Component 1 of the Regoverning Markets Programme TOR for the Polish Team Agata Malak-Rawlikowska Regoverning Markets Workshop, Warsaw 4-7.04.2006. 1 Regoverning markets C1 objectives - POLAND • The key goal of the Component 1 in Poland is to prepare evidence-based policy advice concerning the implications and opportunities for small dairy producers of agro-food market restructuring and to promote inclusiveness. 2 Problems addressed in the C1 research (1) restructuring process that had taken place during the transformation from centrally planned economy • the research will include an analysis of an inheritance of the socialistic system as well as transition process accelerated by both: accession to the European Union and by global trends. 3 Problems addressed in the C1 research (2) A broad spectrum of other issues covering: - consolidation, multinationalisation and institutional changes in dairy industry - strategies undertaken at the farm level and determinants of farmers’ behaviour; - the linkages between producers, processors, retailers/wholesalers and final consumers; - power relationships within the chain and government intervention. 4 Organisation of the research Three levels: - macro (the policy issues and the national business environment), - meso (the different chain segments) - micro (household level). The linkages between these levels will be also analysed. 5 Tasks for the Polish Team Module 1- MACRO • Identification of key policy issues, broad dairy supply chain issues and key stakeholders - to set the context for Module 2 and 3. (January - June 2006) 6 Tasks for the Polish team Module 2 – MESO Study of product and factor market change and institutional, social, and organizational context at the community level (January - June 2006) Module 3 – MICRO Farm-level analysis – (survey -local level) (August 2006 - August 2007) 7 Tasks for the Polish team CASE STUDY (1) • Comprehensive evaluation of successful case of dairy sector development in the eastern region of Poland (Podlasie region), including socio-cultural environment of this part of agriculture. • A successful story of small farmers inclusion in a relatively poor region will be analyzed; 8 Tasks for the Polish team CASE STUDY (2) • The role of dairy sector in sustainable development of agriculture and local economy on the example of Mazury-lake area, which is an important dairy region in Poland. 9 Tasks for the Polish team CASE STUDY (3) • Analysis of a new phenomenon, which is a cross-border integration of milk producers and milk processing plants between Poland and Germany. • This issue will be a valuable contribution into an analysis of an impact of the European Union integration. 10 A preliminary structure of the Final Report (1) 1.
