1.
OBJECTIVE
The Port of Yamba Yacht Club (the Club) is going through a period of declining membership and
decrease in racing participants. In order to reactivate the Club and to ensure a viable income stream
into the future, the Club needs to take action to broaden its membership base, both in terms of
numbers and age spread. As one way of addressing this need and in response to a desire within the
Yamba community for local access to junior sailing activity, the Club is proposing to introduce sailing
activity for juniors and their families.
Also, the demographics of Yamba are evolving with a lot more families with young children coming in
to live, where their parents are in a “fly in out” work situation. This has caused a change in Yamba
becoming a centre in the Lower Clarence for young families and kids, examples at Yamba Public
School, and Nippers etc. This provides the opportunity for PYYC to offer a program to enable this
demographic to enjoy sailing on the river, thereby attracting these families, both juniors and parents.





Significant influx of young/successful families into Yamba for lifestyle
Yamba Public School has gone from 20 pupils in Year 1 to 60 in Year 2, 1, and kindie
Yamba Soccer for under 7’s has 30 kids
There are now 280 Nippers
Little Athletics moved from Maclean to Yamba due to majority here
This program aligns with the recommendations in the “Gemba report” to Yachting Australia, and the
associated “Discover Sailing” program been driven from Yachting NSW
(http://www.discoversailing.org.au/).
Enabling local Yamba Junior Sailing, for the growing youth of Yamba.
Promoting a culture of fun sailing days on the Clarence River where families come together on week-ends for
three hours with a range of activities on and off water. Juniors and parents can sail on a range of boats.
Learning how to handle the boats and understand the wind. Most of all enjoying the experience of sailing
free on the river.

HIGH LEVEL JUNIOR SAILING STRATEGY
3.1
TARGET AUDIENCE



Families with young children.
School Program with the two primary schools - Yamba Public and St James.
Secondary school students.
The objective is to introduce as many people to sailing as possible, including non-sailing adults, by
centering the program around the young family.
3.2
STRUCTURE WITHIN PYYC AND MANAGEMENT
Junior sailing will be just another PYYC aquatic activity within the Racing and Cruising Divisions under
the Vice Commodore’s responsibility. The key elements of the Junior Sailing program are:






There will be a Junior Sailing Sub-Committee to determine events and arrangements for the
season, chaired by the Junior Captain who will be appointed by the PYYC executive.
The Sub-Committee will also be responsible for maintaining the boats, trophies, arranging
away events and whatever else is needed to run a successful Junior Sailing Program.
Each event will have an “Event Coordinator” and who will allocate adults to help run the
event. This will be a part of an Event Roster to clarify ownership and responsibility.
All Junior Sailing Program financials and plans will be approved by the PYYC Executive
Dinghies bought and used for Junior Sailing are for general use by all PYYC members.
MEMBERSHIP
All people involved in junior sailing will be PYYC members. The two primary membership types
targeted for growth through this program are:


Family Memberships - this is the primary target.
Juniors of 12 years and older.
To avoid these events becoming a “child minding service”, the recommendation is that all junior
members under the age of 12 join as a family member. This emphasises the proposed activities as
“family” rather than “junior” events and aligns with other town activities with similar policies e.g.
Nippers, where at least one parent must be a club member.
For instances such as short-term visiting families who want to join the ativities during their holidays, or
visiting young relatives of existing PYYC members, the current club policy of allowing visitors to
participate in three events, or granting temporary club membership as per the existing club by-law,
can be used.

