Pakistan Education and Research Network (PERN) is part of the overall vision and objectives of IT Action Plan that was launched in 2002 by Prof. Dr. Atta-ur-Rahman .Pakistan Education and Research Network is a national research and education network of Pakistan which connects premiere educational and research institutions of the country. PERN2 is largest nationwide terrestrial network with point of presence (POPs)located at the premiere educational & research institutions and regional centers of Higher Education Commission in major cities of the country. PERN2 is not only limited to just providing connectivity, but to meet the entire needs of the education and research institutions by hosting and providing relevant services and information to the users. PERN2 offers users a variety of advanced networking services including IPv6, Multicast, and VPLS. PERN2 provides students, faculty members and researchers a fully integrated and dedicated communication infrastructure using advance information & Communication Technologies. This National Research & Education Network (NREN) is established to achieve true collaborative research, knowledge & resource sharing and distance learning. The PERN2 also have connectivity to other NREN(s) of the World Including APAN (Asia), Internet2 (USA), GEANT2 (Europe) etc. and initiate collaborative research with the consortiums of NREN(s). PERN2 is largest nationwide terrestrial network with point of presence (POPs)located at the premiere educational & research institutions and regional centers of Higher Education Commission in major cities of the country. All sites are equipped with Carrier Class Routing Datacom Equipment , Un-interrupted Power supplies ( UPS with individual battery backup, Generators, Air Conditioners, Electrical Panels, illuminating lamps (Tube lights, spotlights, Energy savers etc), Bracket fans, Fire extinguishers coupled with Fire alarm controllers / detectors and civil Infrastructure (Earthlings, False Ceilings, Raised Floors, Power Ducts, Fiber Ducts) etc. 4 RFP for Supply, Installation of 200 KVA and 100 KVA Generators at HEC Islamabad, Lahore & Karachi To overcome the frequent power outages, continuity of input power supply and to ensure 24x7 operations of PERN services HEC intends to purchase generators for backup power provisioning at its three main PoP sites. In that context One new 200 KVA generator will be installed at HEC head office Islamabad & Two new 100 KVA generators at HEC Regional Centers Lahore and Karachi along with the associated rating ATS panels, Power Cables, Ciruit Breakers and other necessary equipments (detail mentioned at Form-I “Technical Requirements” Type No-G “Implementation Services” and its sub-clauses). 3 SCOPE OF WORK Following requirements define the scope of work of this Tender: 3.1 The Selected Bidder will be responsible for the supply, commissioning and maintenance of One new 200 KVA generator at HEC Head Office, Islamabad, shifting of the existing 100 KVA generator and connection with new IT building. 3.1 (a) Supply and Installation of downlighter with 2 x 11 watts energy saver, 4 inch dia PVC conduits for 120 sqmm, 95 sqmm, 70 sqmm and 50 sqmm power cables, 2 inch dia PVC conduits for 20 sqmm, 16 sqmm power cables, and 12 inch dia exaust fan with all accessories. 3.2 3.3 3.4 3.5 3.6 3.7 Supply, commissioning and maintenance of two new 100 KVA generators at HEC regional center, 55-B/2 Gulberg-III, Lahore and HEC regional center, Liaqat National Library Premises, Behind PTV Station, Karachi and installation with the existing 100 KVA generators in redundant mode. Laying/upgrade of the associated power cable, upgrade/installation of new ATS panels, installation of other electrical equipment deem necessary, for all the work mentioned in clause 3.1 and 3.2 above. Selected Bidder must ensure that the supplied equipment is fully operational, new and perform properly and meet RFP’s Technical Specification. At the time of installation and commissioning, Selected Bidder must provide comprehensive documentation of system deployed including diagrams, labeling, schematics, configuration and manuals etc. Selected bidder shall be responsible for minimum 5 year services (operation & maintenance) as per SLA clauses for all the equipment provided, without any extra cost or hidden charges. Bidders are required to conduct survey of the sites prior to submission of the bids and quote charges according to the measurements taken and equipment required. 5 RFP for Supply, Installation of 200 KVA and 100 KVA Generators at HEC Islamabad, Lahore & Karachi 4 BIDS SUBMISSION REQUIREMENTS 4.1 4.2 4.3 4.4 4.5 4.6 4.7 4.8 4.9 The objective of bid submission requirement is to provide bidders the information to submit their bid in response of this RFP according to the specifications defined in this RFP and in order/sequence as set forth in this document. Bidders must pursue following requirements for their proposals/bids. For this tender PPRA’s Rule number 36(b) ‘Single stage - Two Envelope’ procedure of open competitive bidding shall be adopted. Bids shall comprise of single envelope containing two separate envelopes, i.e. Technical and Financial Proposals, and clearly marked Technical and Financial proposals on the respective envelopes. Envelopes must also be labeled with the name, address and