PROGRAM MANAGERS CIG October 14, 2013 Janice Emerzian- presiding Scott Valverde- presiding Janice E- Fresno City: Hoping to hear new and creative things people are doing. Will be giving an opportunity for sharing of effective ideas that have been adopted by DSPS programs around the state. First, Ubi Duo has a new smaller product and the battery is better, very portable. Same price as it has been. Highly recommended Introduction of Jeff Ross from Taft College- has received a 12.5 million bond Scott Valverde- CCCCO: Happy to announce that AB 595 has passed and this means that DSPS students are now in the first priority category for priority registration. Clarification made- Student Educational Contract can also serve as Student Education Plan, definitely in the first year a compliant SEC will pass for the SEP. Jon James- American River- Reminding everyone to make sure SEC is counted in the data management system Janice – Fresno’s system picks up to SEC- through a separate screen in Datatel A student success summit was held in September- show of hands of those who attended- one or two only. The initiative requires orientation, student ed plan and counseling- colleges may be able to get funding from campus if they are doing the SEPs for students with disabilities. Learning Ally will soon be available through iPhone and Android. The CCCCO will continue the contract for the next year. This is a great resource. Their services are free to all colleges, so if your college or program has a contract, best to cancel it. C2C programs which are funded by 2.5 million per yr from the Department of Rehabilitation are going into the third year of operation. CCCCO is very pleased with the five programs and would like to see these programs continue and hopefully will expand in the future. All 15 million recently allocated will go into allocation process and therefore out to colleges. Unfortunately, DHH was flat lined so there will be no increase in those funds this year. The Scotts are planning to do a budget change proposal (BCP) for next year- asking for 16 million in additional funds for DHH. A work group has been established as a result of the Disability Policy Workgroup and rewriting Title 5 has begun. The plan is to rewrite Title 5 regulations and implementing guidelines to better match ADAA and other changes in the field. First meeting has been held- and representatives have been selected from all constituencies- (See attached committee list.) CCCCO is holding a second VET summit in Newport Beach on December 5 and 6. The CCCCO is offering help to directors with travel costs to the VET summit. There are a lot of sessions that cross train to DSPS. Newport Beach is a great location. Jan Galvin- Galvin Group: This year’s contract is for twelve technical assistance visits, ten of which are designated for programs with new directors. The 2013-14 Directory and Version 6 of the Primer were sent out to all the colleges, hopefully, everyone received them. Along with TA visits, Galvin Group staff will be visiting VCR centers. Remember they are available 24/7 and Jan trolls all the college websites monthly to look for new items to add on the Galvin Group website. Again, are working on the Title 5 rewrite, so please give your input to your representative. Janice E: Pleased to introduce our new student representative- Chuck Stevens IDEAS TO SHARE THESE DIFFICULT TIMES: Debra Wright-Howard- San Diego City: Recently hired a Dean of Technology and have been successfully using the DECT resource. She advised not to let the guidelines scare you- it’s a wonderful resource. Susie Lala - Porterville- Had Jan Galvin come and educate her administrators. Very successful. Helene Maxwell- Alameda: The C2C program has allowed them to continue to work with students with intellectual disabilities. Alameda’s LD Specialist retired in 2009 and they are finally able to hire and have publicized the position, adding the need for experience working with veterans. Gwyn Tracy- Sacramento City: Through their C2C program, they have been able to hire eight coaches to work with students with Autism Spectrum Disorders. Jeff Ross- Taft: Just completed a 15 million project to work with students with intellectual disabilities. Malia Flood- Southwestern: Focused on Disability Awareness in October, trying some things that have not been done before. They used events with students to raise money and bring in disability awareness. They included vendors in the event and raised $800 by charging them to participate. They always invite administration representatives to speak and this year had the President. Had students tell their stories helps to make it real and encourages students to be vocal. Randy Anderson- LA City: In his position, he supervises Health and Wellness Center which has enabled them to purchase a new cart to be shared between DSPS and Health and Wellness. Also, the mental health programs at LA Valley and LA Mission are providing assistance to DSPS. As is the case with most programs, the bulk of his budget goes to salaries and benefits, so the DHH budget helps to fund the rest of the program. Also possibilities include foundation money, basic skills funds and CTE funds. When you talk at your college about the expense of DHH, provide numbers and data. Janice shared info about a program for students with intellectual disabilities funded through the Regional Center that has enabled them to serve cohorts of 30 students in a two year period cycles. Medicaid Administrative Activities (MAA) is another resource for additional funds. Not a huge amountmaybe $5,000 or $6,000 per year. Helene