Junior sailing growth plans are:
3.4
FLEET STRATEGY
PYYC develop a fleet of club owned X 3 dinghies that will be used for the junior sailing events along
with privately owned boats. These PYYC dinghies will be assets of the club and under the club
insurance. These same dinghies will be able to be used by club members for other events such as
racing, “off the beach” sailing events, etc. which could be used to promote sailing in the community
even at the adult level.
After investigation and discussions with other sailing clubs with junior programs, both in this region
and internationally, the following characteristics were sought:













One design of boat, so that parts and repairs are consistent
Must be production boats
Very low maintenance, i.e. plastic
“Off the shelf” spares
Affordable
Simple and fast to rig
Stable and able to handle 1 adult and 2 children
Easy to handle and light to move
Provide a balance of entry
Same hull could be used by juniors, adults and for racing by just changing the rig
Simple wash down, no wood
Ability to deal with running aground e.g. swing centreboard as a fixed centreboard
arrangement will not work.
Proven record by other clubs in the country as a learning dinghy

The fleet strategy is:

fleet at a critical level.
In the first year, we are targeting 10 to 15 families and we use:

EVENTS/ ACTIVITIES
The plan is to have two main young family activities, but there will be others:

Family Sailing Event
o Minimum of once a month sailing training events
o From 11.00am for 2 hours Summer and Winter
o “Event Coordinator” will run the day
o Roster for setting up and wash down afterward to share load
o Will sail, instruct and encourage
o Rotating kids through sailing and beach instruction

o Condition of attendance one parent present

o Buoy sailing for adults and kids
o Land-based theory/safety theory

o After the event there will be a BBQ and drinks back at the club house where presentations
(certification level T shirts) will be made and kids can play on the grass afterwards

o Once a month on a Friday
o 5 to 7 pm
o Have a family Friday night with drinks and ability to order dinner (e.g. Pizza, etc.)
o Have a kids area (grass area below downstairs) with activities and baby-sitter
o Create an environment for end-of-week’s discussions

3.6
EVENT MANAGEMENT
For the events there will be:

A sub-committee to set up the schedule of events, organise the events, assign parents to support
events and make sure the dinghies and gear are working order.
For each event there will be an “Event Coordinator” plus a three-person support team
o Event Coordinator (who owns the event and makes final decisions)
o Three additional people to set up and break down the event and activity participants
o Assignment of parents and members by the “Event Coordinator” to the beach or water
activities.
There will be a roster set up by the Junior Sailing Sub-committee assigning a rotating roster for:
o Event Coordinator
o 3 core support parents
o All encouraged to attend the events and engage in activities.
A parent of each child is expected to attend the event. In circumstances where a parent cannot
be present, it will be at the discretion of Event Coordinator whether the junior can participate.



3.7
BUILDING SAILING SKILL IN THE YAMBA AREA





We will establish sailing skill levels listed in the table below
Enabling growth in juniors’ skill levels, will be awarded different colour T shirts to signify level reached
Levels will provide new privileges in sailing activities
Presentations of levels will be done at the club house
Annual awards for most improved junior sailor as part of the main club annual awards
Different coloured T shirts will be awarded to the kids as they achieve each level. This will help event
organizers recognise the skill level of kids in activities and to help with the management of events.

3.8
LOGISTICS FOR FLEET
3.8.1
STORAGE
The plan is to store the boats in dry storage at Yamba Marina, on dollies that can easily be
wheeled out to be launched down the ramp. The storage is under cover, in a secure location.
Before events, marina staff will move the boats into the outer secure area which we will have
access to.
This will be easy and fast to launch can rigged in minutes. We will probably use the X3 trailer for
the boat and sail storage as it is designed and available and makes easy it easy. We are
negotiating for Yamba Marina to provide the storage as part of a “silver sponsorship”.
3.8.2
ATTENDING REGIONAL EVENTS
The plan is for juniors and other club members to use the dinghies at other regional events,
whether at Grafton, Big River or Southport. “Sail Extreme” has an eight-dinghy trailer available
which they have offered for PYYC to use in transporting the boats to venue. Photos below.

4.
FINANCIAL/ RISK LOGISTICS
All financial and insurance matters will fall within the PYYC structure.
4.1
FINANCIALS
All financials are part of PYYC. Income and expenses will be reported to the executive by Vice
Commodore. Certain grants and sponsorships may have to be tracked to spending in junior
development.
The assets required to set-up junior sailing is three dinghies.
The idea is that sponsorships and grants will be sourced from government and local businesses to
expand junior sailing development.
The proposal is that PYYC loan the junior sailing program $15500 for set-up in the first year, under
the condition that any money received through sponsorship and grants would repay this as the first
priority.
The X3 boat with resort rig is $4990
Dolly’s are $600 each we will need two as we stack boats in the dry storage.
We have identified a second-hand X3 at Big River Sailing Club that is for sale in good condition for
$2500, but with a full rig. It is required to buy a resort rig ($1440), keeping the full rig for teenager
sailing.

