Created in 1999 with an endowment of $225 Million from
Commonwealth Edison Company.
Mission to invest in clean energy development and land
preservation efforts.
Grants available to local governments and 501c3 charitable
organizations in Illinois.
Mission is supported by programs/projects to:

Publicly owned and operated facilities; either by local
government or public agency established by legislative action

Capacity to treat a minimum of 1 Million Gallons per Day

Plants with capacity to treat Over 50 Million Gallons per Day are
NOT eligible to participate in the pilot program.

Eligible facilities must be designed and scheduled to operate on
a 24/7/365 basis.

Facilities must agree to certain energy efficiency prerequisite
improvements (e.g., efficient lighting and motors)

LIGHTING
◦ $0.15 cents per kilowatt-hour reduced or 40% of total project cost (the lesser of the
two)
◦ Indoor and Outdoor improvements
◦ $160,000 Annual Funding Cap
◦ March & September Applications

HVAC
◦ 1/3 of Incremental cost difference between code compliant and proposed
innovative system (up to $90,000) or geothermal system (up to $75,000)
◦ January & July Applications

LEED Buildings
◦ Design & Commissioning of new buildings
◦ Funding dependent on LEED Certification level & compliance with on-site renewable
energy requirements
◦ Funding available for both innovative energy efficiency and renewable energy
systems – up to $500,000
◦ Rolling Review Application

Aeration and other process systems

$0.12 cents per kilowatt-hour reduced

Variable Speed Drives -$50 per horsepower controlled

◦ e.g., turbo blowers and dissolved oxygen sensors
Measures for which the Foundation has not previously
provided funding will be considered on a case by case
basis

