Portfolio of Job Related Experience
- Currently serve as the first Director for the Department of Emergency Management & Homeland
Security as a startup degree program. Developed a revised curriculum of instruction which was approved
for delivery in both an online and in class delivery format. As a teaching Director, taught the initial two
courses as part of the revised curriculum this past semester Spring 2011. Program development efforts
lead to recognition by both FEMAs Higher Education Project and DHSs University and Agency
Partnership Initiative (UAPI). The program was also recently recognized as the fastest growing here at
UAF with more than 60 students entering into the program over the course of this last year.
- As the Deputy Project Manager for WPPS Project in Baghdad, integrated the Mass Casualty
(MASCAL) response plan with other associated contingency plans and developed a coordination plan for
mutual response and assistance between our security services, Baghdad Fire and Rescue and the
International Zone (IZ) Police.
- Created and developed the Department of Emergency Management for the University of Alaska
Statewide System. Oversaw the development of an office which now has resident emergency managers
for each MAU. Developed the All Hazards Emergency Operations Plan, Business & Academic
Continuity of Operations and Pandemic Preparedness Plan for the system’s 16 campuses totaling more
than 30,000 students, staff and faculty members.
- As the Director of Emergency Management for the University of Alaska, spearheaded the adoption and
implementation of the National Fire Protection Association (NFPA) 1600 Standard on
Disaster/Emergency Management and Business Continuity as the strategic tool to develop and evaluate
the UA System’s emergency management processes. One of the first university centric programs in the
nation to do so.
- As the Department Chair and Director of Military Science and Leadership (UAF Army ROTC),
implemented a five year strategic plan involving the targeted recruiting/ retention and a revised training
program that met every goal by year three; elevating the program from the bottom third to a top 15%
program of a total of 272 programs nationwide—twice in a three year period.
- Retired from the U. S. Army in 2006 following a distinguished 24+ year career involving deployments
to contingency operations in twenty-five plus countries which include: Afghanistan, Iraq, Kuwait, Italy,
Congo, Rwanda, and Haiti—during peacetime and war. Served in both conventional and special
operations units with a multitude of unique and select assignments including: command at the field and

company grade ranks; aide de camp to the Commanding General, Coalition Forces Land Component
Commander (senior General Officer in Afghanistan during initial stage of Operation Enduring Freedom);
**performance led to nomination to work as a member on the White House Military Staff and as a Senior
Platoon Trainer at the Infantry Officers Basic Course.
