water leaking during roof repairs at the Old Tappan High School:

Resolve that the Board of Education approves the implementation of increased security measures
through the purchase and installation of 10 cameras per building at a cost of $1,100 per camera.
Anticipated total cost inclusive of installation $22,000 and 2 trunk radios for the Demarest
Building at $2,524.80 per unit.

Detection System
Resolve that the Board of Education approve the attached resolution authorizing the Northern
Valley Regional High School Board of Education to enter into a joint purchasing agreement for
an Early Warning Detection System for the Northern Valley regional School Districts and
Municipalities, naming Harrington Park School District as Lead Agent, at a total cost not to
exceed $189,934.00 for the Northern Valley School District and Municipalities. The cost to
Northern Valley is $16,867.66.

ROD Grant
The Northern Valley Board of Education approves the projects noted below at the Demarest
High School and the Old Tappan High School and authorizes RSC Architects to submit the
project information to the Department of Education and the associated paperwork including the
projected costs (DOE Form 130/Form 131 as applicable) for ROD Grant Funding.
The project at the Demarest High School consists of the replacement of existing roof top airconditioning units, partial roof replacement, and a special education building.
The project at the Old Tappan High School consists of replacement of existing roof top airconditioning units, and window replacement.

Resolve that the Northern Valley Board of Education approves a Project Application to the
County Superintendent of Schools, NJDOE and Planning Board for the purpose of a Special
School District Election on March 11, 2014 for the following projects: Athletic Fields, Track,
Tennis Courts and Fencing, HVAC, Athletic and Academic Facilities Improvements, Special
Education Building for 18 to 21 Program.

Resolve that the Board of Education approves the attached addendums to the Shared Service
Business Administrator Contracts for Haworth and Norwood. (See attached)

WHEREAS, in order to be in compliance with the State of New Jersey’s adoption of P.O. 2007,c.53, An
Act Concerning School District Accountability, also known as Assembly Bill 5 (A5), and the NJDOE
enactment of N.J.A.C. 6A:23B-1; and
WHEREAS, those on the attached list are attending the administratively approved conferences,
conventions, staff training sessions, seminars, or workshops; and
WHEREAS, the total expected cost of such conferences, conventions, staff training sessions, seminars or
workshops; and
WHEREAS, the attendance at the stated function was previously approved by the Superintendent of
Schools through the appropriate administrator(s) as work related and within the scope of the work
responsibilities of the attendee; and
WHEREAS, the attendance at the function(s) was approved as promoting delivery of instruction or
furthering efficient operation of the school district, and fiscally prudent; and
WHEREAS, the travel and related expenses particular to attendance at the function(s) may exceed the
state travel guidelines established by the Department of Treasury in NJOMB circular letter;
BE IT RESOLVED, that the Northern Valley Regional Board of Education approves attendance at the
administratively approved function(s) as necessary, and
LET IT FURTHER RESOLVED that those expenses that appear on the attached form titled
“TRAVEL
AND WORK-RELATED EXPENSE REIMBURSEMENTS” for lodging, meals and gratuities are
within the limits of the State travel reimbursement guidelines and are justified and reimbursable upon
submission of the required receipts up to the current established limits as specified in the General Services
Administration website, with any additional costs for lodging, meals and gratuities expenses above those
established limits to be personally borne by the attendee(s).
