I. Office of Residence Life Mission Statement II. The Office of Residence Life intentionally fosters a safe, collaborative, and inclusive living community that promotes students’ academic and personal growth in accordance with the University’s Core Values. III. Definition of the Position The Resident Assistant Director (RAD) position is arguably the most responsible student job on our campus. The RAD directly supervises and holds accountable a Resident Assistant (RA) staff in upholding the academic and developmental mission of the University. The RAD lives in an assigned building/area of approximately 5-9 Resident Assistants and 200-450 residential students. The RAD reports to professional Residence Life staff. IV. Purpose of the Position RADs serve to facilitate a cooperative, considerate group living/learning environment. As a RAD, you articulate directly for your staff and indirectly for the residential students of your area the philosophy and policies of the Office of Residence Life and Saint Leo University. You represent the Office of Residence Life and Saint Leo University by serving as the primary role model for students. The five basic RAD job responsibilities include: i. Supervision ii. Facilities/Maintenance iii. Community Development/ Programming iv. Training & Staff Development v. University Representative V. Qualifications At the time of application, the applicant: a. Must be currently enrolled as a full-time student taking at least 12 undergraduate credit hours or 6 graduate credit hours b. Must remain in good full-time academic standing with the University and have a minimum 2.5 semester and cumulative GPA, including the semester prior to employment. The University may not renew contracts on returning staff members who fall below the 2.5 semester/cumulative GPA requirements. c. Must be able to provide all the necessary documentations for employment, (International students must have approved working visa) d. Cannot be on Residence Life or University conduct or academic probation e. Have been a Resident Assistant (RA) for two 2 semesters (current semester during application process counts as a one semester). VI. Position Expectations a. Academics You must remain in good academic standing with Saint Leo University and the Office of Residence Life. (See Academic Requirements Section IV) b. RAD Housing Assignment & Responsibilities c. d. e. f. g. h. Room assignments are based on the needs of the building and hall, floor or apartment assignment is at the sole decision of the Office of Residence Life. You may be reassigned any time at the discretion of the Office of Residence Life. A RAD is required to reside in their assigned room while in the RAD position. An RAD is expected to maintain presence in their assigned room/area during the week and weekends and to communicate to professional staff if the need arises for extended time away from their area (vacation, emergencies, etc.). RAD rooms will be inspected for health and safety by a supervisor. In the event of resignation or termination, a RAD will be required to relocate to a different housing area or building. Compensation Resident Assistant Director compensation includes a single room in the hall they are assigned and a stipend per semester. The stipend is paid in bi-weekly installments. The compensation package for the RAD position is considered a scholarship under financial aid and may affect your financial aid package. It is your responsibility to find out if your financial aid package may be affected. RAD Term of Employment You are hired for the complete academic year (August – May). If you resign before the end of your RAD Contract employment date, a letter explaining the circumstances will be kept in your permanent employment file. In addition to your Resident Assistant Director Contract, you will sign a 2013-2014 Residence Hall Housing Agreement. If you decide to resign or are terminated from your RA position, you will remain bound to the 2013-2014 Residence Hall Housing Agreement. No term or condition of the agreement will be waived. Reapplication Resident Assistant Directors are hired for a one year term of employment. RAD’s may choose reapply for the Resident Assistant Director position each year. RAD’s must be eligible for future employment (2.5 or higher semester and cumulative GPA, no conduct history). RADs will interview with a panel of 2-3 professional staff for re-employment. Current job performance will be strongly considered in making hiring decisions for the following year. All re-hire positions on contingent on approval from the Assistant Director of Student Services. RAD Professional Development Opportunities RADs are required to attend all training workshops at the beginning of each semester and monthly RA In-Services. There will be an opportunity for current RA’s and RAD’s to participate in the Florida Resident Advisor Seminar (F.R.A.S.) conference. Dates for training will be provided to the RAD/RA staff before they depart for the summer and winter breaks. Other professional development opportunities include the ability to attend leadership conferences such as LeaderShape, Drive-in Conferences, etc. RAD Agreement Dates and Holiday Periods The RAD Employment Agreement begins approximately four days prior to RA Training (which is 2 weeks prior to the start of the Fall semester ) in August and two days prior to RA Training (which is one week prior to the start of the Spring semester) in January. The RAD employment agreement ends approximately three days after halls close at the end of each semester (one day after RAs are released). The RAD is required to work during these