1. Cibola High School MCJROTC cordially invites your participation in the Cibola
Cougars Drill Meet and Physical Fitness Competition to be held on March 22, 2014.
2. Enclosed you will find the entry form, general instructions, the drill meet Standing
Operating Procedures (SOP), drill sequences, and score sheets. ALL ENTRY FORMS
ARE DUE NO LATER THAN 17 MAR 2014. Entry fee checks may be submitted with
your entry form or may be turned in the morning of the meet. Please turn in your entry
form on time for scheduling purposes. Make school checks and personal checks payable
to Cibola HS MCJROTC.
3. The competition schedule will be built as we the receive entry forms. Updated
schedules will be sent by email weekly. Times will be allotted on a first come, first serve
basis. If you desire changes to this schedule, please contact Gunnery Sergeant Flores at
(505) 897-0110 ext. 40087. No changes will be accepted after 3:00 p.m., Friday, 17
Mar 2014. Schools should report to the meet Command Post as soon as you arrive to
check-in.

the former LCpl Lopez Drill Meet.

ANNEX C
GENERAL RULES PERTAINING TO ALL TEAMS & EVENTS
1. The Drill Meet Coordinator (DMC) exercises final jurisdiction over all proceedings
except judging. Protests will be limited to those concerning violations of the rules of
competition. The DMC has final and absolute authority. Only the Team Advisor will
address the DMC with protests concerning rules, penalties and/or disqualification.
2. Decisions of the judges with respect to judging of drill and penalties are FINAL.
3. Disqualification:
a. Disqualification of a team may result from an infraction of the rules of competition.
b. No team will be disqualified before a meeting involving the DMC, Head Judge,
and the respective Team Advisor is conducted.
c. Reasons for disqualification include, but are not limited to: use of drugs or alcohol,
directed profanity, fighting, intentionally interfering with the performance of another
team during their drill sequence, etc.
4. Judges: We will attempt to have one judge from each service for every drill area. The
Head Judge for each category will be determined by the DMC.
5. Each Platoon Commander (PltCmdr) will be responsible for assembling his/her unit to
enter the drill area at the scheduled time. The team should assemble 15 minutes in
advance of their scheduled time of performance to alleviate loss of time. A team may be
disqualified for failure to meet its time schedule without prior arrangements with the
DMC. Communication is the key, we are flexible.
6. Before a team begins its drill sequence, the PltCmdr of the team will move his/her
team to the entry position and put the team in the “AT EASE” position. When the Head
Judge signals, the PltCmdr will approach, receive last minute instructions, and return to
the team. Once the Head Judge signals that the judges are prepared, the PltCmdr will call
his/her team to “ATTENTION” and enter the drill area. See the respective category rules
for timing and grading details.
7. Cadets may participate in more than one team in the competition, (e.g., same cadet can
be on both the armed and unarmed team).
8. If it is necessary to stop the competition, the Head judge will direct the PltCmdr to
halt the platoon. The PltCmdr will IMMEDIATELY stop the drill sequence.
9. Boundary Violations: A 10-point penalty will be assessed for each boundary violation
in all events.

10. Time Violations: See annex of specific category of competition.
11. Following the Drill Meet, the DMC will retain all score sheets. In the week
following the meet, the DMC will use these score sheets to re-verify all scores. After the
scores have been verified, the DMC will email the final results to all schools and will
offer to mail the score sheets to those instructors that request them. “if there is a change
in placement as a result of the re-verification, the trophies will be switched between
schools.”
12. No changes to the rules will be made. All teams and team advisors will be notified
of any rule interpretations as they occur.
13. The Score Room for Drill meet will be manned by the DMC’s staff and will be
“OFF LIMITS” to all personnel. Team Advisors are welcome to check their score sheets.
14. No scores will be posted prior to the Awards Ceremony.
15. Teams must furnish their own rifles, colors, flags, and regulation staffs. The DMC
will have available one regulation national flag and one regulation state flag (with
regulation staffs) which can be used by any school for the color guard competition.
Availability will be on a “first come, first serve” basis for the competition only (not
practice). This will preclude schools from having to purchase their own 9 ½ foot
wooden regulation staffs.
16. Only rifles issued by the school for use by the team will be acceptable in the
regulation, exhibition and individual exhibition drill competitions (e.g. no balsa wood
rifles). Judges may ask for rifles to check the weight of the rifle. All rifles must have a
rubber butt plate.
17. There will be a formal inspection phase for Armed, Unarmed, and all Color Guards.
In the event of a tie in any drill category, the tie-breaker will be the inspection score.
18. All teams will march at 116 to120 steps per minute, taking 30 inch steps for
Regulation Drill.
19. Platoon Commanders will not be allowed to call cadence during any phase of drill.
Schools will not be allowed to use any device (e.g. taps) to help them keep in step. No
taps or similar items will be allowed.
20. There will be a Drill Down at the end of the competition. The Drill Down will cost
$1 per cadet. Team Advisors may buy tickets for their cadets or the cadet may simply
hold up a $1 bill at the beginning of the Drill Down.

