Karen Stoll BSN, RN, CPC-H, Manager Payer Services, Recovery Audit,
Wheaton Franciscan Healthcare:
Received BSN from UW- Oshkosh and CPC-H from Bryant and Stratton. Spent
16 years working on a step down unit and ICU at a large Milwaukee Hospital.
Spent 10 years working at National Government Services where I learned about
Medicare guidelines and the Fiscal Intermediary Shared System (FISS). For the
last four years I have held the title of Manager of the RAC dept. at Wheaton
Franciscan Healthcare.
Tracy Dudek, VP of Operations, State Collection Service
Tracy Dudek is the Vice President of Operations at State Collection Service,
responsible for overseeing production (both Early Out and Bad Debt divisions)
and customer service. She joined State Collections Service in 2002 as the Chief
Operating Officer, where she was responsible for the overall day-to-day
management of company-wide operations. She moved to her current position of
Vice President of Operations in 2011. Tracy's accomplishments include aiding
with the selection of State Collection Service's HUBZone location in Beloit and
the acquisition and integration of the Chicago office into the company. Tracy
also initiated the 50-state licensing process in 2002, which allowed for
expansion to a national client base producing a record company growth rate.
Tracy is an active participant in State Collection Service's strategic planning and
Advisory Board processes; she has also been recognized as an internal PPMS
auditor for several years. She holds a Professional Collection Specialist
designation as well as Fellow and Scholar degrees from ACA International.
Tracy also serves on the Board of Directors of the Wisconsin Collectors
Association.
Michele Miller is the Manager of Patient Access Services for Ministry Medical
Group clinics within the Division of Revenue Cycle at Ministry Health
Care. Michele is currently leading an initiative to develop a One Ministry Patient
Access Services team within the Ministry Medical Group clinics.
Michele has several years of health care experience, including Clinic Operations
Supervisor where she provided supervision to patient care and registration
staff. Michele also served as the clinic representative on a project team that
was charged with helping to standardize & train registration staff all across the
Ministry system on Point of Service collections.
Kay Marsyla is the Director of Reimbursement for Gundersen Health
System. Prior to joining GHS, Kay was a Medicare auditor for 14 years and has
worked on the provider side for 14 years after obtaining her Bachelor’s degree
in Accounting from Western Illinois University. Kay obtained her fellow with
Healthcare Finance Management Association (HFMA) in 2007. She has been
active in the HFMA as newsletter editor and President of the West Michigan
Chapter as well as the co-editor of the newsletter here in Wisconsin.
With over 15 years of experience in the healthcare field, Ann Bina has held a
variety of positions. Currently employed as a manager in the Revenue Cycle at
Gundersen Health System, she has experience in all areas of the business office
as well as medical transcription. Ann holds a MBA from Viterbo University and
is a Certified Professional Coder (CPC) (CPC-H) as well as certified in
healthcare compliance (CHC). She is also an approved PMCC instructor for the
American Academy of Professional Coders. Ann currently sits on the National
Advisory Board for the AAPC.
Our presentation, Provider Based Billing Basics, outlines the journey that
Gundersen Health System took in their effort to move to provider based. It
includes decisions that had to be made, identified problems to be aware of and
hidden costs that were not initially taken into consideration. In addition, we will
review provider based reimbursement and the changes that are on the horizon.
Dan Schwartzer
Deputy Commissioner
Office of the Commissioner of Insurance
Governor Scott Walker appointed Dan Schwartzer as Deputy Commissioner of
Insurance for the State of Wisconsin on January 4, 2011. The Office of the
Commissioner of Insurance (OCI) regulates the business of insurance in
Wisconsin. The office has a staff of 153 and is responsible for examining
industry financial practices and market conduct, licensing agents, reviewing
policy forms for compliance with state legislation, investigating consumer
complaints and providing consumer information. In addition to its regulatory
duties, the agency administers the State Life Insurance Fund, Local Government
Property Insurance Fund and the Injured Patients and Families Compensation
Fund.
Deputy Commissioner Schwartzer, subject to the general direction of the
Commissioner, supervises the regulatory, public information and administrative
functions of OCI. As Deputy, he also exercises and performs the functions of the
Commissioner in the Commissioner’s absence.
Prior to his appointment, Deputy Commissioner Schwartzer owned his own
government relations and association management firm that worked with both
corporations and trade associations from a variety of industries. He served as
executive director for the Wisconsin Employee Benefit Advisors Association,
executive director for the Wisconsin Economic Development Association, as well
as executive director for the Independent Business Association of Wisconsin.
Deputy Commissioner Schwartzer is a licensed insurance intermediary holding
property, casualty, life, accident and health insurance licenses. He has over 25
years of experience in insurance, health care financing and business issues and
over 12 years of experience in government relations and association
management.
Deputy Commissioner Schwartzer earned his Bachelors of Science Degree in
Business Administration from Cardinal Stritch University.

Jeanine Anderson is the Supervisor of Revenue Cycle Operations-Patient
Account Services at Mayo Clinic Health System-Franciscan Healthcare in SW
Wisconsin.
Jeanine has 41 years’ experience in Revenue Cycle Operations.
She is certified as a Silver Mayo Qualify Fellow and has a B.S. degree from the
University of Wisconsin-Lacrosse
Experience in Call Center Management, Patient Center Quality Improvement,
Collections and Patient Communications.
Robin Beeman has successfully spent her career in healthcare for over 25 years
supporting hospitals and hospital systems with revenue generating programs and
solutions. Her years of experience include Patient Access, Patient Accounting,
Financial Counseling, Physician Relations and Customer Service.
The last several years she spent in the eligibility industry as Director of
Provider Relations. She is currently working for Helvey & Associates as the
Regional Marketing Manager. She is an active board member of Western MI
HFMA, Michigan Patient Accounting Association-AAHAM chapter, Michigan
Association of Healthcare Access Professionals and is on the networking
committee for Northeast Ohio HFMA. In her spare time she is a volunteer for
“Get Covered America”.
Julie Smith
Supervisor of Patient Financial Services
As Supervisor of Patient Financial Services, Julie is responsible for managing
the customer service and self-pay collections areas for: Sacred Heart Hospital,
Eau Claire and St. Joseph’s Hospital, Chippewa Falls, WI. She received her
degree from WITC in 1977 and started her career at Lakeview Medical Center.
After raising her 2 children Julie decided it was time for a location change and
moved to Baldwin WI accepting the position of Registration Supervisor for
Baldwin Area Medical Center. In 2004 she began a new opportunity as a
supervisor in the Patient Financial Services department for Sacred Heart
Hospitals. In Julie’s 35 years in the healthcare industry her extensive experience
ranges from Registrar, Credit/Collection Manager, and Registration Supervisor.
Julie’s wide range of experience has made her an expert in front to back end
collections.
