City Council of the City of Unionville
October 3, 2013

Pledge of Allegiance was led by Mayor Fowler.
Mayor Fowler called the meeting to order at 5:30pm.
Mayor Don Fowler called for a motion to approve the consent agenda. Alderman
Jesse Knowles made a motion to approve the consent agenda. The motion was
seconded by Alderman Carl Burns. Ayes: Alderman Carl Burns, Alderman Bob
Lane, Alderman Jesse Knowles, Alderman Dianne Reuter. Nays: none. Motion
carried.
Staff Report and Police Report were reviewed, no questions for either.
The pool project and the choice of slides and engineers were discussed by council.
Slide option 3 was selected to send to Benton & Associates to work into 2 plans
and get better estimates on cost and proceed from that point.
Online Bill Payment option was presented to council by City Administrator John
Roach. If it is chosen, INCODE would be notified to set up and City would pay
$800 set-up fee and then annual cost would be approximately $600, depending
on total number of customers the City has. Transactions for online bill payment
would be $1.25 each. Council would like to survey customers to see if they would
use this feature to pay their utility bill if having to pay the $1.25 fee.
City Administrator John Roach stated that a Fourth of July fireworks ordinance
was recommended by Mike Perry of Sullivan Publications to set a date by
ordinance for the discharge of fireworks instead of it being changed annually by
the Board.
Motion to set ordinance for discharge of fireworks 5 days prior to July 4th through
5 days after July 4th was made by Alderman Carl Burns. Motion seconded by
Alderman Dianne Reuter. Ayes: Alderman Carl Burns, Alderman Bob Lane,
Alderman Jesse Knowles, Alderman Dianne Reuter. Nays: none. Motion carried.
Impound fee ordinance for impounded vehicles was discussed. Motion to set
ordinance for vehicle impound fees at $40 administration fee, $60 towing fee, $20
per day of impound and additional cost for after-hours towing was made by
Alderman Carl Burns. Motion seconded by Alderman Jesse Knowles. Ayes:
Alderman Carl Burns, Alderman Bob Lane, Alderman Jesse Knowles, Alderman
Dianne Reuter. Nays: none. Motion carried.
City Administrator John Roach informed the board that the City currently follows
the 1968 BOCA Codes and with the updating of the code book, it’s been
recommended to adopt the 2012 International Building Codes. Books for the
2012 IBC would cost approximately $600 and for the Code Enforcement Officer to
become certified it would cost approximately $500 for training. New rates for
new construction permits could then be put in place. Issue tabled to a later date.
Audit recommendation to appoint a council member to check monthly credit card
statement was discussed. Motion to appoint Alderman Carl Burns to look over
monthly credit card statement was made by Alderman Bob Lane. Motion
seconded by Alderman Jesse Knowles. Ayes: Alderman Carl Burns, Alderman Bob
Lane, Alderman Jesse Knowles, Alderman Dianne Reuter. Nays: none. Motion
carried.
It was discussed and decided by the board to keep Halloween trick-or-treating on
October 31st.
Updates from City Administrator John Roach: MIRMA Grants received to help
purchase sewer camera, sewer smoke blower, handi-clam for manholes and
hydraulic pole saw. City logo change was given the go ahead from the City
Attorney and City Administrator John Roach will have the Art Department at the
school come up with some various logo designs.
Alderman Carl Burns would like to see a sign on the side of the snack shack at
McCalment Park ball fields with information on who to contact to schedule the
fields, ground maintenance, etc. Alderman Carl Burns also stated that 10Th Street
Creek has never been weedeated by the City and needs to be done to help keep
the tall weeds down.
Alderman Bob Lane wants to hire a high school kid to mow and take care of weed
eating part time next summer and it would be part of next year’s budget.
Mayor Don Fowler called for a motion to adjourn. Alderman Dianne Reuter made
a motion to adjourn. The motion was seconded by Alderman Carl Burns. Ayes:
Alderman Carl Burns, Alderman Bob Lane, Alderman Dianne Reuter, Alderman
Jesse Knowles. Nays: none. Motion carried.
