occasionally at the system level. Computational errors related to the
budget development could result in a loss of state funding, reversion of state funds or poor
management of funds resulting in an inability to direct funding to priority programs. The Senior
Budget Officer must apprise the Associate Vice President, PBA and where appropriate, the Vice
Provost of any significant forecasted shortfalls or surpluses for state or self-supporting accounts.

Relevant Experience: in a large public sector environment (i.e., college,
university, state budget office, city/county with a population >200,000 or publicly
traded company) which includes preparation, analysis and presentation of
financial data to senior management and external organizations

Knowledge of:
 Higher education and state budgeting practices
 Familiarity with higher education purchasing policies/practices – especially as related to
capital construction projects
 Higher education policies and procedures on allowable use of funding resources
 Accounting and/or budgeting and fiscal management to include tracking revenue and
expenditures, relationships between revenues, expenses, and reporting and evaluation.
Skills:
 Proficiency in use of a personal computer and current software applications including but
not limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint, and email)
 Expertise in quantitative and qualitative data reporting and analysis using current
spreadsheet (Excel) and database (Access) applications
 Excellent project management skills and related interpersonal skills to coordinate
projects
