1. Introduction:
During the site inspection Team Leader with Managing Director, Unihorn India Pvt. Ltd., Project
Co-ordinator, other key professionals, rep of SPV and sub- professionals of Independent Engineer
inspected the project corridor of NH-215.
During inspection, site visits & meeting various issues as below have been discussed and
reviewed

Note: Though “GFC” have not been issued but work is in progress as per the drawings
supplied by the Concessionaire to their EPC and accordingly the work is being supervised
till proper “GFC” drawings are issued.
Private Land (141.632 hectors): Has been handed over to concessionaire.
Govt. Land (252.84 hectors)
: Handing over Govt. Land 252.84 hectors has been
completed.
Forest Land (174.16 hectors) : The diversion proposal has now been submitted to the
MOEF and they inturn have forwarded the proposal to their Regional office at
Bhubaneswar for verification and recommendation of the case.
Status of Tree felling
: Tree felling has been stopped in both sections.
Shifting of Electrical poles
: Started shifting in Section-II but progress is slow and
shifting not yet started in Section-I.
RWSS Pipe line shifting
: Not started.
The concessionaire has been requested to submit the methodology statement for all the
items of works to IE for review but same is still awaited.

Quality assurance manual has been submitted by concessionaire, IE has verified and
returned duly reviewed.
IE and NHAI are insisting that the maintenance work should be taken up with bituminous
material to render the road traffic worthy at the earliest possible and the concessionaire has
now started maintenance of the existing road with bituminous layer. They are likely to
complete the maintenance upto Kalta from Rajamunda side by the end of May.
Safety review has been carried out and the concessionaire has been asked to comply the

GSB etc.
Since the movement of heavy
trucks is more particularly at night
time it is advisable to provide
intersection signs for entire project
road as per IRC with retroreflective
sheets for night time visibility.
Traffic diversion plan should be
prepared as per IRC:55-2001
“Guidelines on safety in road
construction zones” and submitted
to the safety auditors for
review/finalisation.

Section- 1
M/s McNally Bharat Engineering Company Ltd. has withdrawn and
moved out
all the available resources in section-I. Presently no work is found in progress in
section-I.M/S OSEPL and NHAI may take necessary action so that working season
can be availed for execution of maximum works.
Section- 2
1. EPC for Section-2 is now attending the maintenance of the existing road for the
stretch km 201+900 to km 239+000. They are likely to complete the maintenance
of the existing road from Kalta to Lohunipada by end of May 2014.
2. Work on the Koida bypass has been again taken up and excavation for P1,P2 piers
and A2 abutment foundations of a major bridge on Koida bypass is in progress.
Also setting up new camp on Koida bypass is in progress.
3. Maximum resources are found concentrated in the stretch km 239+000 to km
259+453 to achieve the laid down targets and now another camp near Kairo Nallah
at village Kusumudi is being established so that construction of Kairo bridge and
Koida Bypass works can be taken up.
4. Kerbs casted for the median have now been provided with saw cuts at every 5 mtrs.
5. Filling material in the median has now improved.
6. EPC is having only one Bitumen pressure distributor. They should have two
bitumen pressure distributors, i.e. one for the slow setting emulsion for the prime
coat and the other for the rapid setting or medium setting emulsions for the tack
coat. EPC should do the needful now.
7. EPC should make one asphalt cutter available for making proper jointing for
starting the daily work.
8. Quite longer lengths of WMM have been found completed on ground. The same
should be covered with the next layer of DBM otherwise finished WMM surface
may develop deformations.EPC should take immediate action to cover the finished
WMM surface with the DBM layer.
9. All WMM work must be executed through a WMM paver with sensor device.
Laying WMM with motor grader will not be accepted.
10. EPC has now started procuring VG-30 from M/s HPCL.
11. All the joints in the DBM surface have not been prepared properly .There are big
undulations created at the joints. Necessary corrections may be carried out now.
12. The desired quantity of water was not being used for the earthwork. This was
shown to the rep of the EPC and advised to improve the quality of earthwork.
13. Filter layer was now provided while filling behind the culvert walls.
14. Both avenues are full with surplus soil. The rep of the EPC was advised to either
remove this surplus soil or level the same within the ROW area which will permit
easy drainage of the area.
15. Filling behind Minor Bridge is now taken up after giving the layout of the
construction area. Toe walls for the quadrant portions should be completed and
filling in the quadrant portions should also be taken up simultaneously.
16. Quality of concrete is now improving.
17. EPC has now made available one concrete pump for placing the concrete at
different levels.
18. Rep of the EPC was advised for taking up the development of Major Junction with
NH-143 also since Lahunipada bypass is likely to be completed shortly.
19. Lab establishment is completed and procured all apparatus.
20. Both crushers have been established at Base camp at km 252+000 and production
of aggregates is in progress.

21. Borrow areas for Earthwork and sub grade materials sampling have been collected
and testing completed.
22. Aggregates production is in progress.
23. Concrete mix designs for M-15, M-20, M-25, M-30,M-35 & M-40 have been
completed.
24. Camp construction is already completed. Sufficient manpower deployed at site.
25. Tree cutting has been stopped.
26. Shifting of electrical poles is in progress but progress is slow.
27. Removal of hand pumps not yet taken up.
28. Very little work for payment of arbitration amount is now balance and EPC is
already taking the required action.
29. Over all progress of works is very slow.
30. The process for obtaining approval of GAD for all the three ROBs has not yet
been completed.
31. Construction work of ROB at Km 245+950 has been stopped.
32. The concessionaire is coordinating the forest clearance from the MOEF. The
critical activity in this process is cutting a huge quantity of about 55000 no. of
trees.
33. The stretch of the existing road from km 206+000 to km 219+000 is still in very
poor condition. Maintenance of this portion should also be attended immediately.
34. The financial closure of the project is getting delayed and accordingly the
concessionaire is unable to tie up the funds which is affecting the progress of
works.