ANNEX D,
RULES FOR REGULATION DRILL
1. All teams competing in Inspection, Regulation, and Color Guard will be required to
wear a service or dress MILITARY UNIFORM of their choosing. Uniforms must be
in accordance with respective service regulations. This uniform must be service issue.
A cover must be worn with the uniform. No wristbands, headbands, ASCOTS or other
related neckwear. No spats, boot blouses, or related fancy legging items. Boots are
prohibited. Teams are expected to wear nametags if directed by respective service
regulations and all authorized ribbons on their uniform. If allowed by the service, two
cords may be worn. We will be fairly loose with the rules for specific headgear because
of service variations, however, no helmets (even in color guard!), plumes or other
“exhibition” headgear is allowed during inspection and regulation drill phases of
competition. Berets are a common cover and will be allowed if authorized by respective
service regulations. Taps on shoes are prohibited inasmuch as they provide an
unauthorized cadence.
2. All armed teams will drill with rifles issued by their school. Rifles should weigh
approximately 9 pounds.
3. Rules regarding team size and formation are as detailed for Exhibition Drill.
4. Drill Deck size for Regulation competition will be 100 x 90 feet.
5. Each team will follow the prescribed drill sequence. No deviations from the drill
sequence will be allowed. The PltCmdr must memorize the sequence and absolutely no
prompting or coaching from the sidelines will be allowed.
6. All movements will be executed according to the correct drill manual for each
service. Extra flourishes such as three-count about faces, accented cadence or cadence
other than 116 - 120 counts per minute will be subject to penalty. Commands may vary
depending on the service. Schools will be responsible for obtaining the current manuals
and no provisions will be made for teams using an inappropriate manual.
7. Slings and/or butts may be taped as long as they are uniform and non-ornamental
within reason. For example, we do not want to see several different colors covering three
quarters of the weapon.
8. All teams must receive permission to enter the drill area from the Head Judge.
There will be NO exceptions to this rule.

ANNEX E
RULES FOR TEAM EXHIBITION DRILL
1. The uniform will be left up to the ingenuity of the team as long as the uniform is in
good taste (at the discretion of the DMC) and is in compliance with respective service
regulations. Please advise the DMC if you will need time to make
changes/adjustments in uniform from regulation to exhibition.
2. The Drill Deck size for team exhibition drill will be 100 x 90 feet.
3. Each team will have no less than seven members but not more than sixteen members.
The Team Commander is counted as one of the members in calculating the number of
members per team. You cannot add or delete any drill team members during any phase
of the competition. In other words, your regulation armed drill team must be the same as
your inspection and exhibition drill team. This is true for the unarmed drill teams as well.
4. The formation of the team is at the discretion of the Team Commander. All armed
teams will drill with rifles issued by their school. All team members will be armed with
the same type of weapon. No sabers, flags or guidons will be permitted.
5. Each team will have a minimum of four minutes and a maximum of six minutes in
which to perform. Timing of the drill sequence will begin when the Team Commander
renders his/her salute to report in to the Head Judge and will end when the Team
Commander drops his/her salute after reporting out. Any team failing to report out will
be assessed a 10 point penalty.
6. Teams will be formed up in the waiting area. Team Commanders will request
permission to enter the drill area and will wait until signaled by the Head Judge to enter
the drill area.
7. Time Penalties: Two points will be deducted for every 10 seconds over or under the
time limit. The maximum penalty for timing will be 50 points.
8. This competition is limited only by the ingenuity of the participating unit. Tried and
true methods are safest but the team that is daring and innovative, and performs at a
higher level of difficulty, will make the best impression.
9. Absolutely no blanks, fires, pyrotechnics, lights, paints, music or any other means of
artificially counting cadence will be allowed while a team is on the Drill Deck.