Each year a capital growth plan, would be put forward to executive for approval, in order to expand
the fleet.
Estimated Annual running costs are below.
We need to investigate the cost of dry storage at the marina, as we may be able to reduce this cost
with sponsorship from Yamba Marina.

We would expect all members to supply their own life jackets. These extra life jackets would be use
by people on trials.
The objective is that junior sailing will cost-neutral or cost-positive to the PYYC, achieved through
these following possible revenue streams:











Sponsorship of Juniors from such organisations such as Bowling/Golf Clubs, etc
We will look for direct boat sponsorship as well (see below in sponsorship)
Fund-raising with two raffles a year with the Juniors selling at Yamba Market
Also an investigation into possible charter days where businesses like the Backpackers and
others would charter the boats. This is a future opportunity, but full implications need to be
investigated.
Also, members wanting to race the X3 boats regularly would have a charter fee.
We will have BBQ’s and drinks after the events which will raise basic revenue
“Pay to Sail” donations at Events for trial non members would be encouraged at $5 per family
per event, up to a maximum of 2 times.

4.2
SPONSORSHIP PLAN
It is proposed to have a major sponsorship program for the Juniors Program to help finance the boat
maintenance and event costs. The plan will be to target local companies and clubs.
The idea would be that we have different levels of sponsorship:
There are four ways for sponsors to get exposure from their investment per season:




Logos on the sails of boats as shown below
Logos on Event Banners (on the side of boat transport,etc) which will be at events here and away
Junior T Shirts (to provide shirts for the kids relative to their skill level, as explained above)
Sponsorship board at the Club House
Also, sponsorship certificates (with a group photo of juniors) will be provided to sponsors for
supporting the club which can be posted in their offices.
The plan is for 10 + events a year, where company logos can be shown.

event, for example team-building, etc, but this day can be also used for growth in awareness of club
activities.

4.3
RISK MANAGEMENT
Jim Clay will update the PYYC Risk Management Plan of the club to include junior sailing events and
potential adult beach events.
4.4
AQUATIC LICENCE
The areas intended to be used for junior sailing events have been incorporated into the PYYC’s
Aquatic Licence lodged with NSW Maritime. We have been given permission to use the shoreline in
the vicinity of the Yamba boat ramp for our activities.
4.5
INSURANCES
It is proposed that insurance coverage be obtained for the different aspects of junior sailing to
minimise risk to PYYC.

Kids Coverage insurance under Yachting Australia
All kids will be registered with Yachting Australia and be covered by Yachting Australia
insurance for the first 12 months for free. After the first 12 months, a junior yachting
insurance fee will be required for juniors.
All parents who race will have to be be Yachting Australia members.

Event Coverage
All members are covered under the current PYYC insurance as the junior sailing events are
declared as club events.

Bar Tender coverage
No change of insurance as this boat is just setup/support boat.

Dinghy Asset Insurance
This is included in the annual expenditure budget of $500 per boat. Due to relatively low
value of the dinghies and unlikelihood of major damage, PYYC will not be insuring damage to
the dinghies.

Liability Insurance
Liability insurance on the dinghies will either be covered by the existing PYYC liability
insurance or we will take liability, Ken is investigating.

Day Sailors who come down trail out
Current event insurance of the club covers three club “on water” events in which visitors can
be involved after which they must join the club. The visitors must sign a registration of
insurance.

Grand kids and Families of existing Members
Under the current structure of PYYC there is provision for the racing sub-committee to award
a “temporary club membership” to visitors who are not YA members. All regular juniors
involved in the events will register with PYYC and Yachting Australia so that insurance
coverage can apply.
