Caporale" Campo Boario, 64100 Teramo ITALY Tel.: (0039) 0861 332204 Fax: (0039) 0861 332251 e-mail address: g.migliorati@izs.it segreteria@izs.it website: Name of Director of Institute (Responsible Official): www.izs.it Fernando Arnolfo Director General Name (including Title and Position) of Head of the Collaborating Centre (formally OIE Contact Point): Giacomo Migliorati Name (including Title and Position) of writer of this report (if different from above) Barbara Alessandrini ( Head of Training Unit), Paolo Calistri (Head of Epidemiology Unit), Giampiero Scortichini (Head of Chemistry Unit), Nicola Ferri (Head of Animal Welfare Unit) Annual reports of OIE Reference Centres, 2013 Scientific Director 1 Veterinary Training, Epidemiology, Food Safety and Animal Welfare Summary of activities specifically related to the mandate of OIE Collaborating Centres ToR: To provide services to the OIE, in particular within the region, in the designated specialty, in support of the implementation of OIE policies and, where required, seek for collaboration with OIE Reference Laboratories ToR: To identify and maintain existing expertise, in particular within its region 1. Activities as a centre of research, expertise, standardisation and dissemination of techniques within the remit of the mandate given by the OIE Disease control Epidemiology, surveillance, risk assessment, modelling Training, capacity building Zoonoses Wildlife Avian diseases Aquatic animal diseases Animal welfare Diagnosis, biotechnology and laboratory Veterinary medicinal products Vaccines Food safety Feed safety Other (Name the category: ) 2 Type of activity Scope Training Two eLearning projects under the “Better Training for Safer Food” strategy, promoted by the Executive Agency for Health & Consumers (Direction General SANCO), for the production and management of eLearning courses devoted to official veterinarians and other professionals of the National Competent Authorities of member, candidate and third Countries Training/Animal Welfare Project "Renovation and Promoting high quality control posts in the European Union", awarded to a large European consortium led by CRPA Spa: the Institute delivered 4 multilingual ( English, French, Spanish, Greek, German and Italian) eLearning courses for official veterinarians, stakeholders, control poststaff and transport company workers. The courses were planned in order to improve animal welfare standards in control posts. IZSAM was also responsible for the implementation and management of a multi-functional web site and collaborated to the development and validation of a protocol for the assessment of animal welfare focused on the long transport of livestock (cattle and pigs), and the use of Control Posts Training/Food Safety An eLearning programme on “Microbiological Criteria and Salmonellosis control”, in partnership with the Istituto Zooprofilattico Sperimentale delle Venezie, in the framework of a research project funded by the Italian Ministry of Health. Epidemiology/Animal Welfare IZSAM experts worked for the success of the7th Framework Programme project “Companion Animals Multisectorial, Interprofessional, Interdisciplinary, Strategic Think Tank On Zoonoses (CALLISTO)”, led by the Federation of European Veterinarians. CALLISTO aims at providing an overview of the current situation with regard to the role of companion animals, as a source of infectious diseases for people and food animals, to identify knowledge and technology gaps for the most important zoonoses and propose targeted actions to reduce the risk of zoonotic diseases transferred via companion animals. IZSAM chairs the Expert Advisory Group on Annual reports of OIE Reference Centres, 2013 Veterinary Training, Epidemiology, Food Safety and Animal Welfare Type of activity Scope Epidemiology, is member of the EAG on Sociology and Animal Welfare, and leader of the work package on knowledge management and dissemination. The 2nd cycle achievements dedicated to risk assessment, are available at www.callistoproject.eu. Epidemiology/ Food Safety IZSAM went through the activities foreseen by the International European Project CAPS2 “Strengthening of Centres for Aquaculture production and Safety surveillance in Adriatic Cross-border Countries”. Epidemiology OIE-CC-IZSAM experts continued the research activities in Namibia, in collaboration with the Central Veterinary Laboratory in Windhoek and Namibian Veterinary Authorities, on the surveillance and control of major animal diseases and in the development of a laboratory information system able to produce relevant epidemiological data Epidemiology/Training The collaboration with the National Centre for Animal and Plant Health (CENSA) of Cuba continued in the framework of common training activities on epidemiology and risk analysis Animal Welfare The ‘Shelter Quality protocol’ (SQP) is a new tool that enables an objective evaluation of the welfare state of dogs in shelters, highlighting resource- and management- related criticalities. The SQP represents a first attempt to an animal-based approach, which is becoming more and more successfully applied to farm animals welfare assessment (e.g. Welfare Quality Project®). The protocol was tested and validated assessing 29 rescue shelters in 6 different European countries. Animal Welfare Free-roaming dogs in Chile create a range of health and welfare problems for people, animals and the environment. 174 dogs were assigned to 3 groups: chemical or surgical treatment and control. Analysis were carried out to compare behaviour (e.g. aggression, home range) before and after the neutering. Animal Welfare Android® applications (App) can be very effective when collecting data during field work. The first App integrates GPS and Google mapsTM, to navigate within the sampling perimeters, and allows semi-automatic data recording. The second App allows to create a database of animals electronically identified: the Android® device links with the transponder reader and automatically opens the animal clinical file. If it is a new record, the App opens a new file to be filled. Data management and transcription are also deeply simplified by these software. Animal Welfare The worst adverse effects (WAEs) of hazards in EU dairy production systems and the animal based measures (AMBs), already collected in the field, that can be utilised to detect such adverse effects were identified. To evaluate the potential of already collected ABMs for detecting the WAEs, the linkages between ABMs and WAEs and amongst WAEs were identified using expert elicitation. The collected data will serve as a basis to evaluate the possible use of animal based measures for quantitative assessment of the welfare of dairy cows. Animal Welfare A Delphi process was carried out to gather expert opinions across 10 EU countries about thresholds of acceptability for a selection of animal based measures, to be included in a high welfare quality system for four livestock species (pig, cattle, sheep and horses).