ANNEX F
GENERAL RULES PERTAINING TO COLOR GUARD.
1. Orange cones will mark boundaries. The Drill Deck will be approximately (55 x 55)
feet. Penalty points will be assessed for boundary violations. Every attempt should be
made to keep your team in the designated area.
2. Calling cadence is not permitted. Each violation will result in penalty points.
3. The Color Guard Commander must give commands from memory. The color guard
drill card will be executed exactly as it is noted on the drill card even if some commands
are designated for joint color guards. The command sequence is testing the knowledge of
pivot points within the turns. Notes or coaching will not be permitted.
4. Color Guard Commanders will form their teams outside the drill area and wait for the
signal of the Head Judge to proceed. There is no minimum time limit. The maximum
time allowed for execution of the sequence is five minutes and thirty seconds.
Penalty points will be assessed for exceeding the maximum time limit. Total time
allowed, from the judge’s signal to enter the floor to the team’s complete exit from the
floor including the drill sequence, is seven minutes.
5. Teams will be evaluated from the time they start their sequence till they exit the area.
6. Color Guard Commanders are required to report out.
7. Sabers are not allowed for any team member.
8. All teams must use 9 ½ foot flag staffs (NAVMC 2691, MCO P5060.20, Army
Regulation 40-10). The DMC will have available one regulation national flag and one
regulation with Marine Corps colors (with appropriate staffs) which can be used by any
school for the color guard competition. Availability will be on a first come, first serve
basis for the competition only (no practice). This will preclude schools from having to
purchase their own 9 ½ foot regulation staffs.

ANNEX H
GENERAL RULES PERTAINING TO PHYSICAL FITTNESS
A Physical Fitness (PT) Team will consist of five individuals (3 male 2 female).
PULL UPS (MALE) – to be judged by an adult (no cadets)
Equipment: A bar of sufficient height.
STARTING POSITION: Grasp the bar with palms facing toward or away from your
body, hang with arms and legs fully extended. Feet must not touch the floor/ground. The
scorer stands slightly to one side of the cadet being tested and counts each successful
repetition.
ACTION:
1. Pull body up with the arms until the chin is above the bar. The chin will not
touch or rest on the bar.
2. Lower body fully, until both elbows are fully extended.
3. The position of the hands may be changed during the exercise as long as the
performer is not assisted or does not dismount from the bar.
4. Pull your body up with the arms until the chin is above the bar. Lower
yourself until the arms are fully extended again. This is one repetition. The movement
must be fully completed to count. Repeat the exercise as many times as possible.
TIME LIMIT: None
RULES:
1. The PULLUP cannot be a snap movement. NO KIPPING OR
KICKING!
2. Knees cannot be raised above the waist.
3. Kicking/bicycling the legs is not permitted
4. The body must not have an exaggerated swing. If the competitor starts
to swing, the scorer stops the motion by holding an extended arm across the front
of the competitor’s thighs in order to stop the swing.

FLEX ARM HANG (FEMALES)
EQUIPMENT: A stopwatch and a sturdy bar.
STARTING POSITION: The individual stands on a support or, if necessary, is assisted
by others to reach the starting position. Both palms must face in the same direction. The
elbows are flexed so that the chin is above the bar. Once the individual is set in the
starting position, the support or assistance is removed and the cadet attempts to maintain
elbow flexion for as long as possible. The score is dependent on the length of time in
seconds that the elbows remain flexed and the chin is maintained above the bar.
ACTION: Hold position as long as possible.
RULES:
Start timing as soon as cadet is in position and released by spotters.
Stop timing when cadet’s chin gets below the bar or touches the bar.
Chin cannot rest on the bar at any time. If the chin touches the bar, time stops.
TIME LIMIT: None.

SIT-UPS MALE/FEMALE
STARTING POSITION: The individual lays on his/her back (supine position) with
knees flexed, both feet flat on the ground and hands behind the head.
ACTION: One repetition consists of raising the upper body from the supine position
until the head breaks an imaginary plane through the knees and returning to the supine
position. Repeat as many times as possible during the time limit. During this movement,
the hands must remain behind the head and the feet must remain on the ground. Upon
return to the supine position, the shoulder blades must touch the ground. An assistant
will grasp the individual’s feet or legs below the knee in whatever manner is most
comfortable for the individual. Kneeling or sitting on the feet is permitted. Resting
during the exercise is permitted in either the up or the down position.
TIME LIMIT: 2 minutes for male and female.

ANNEX J
INDIVIDUAL RIFLE EXHIBITION DRILL
1. A unit may enter as many cadets as desired on a first come first serve basis. Cost is $5
and can be paid at the check-in station or on site. The cadet’s name will be placed on a
roster. Score sheets will be at the exhibition drill site.
2. The cadet will be briefed by the judge prior to entering the drill area. At the direction
of the judge, the individual will march into the drill area and report in. Grading begins
when the individual enters the drill area.
3. A minimum of 2.0 minutes and a maximum of 2.5 minutes will be allocated for this
phase. Timing begins when the individual reports in. There will be a one point
deduction for each second over or under the time limits.
4. A five point penalty will be assessed for each piece of equipment or uniform dropped.
5. The individual will report out at the end of the drill sequence. When the judge returns
the salute, grading and timing will cease.
6. No blindfolds, blanks, fires, pyrotechnics, lights, paints, music or any other means of
enhancing the drill sequence will be allowed.
7. Competing individuals must be in uniform.
8. The Drill area for the individual armed exhibition will be 20’ x 20’. The individual
cadet must report in and report out.