Maxwell- Alameda: When classes for DDL were cancelled due to the budget cuts, through parental advocacy, they were able to sign a contract with Alameda School District. Consider contacting your local school districts. Stacey Shears- Diablo Valley: Received a mini grant for 25 smart pens. Currently, attempting to get student success money and are tracking assessment, orientation, outreach and educational plans to try to tap into that money. Chad Bowman- Golden West: Brought in eighty high school students to meet with DSPS staff and counseling. Were asked by Dean of Counseling to provide accommodations for them try to urge them to go through the matriculation process. Also, working to try to get student success funds. Ginny Richards- Los Medanos: Got five smart pens from the college foundation. Strategically, she left on vacation during the beginning of summer and let the college experience the “loss” of DSPS Coordinator. Afterward, she was able to gain increased release time for the Coordinator and increased time of a Technical Specialist to work on electronic records. Suggest including program review and budget request into college program plan. Janice E: Important to reference what the program review and accreditation says and cross reference with other departments. Stacey Shears- Diablo Valley: Prepared a history of funding and students and DHH money to present to admin. She is chairing accreditation and general standards plus DSPS and trying to balance responsibilities. Lucinda Aborn- Cerritos: Was able to work with two new Vice Presidents to include universal design in their goals. Consider the opportunity you have with new administrators. Debra Wright-Howard- San Diego City: Their former Vice President assigned all test proctoring to departments. Was initially difficult, but ultimately solidified relationships with faculty. Chad Bowman- Golden West: At the end of the year, faculty senate had left over money to give away and DSPS requested video cameras for testing rooms. These were not very expensive and now they have eight cameras in two testing rooms. The monitors allow whoever is in the office is to tune in. Audra Nijon- Mt. SAC: The journey was long and they got really close to demanding captions on at all times. Have reached a point where faculty quote 504. The campus is much more aware of disability issues. Janice E: Emphasize importance of policies and procedures. Go to OCR cases on Galvin Group website and Chancellor’s Office. Important to remind administrators and faculty- “I am keeping you out of jail!” Jan Galvin-Galvin Group: OCR cases can be found on the Galvin Group website – go to resources, and then section 2- OCR/ADA/504. Janice E: Planning two sessions on new legislation in the spring. Don't try to reinvent the wheel, use the Galvin Group website and each other. Also recommends Jeff Ross’ session at 9:00 Tuesday. Randy Anderson- LA City: Used foundation funds for supplies. Also developed a DVD to help students from basic skills to feel more comfortable to do self-referral and also for faculty to make referrals. Important to keep notes to show efforts you are making. Susie Lala - Porterville: When Porterville was audited, they were asked to share hard data with the auditors. Danita Scott-Taylor- San Joaquin Delta: During summer and winter recess they were able to get noncredit matrix money to fund counseling services. Chuck Stevens- student representative: A resolution is coming up as a result of the bullying that many students with disabilities have experienced while growing up. The goal is to bring the issue to light to make re-entry adults with disabilities feel comfortable on campus. FINAL ANNOUNCEMENTS: Grace Hanson- Mt. SAC: Introduced as CAPED President. Malia Flood- Southwestern: Reminding people to please participate in the silent auction- it all goes to the scholarship funds. Danita Scott-Taylor- San Joaquin Delta: Will have an opening for a counselor Jana Garnett- Santa Barbara City: Will have openings for two LD Specialists next year Dipte Patel- El Camino: Thanked presenters and reminded them to please download their presentation materials onto “Drop box”- a computer is available in the exhibit area. New people were introduced: Beth McKinnon- Cabrillo Terri Goldstein- Bakersfield College Crystal Romero- San Mateo Nathalie Laille- Santa Monica TITLE 5 RE-WRITE WORKGROUP Chancellor’s Office Linda Michalowski CCCCO, Vice Chancellor, Student Services Jeff Spano CCCCO, Dean, Student Services Scott Berenson CCCCO, DSPS Specialist Scott Valverde CCCCO, DSPS Specialist Chelle Ellenberger CCCCO, Support Staff Chancellor’s Office Legal Affairs Division Julia Blair Staff Attorney Michelle Goldberg Staff Attorney Meeting Facilitator Jan Galvin The Galvin Group Faculty / Counseling / Academic Senate Representative Scott Hamilton Cosumnes River College Maria Gonzalez West Hills College - Lemoore DSPS Regional Coordinator / Academic Senate Representative Jon James American River College Deaf / Hard of Hearing Advisory Group Representative Patie Wegman Santa Rosa Junior College CAPED Representative Grace Hanson Mount San Antonio College Learning Disability Field Advisory Group Representative George Marcopulos Santa Monica College TITLE 5 RE-WRITE WORKGROUP C2C / Autism Representative Denise Simpson North Orange CCD – School of Continuing Education Student Senate Representatives Sarah Funes College of San Mateo Michelle Christenson Moreno Valley College Chief Executive Officers / Presidents Willy Duncan Sierra College Chief Student Services Officers Stephen Johnson Cerritos College Galvin Group Catherine Campisi Galvin Group
