Juvenile Justice Board Meeting Minutes January 18, 2013 Agenda Item Call to order Welcome and Introductions Acceptance of Minutes Special Recognition Discussion/Report Pam Alvarez called the meeting to order. She led the Board in the Pledge of Allegiance Pam Alvarez welcomed the board and led introduction of the membership Minutes were reviewed and approved by the committee. One correction was made by Ms. Sandra Pinkney, as to the spelling of Ms. Sharon Seales name on Page 3. Ms. Mary Ellen Ellia, Superintendent from Hillsborough County School District, offered special recognition to Joe Clark and The Eckerd Family Foundation for all of the hard work and dedication offered to many children and families over the years. Outcome/Action Plan No action – procedural No action – information Minutes approved No Action-Information Mr. John Mayo, Deputy Executive Director with Success for Kids and Families also spoke in recognition of Mr. Clark and on his creativity to meet the needs of youth and families. Mr. Mayo also announced to the group that the Youth Investment Award is being renamed as the Eckerd Family Foundation Youth Investment Award. Ms. Pam Alvarez also reminded the group that contributions to the Eckerd Family Foundation Youth Investment Award can be made at any time, from individuals and organizations. Mr. Joe Clark spoke to the group and expressed his appreciation. Mr. Clark was met with a standing ovation and was presented with a gift from the Circuit 13 Juvenile Justice Board Announcement Ms. Ursula Odem announced Hillsborough County is celebrating the No action-Information Black Heritage Festival January 16-23rd and shared a short video with the Board. Presentation Howard Smith from HBI, made a presentation to the board on Project Craft. The program is serving youth age 16-19 with active cases with DJJ who are interested in construction. The program is able to offer the youth an internship which can transition into a direct job placement in the community. Mr. Smith shared there are slots for placement available in Hillsborough County at this time and interested organizations and youth can reach the program at: 813-875-5201. Board Issues and Updates DJJ Probation Updates: DJJ Probation Updates: Sandra Pinkney provided a report regarding DJJ probation updates. Ms. Pinkney shared there has been increased focus on “cross-over” youth and a meeting was held with Ms. Lorita Shirley of Eckerd Community Alternatives to talk about plans to have youth discharging from commitment programs to return to foster care placements in Hillsborough County for continuity of care. Ms. Pinkney is open to suggestions on ways to make these discharges happen as smoothly as possible. Ms. Pinkney also shared Hillsborough County was selected for Targeted Services to serve 75 youth across 11 sites in Hillsborough County. The youth served in this program cannot have more than 3 felonies and cannot have sexual or arson charges. The Probation Handbook is being reviewed and changes have been recommended. The IDDS contract is also being updated at this time. No action-Presentation Ms. Pinkney reported both Scott Buchanan and Sharon Seales are in Tallahassee completing their Probation Training and will be back in Tampa in a few weeks. Ms. Pinkney reported there is currently a 12% vacancy rate in the Probation Department and there is currently recruitment underway for two probation officers. Ms. Pinkney shared Probation had their annual QA monitoring January 8th-10th and they are awaiting their official results from DJJ. Ms. Pinkney stated there has been a change in the leadership with DJJ in Tallahassee and Mike McCaffrey is no longer with The Department of Juvenile Justice. DJJ Detention Updates: DJJ Detention Updates: Mr. Miles provided an update on detention activities. He shared the Statewide Advisory Group (SAG) will be holding a meeting at Detention West on January 30th and will make recommendations to the Governor for new programs. Mr. Miles talked to the Board about a new project, Proactive, that he has started with Success for Kids and Families to help assist youth not yet in the juvenile justice system. Mr. Miles noted there has been an increase in pregnant teens being brought to the detention center. DJJ Residential Updates: DJJ Residential Updates: There was no update from Residential during the meeting. Pam Alvarez spoke to the Board about the incident that occurred in Milton and DJJ’s swift action to ensure the safety and well-being of the children in the program. She also discussed that DJJ is clearly “upping” their oversight of programs and will not tolerate abuse or inappropriate actions. DJJ Prevention Updates: DJJ Prevention Updates: Tina Levene congratulated Big Brothers and