contact number of the bidding company, and also the Title of the Tender for which the bid is being submitted. This Tender is floated on Turnkey Basis. Bidders shall submit Financial Proposals along with brochures/data sheets explaining of the items quoted. Bidders shall submit a signed letter with Official stamp affixed on it as per the format given in Annex- VII as a cover letter to the Bid/Proposal. Bids/Proposals submitted without this cover letter will not be accepted and bids will be rejected straightaway. Bidders shall provide Company profile, Authorization & relationship with principal firm(s), location of branch offices, company experience in related field, technical staff details (branch-wise), project completed, major clients’ list as per the format given in Annex III “Firm’s References”, equipment’s technical details (brochures, data sheets etc.) mentioning compliance and properly highlighting all the compliance specification as requested in Form-I “Technical Requirements” using florescent highlighter of quoted hardware/equipment and material with their make, model, part number, etc. Bidders are required to fill and sign the “Technical Reuirements” Form-I as provided in this RFP and must submit it along with Proposal. Bidders are required to fill and sign all pages of the Annex VI “Bill of Quantity(ies)” while following the format given, and submit it as Financial Proposal. Financial Proposals not following the given format may lead to the rejection of bid. Bidders are required to submit their proposals in PAK Rupees (PKR). A bank draft equal to 2% of the Total Bid Value should accompany the bid as part of financial proposal as earnest money drawn in favor of D.G. The bid shall not be considered without earnest money. If a bidder has quoted multiple options, in this case bidder should submit the earnest money equal to 2% of highest quoted option. Bidder must quote for complete solution given in the “Technical Requirements” Form-I. Otherwise it may lead to rejection of whole bid. Bidder must include Warranty/Services (as per minimum SLA requirement) for equipment cost of first year within the cost of equipment. Integrity pact need to be furnished on legal stamp paper along with bid. Sample is given at Annex- I. SELECTION PROCEDURE 5.1 5.2 5.3 5.4 5.5 5.6 5.7 5.8 5.9 Evaluation of the firms shall be based on information provided in Proposals. As a part of evaluation, bidders may be asked to conduct presentation/demonstration. On the basis of technical evaluation, the financial proposal of only technically responsive bidders (qualified bidders) will be opened in the presence of their representatives who choose to attend. For this tender weightage of Technical and Financial proposals shall be 70% and 30% respectively. For qualifying in Technical responsiveness, bidders shall fulfill all the requirements as laid out in Part A “Mandatory Requirements” of Technical Evaluation Criteria at Annex-III. If any of the mandatory requirements is not met by the bidder, the bid will be cancelled straightaway and no further consideration will be given. Moreover, bidders will have to secure 60% score in each part (i.e. Part B, Part C, Part D, Part E) totaling to 70% weightage assigned to Technical Evaluation. Financial proposals of bids found technically non-responsive will be returned un-opened. The bid found lowest evaluated bid or highest scorer will be accepted. As a part of evaluation, Technical Evaluation committee may visit bidder’s reference sites or inquire the further clarification / information to validate the Bidders information. After the approval of contract award, a contract agreement on the stamp paper worth Rs. 100/- shall be executed by the firm with selected bidder within 15 days from the date of issuance of Letter of Intent on standard terms and conditions. 7 RFP for Supply, Installation of 200 KVA and 100 KVA Generators at HEC Islamabad, Lahore & Karachi 6 TERMS OF PAYMENT 6.1 6.2 6.3 6.4 6.5 6.6 6.7 6.8 6.9 6.10 6.11 6.12 6.13 No payment shall be made in advance to the Contractor as mobilization advance. Eighty percent (80%) cost of equipment shall be paid after successful delivery of equipment at mentioned HEC centers/designated locations after sing off of delivery challan. Twenty percent (20%) cost of equipment shall be payable to the Contractor after issuance of certificate for successful installation, proper integration, testing & commissioning of all equipment as per requirement at HEC sites. Ten Percent (10%) of the payable amount against each invoice/payment will be retained as security/retention money and will be released after completion of first year warranty period OR bidder has to submit Performance Guarantee equal to 10% of annual Contract Value in the shape of either (a) bank guarantee from any Scheduled Bank in Pakistan or (b) bank guarantee from a bank located outside Pakistan duly counterguaranteed by a Scheduled Bank in Pakistan or an insurance company having at least AA rating from PACRA/JCR . Performance Guarantee / Retention Money which will be released after successful completion of first year warranty period while adjusting penalties (if any). The successful bidder must provide O & M and comprehensive part warranty services till Five (05) Years. The successful bidder has to furnish the Performance Bank Guarantee