Big Sisters on receiving the Investment Award, which will begin July 1, 2013. Ms. Levene reported she will be the contract monitor for the award. Ms. Levene also shared she held DJJ’s first focus group for youth and law enforcement in Hillsborough County. Ms. Levene thanked Pam Alvarez, HCSO, Pace Center for Girls and Hillsborough County Division of Children’s Services CINS/FINS Program for participating in the event, which was very successful. Ms. Levene reported she is currently working on organizing another event in the near future. Board Updates: Board Updates: Dr. Pam Alvarez provided the board updates. She began by sharing in November 2012 Hillsborough County hosted a preplanning meeting for the Justice Alliance and in December 2012 a 3 day justice summit was held in Orlando. Dr. Alvarez discussed the Roadmap for Juvenile Justice. She shared there was a Roadmap meeting in December in Tampa, which included a Stakeholder Meeting and a Community Meeting. The clear message from the meetings is that DJJ is not willing to compromise public safety, which includes the availability of adequate funding for needed services and that accurate data will continue to be used to make the best decisions. Dr. Alvarez discussed that DJJ is continuing to work on the Boards and Councils bill to help manage the statewide structure. The new bill could include the need for DJJ to approve all future appointments to all of the Boards and Councils. Member Reports: JDAI Updates: Judge Stoddard provided an update of the JDAI program. Judge Stoddard defined JDAI and discussed the history with the Annie E. Casey Foundation. Judge Stoddard shared the average daily population in the detention center is down, with daily occupancy of about 55 youth. The JDAI Collaborative will be meeting immediately after the JJ Board Meeting. CINS/FINS Updates: Danielle Husband provided information on CINS/FINS. Hillsborough County Division of Children’s Services has a new director, Ms. Erica Moore and she will be starting at the end of January. Ms. Moore has experience working within DJJ and is also an Attorney that has experience with County Government. Ms. Husband reported that the residential CINS/FINS Program remains full with a waiting list at this time. Ms. Husband also reported there is a new contract being released by The Florida Network of Youth and Family Services to fund DV beds in specific communities and Hillsborough County is a priority community. This new contract will allow Hillsborough County CINS/FINS and Probation to work very closely to get the youth the services they need. Ms. Husband also reported the Hillsborough County Non-Residential CINS/FINS Program is currently expanding service locations. Hillsborough Prevention Collaborative: Robert Parkinson provided information regarding the collaborative and the Anti-bullying Advisory Committee. He also discussed the SAVE Program which has been implemented in 23 Middle and High Schools in Hillsborough County. Mr. Parkinson also reported the Anti-Bullying Advisory Committee is close to issuing a White Paper on bullying in Hillsborough County. Mr. Parkinson also discussed a partnership with The Crisis Center of Tampa Bay to provide Strengthening Families. He is expecting the 3 tier program will be able to serve 900 children and families. Mr. Parkinson also shared Hillsborough County Criminal Justice and HCSO have looked at a grant that would look to provide specific services in a depressed area in Hillsborough County and that the Nuccio Park area may be an ideal location to serve through the grant. Announcements Youth At Risk: John Mayo shared the group has not met in the last two months but may meet again in February. Mr. Mayo did report Jennifer Potter is no longer with Success for Kids and Families and that Roni Lowery has taken over the position. Chrissy Dorian shared semester 2 starts January 23rd, 2013. Ms. Chrissy Dorian, Pam Dorian stated Commissioner Beckner and Hillsborough County Alvarez Criminal Justice has provided 50% of the Eckerd Youth Investment Award and that Success for Kids and Families provides the administrative oversight free of charge. John Mayo shared the Leonard Sheer March Madness and Art and Essay contest is being held March 7th at the UT Basketball Center and that March 8th is the awards banquet at the Columbia Restaurant John Mayo Sandra Pinkney acknowledged Central Regional Director Tim Nierman and Norm Campbell in the audience Pam Alvarez introduced the Board and audience to the new Assistant State Attorney, Christopher Moody Sandra Pinkney Pam Alvarez Public Comment Pam Alvarez reported the FJJA conference is being held in February in Orlando and there are two post-conference workshops, with local presenters as well.