equivalent to 10 % of the total 5 years SLA cost for next Five (5) years warranty services. The said Bank Guarantee will be released after total service tenure. Payment next year’s O&M including warranty relating to all equipment will be made to Contractor on yearly on post payment basis. Payment of consumables and cables/ civil work will be paid as per actual consumption/measurements. Invoices will be cleared as soon as possible not exceeding 30 days upon receiving the invoice and complete supporting documents All payments shall be made through cross cheque in the Pak Rupees. Taxes will be deducted at source as per government rules at the time of payment. The Bid Security of the successful bidder will be returned after the signing of the contract and delivery of equipment. If the progress of the work is not to the satisfaction of the Executive Director, HEC. Executive Director HEC has the right to cancel the order, get the work done from third party selected in accordance with the PPRA rules 8 RFP for Supply, Installation of 200 KVA and 100 KVA Generators at HEC Islamabad, Lahore & Karachi 6.14 6.15 7 LIQUITDATED DAMAGES 7.1 7.2 8 subject to the condition that if the first party has to pay any amount in excess of the agreed amount, the difference will be recovered from the second party. Other payment terms & condition may be considered at the time of contract agreement, subject to the condition that the same falls in the legal framework of Government of Pakistan. The bidder is responsible to deliver equipment at the sites at his own risk and cost. In case of delay, the Executive Director, HEC reserves the right to impose a penalty not exceeding 10% of the total amount of the contract at the rate of 1% of the bill for each week of delay. If the work is not executed according to the satisfaction of the Executive Director, the Executive Director reserves the right to reject it altogether or impose a penalty not exceeding 50% of the contract amount. GENERAL TERMS AND CONDITIONS Following general terms & conditions apply to this RFP 8.1 Only authorized dealer, registered reseller & partner, SECP & PEC registered etc. can participate (documentary proof is mandatory). 8.2 The bidder must be registered with Sales Tax and Income Tax Department. 8.3 An affidavit to the effect that the firm has not been blacklisted by any Government/Semi Government organization. 8.4 The Commission reserves the right to accept/reject wholly or partially any tender at any stage of the tender process. 8.5 Validity period of the bids regarding the award of contract shall be 6 months (180 days). 8.6 The decisions of HEC will be binding on all concerned and will in no case be challengeable at any forum or any court of law. 8.7 Bids are liable to be rejected if; they are not conforming the terms, conditions and specifications stipulated in this RFP. 9 RFP for Supply, Installation of 200 KVA and 100 KVA Generators at HEC Islamabad, Lahore & Karachi 8.8 During the examination, evaluation and comparison of the bids, the HEC at its sole discretion may ask the bidder for clarifications of its bid. 8.9 The request for clarification and the response shall be in writing/email. However, no change in the price or substance of the bid shall be sought, offered or permitted after bid submission. 8.10 Total Bid Value (Cost of equipment (including Optional/ Options), Cost of Installation & Commissioning and Cost of Comprehensive Warranty Services as per BOC) shall account for financial evaluation and so shall be included in Total Bid Value. 8.11 The amount submitted as Earnest Money shall be refunded to the unsuccessful bidders after the decision of “Tender Committee” for the award of said tender. 8.12 If there is a discrepancy between unit price and total price in the submitted bid which is obtained by multiplying the unit price and quantity, the unit price shall prevail and total price shall be corrected. If there is a discrepancy between the words and figures, the amount in words shall prevail. If there is a mistake in addition/ totaling, that shall be corrected. If the bidder does not accept the corrected amount of bid, his bid shall be rejected and his bid security forfeited. 8.13 Incomplete and conditional BIDs will not be entertained. 8.14 For this tender, all updates/changes shall be communicated through email. 8.15 In case of any dispute between the two parties of any matter arising out of after signing the contract agreement, the case shall be referred to Executive Director, HEC whose decision shall be final and binding on both parties. 8.16 Bids submitted via email or fax will not be entertained. 8.17 Bidders indemnify HEC against all third party claims of infringement of patent trade mark, industrial design rights arising from use of the goods of any part thereof in Pakistan. 8.18 The firms must quote the hardware in conformance the information provided in Annex D with minimum specification mentioned at Form I. 8.19 If the contract amount exceeds Rs. 10 Million, the selected bidder has to furnish the integrity pact as provided at (Annex-I), at the time of contract agreement. 10 RFP for Supply, Installation of 200 KVA and 100 KVA Generators at HEC Islamabad, Lahore & Karachi 9 MEET OR EXCEED SPECIFICATIONS The specifications provided in this RFP are the minimum requirements of HEC.