established contract dates, including holiday or vacation days or periods when the University is closed. Halls remain open during Thanksgiving and Spring Break. RAD’s, like RAs or residents, are responsible for winter housing financial charges if they choose to remain over the winter break. RAD’s must remain on campus to assist with preparations for natural disasters including hurricanes, tornados, droughts, floods, etc. If residents are moved to shelters on or off-campus, RAD’s will be expected to assist at these shelters. Summer Employment There are no RADs during the summer term; however RADs may choose to apply for the Resident Assistant summer position. The number of resident assistants employed during the summer is based on the number of students in residence and the facilities used. Additional job opportunities may exist for office assistants or conference assistants on campus over the summer. i. Resignation/Termination Upon leaving your RAD position (due to resignation or termination), you will be relocated to another residence hall. This room assignment will not be in the same area where you served as an RAD. Your last paycheck will be forfeited if you do not complete all the requirements of the position as outlined in the Resident Assistant Director Contract. If you leave your RAD position and are required to remain on campus you will be charged a prorated fee for housing. Additionally, all property of Residence Life, including but not limited to, staff shirts, jackets, manual, keys, etc., must be returned within 24 hours. Resignation of your RAD position must be made in writing to the Associate Director of Residence Life. j. Appeals a. In the event that the RAD is terminated from the position, an appeal may be made in writing to the Assistant Vice President of Student Services within 48 hours of written notification of termination. b. Understand that if you are terminated, you will be relocated to another residence hall and your last paycheck will be forfeited if you do not complete all the requirements of the position as outlined in the above contract. VII. Responsibilities a. Supervision i. Selection: RADs will assist in the selection of Resident Assistant teams for the tem of hire ii. RA One-on-Ones: RADs will minimally hold a one-on-one meeting with each individual RA on their team once per pay period (twice per month). Additional meetings may be necessary based on performance or emergency issues. Oneon-ones will be documented and shared with supervisors. iii. Availability and Approachability: must be available and accessible to all Resident Assistants and residents of your assigned area iv. Confidentiality: respect and maintain appropriate staff and student confidentiality at all times. This includes sharing information only with appropriate authorities (including Office of Residence Life professional staff). You are expected to help stop (not propagate) rumors and misinformation. v. Role Model: assist in the development of a responsible living environment on your floor/hall/apartment by serving as a positive role model and effectively confronting inappropriate and negative behavior. Demonstrate behavior that is accepting and inclusive of all staff & residents. vi. RAD Meetings: RADS will attend weekly RAD staff meetings vii. Area Staff Meetings: RADs will hold weekly staff meetings for their area team. RADs are responsible for providing a printed agenda for student staff and holding all staff accountable for attending meetings. viii. Duty: RADs will hold weekly campus on-call responsibilities to be available/accessible to Resident Assistants. RADs will complete campus rounds on three nights of their week of on-call. Professional staff are still to be involved for any drug violations, campus transports, emergencies or issues where the RAD and RA(s) are unsure of how to respond. 1. Documentation: document any interactions which are not “routine.” Incident reports are due within 24 hours of the incident. 2. Limitations of Authority: RAD’s must understand the limitations of his/her authority and seek assistance from their supervisor(s) and or Campus Safety when necessary. 3. Documentation: Perform other duties related to policy enforcement, confrontation, etc. as assigned. ix. Office Hours: RADs will schedule, post and complete ten office hours a week in the Residence Life office on a minimum of four different days x. Committees: RADs will each supervise/co-supervise a Residence Life committee xi. Evaluations: RADs will complete end-of-the-semester evaluations in fall and spring semesters. RADs will review evaluations with their supervisors and hold evaluation meetings to share feedback with the Resident Assistant staff. b. Facilities/Management i. Bi-Weekly Maintenance/Cleaning Checklist: the RAD is responsible for thoroughly documenting maintenance and cleaning concerns on the checklist and submitting it to the Residence Life office (twice a month). ii. Manage Opening of Area: RAD is responsible for ensuring all RA’s residentsignature-sheets are submitting to the Residence Life office in a timely manner at the beginning of each semester. RADs will also assist with opening the building each semester including check-in and trouble-shooting. iii. Manage Closing of Area: RADs will do individual walk-throughs with Resident Assistants at the end of each semester and document/correct issues in rooms. RADs may release RAs after all maintenance requests and incident reports have been submitted following the walk-through. RADs will complete walk-through of highlighted “trouble” rooms with professional staff & assist in plugging rooms as necessary. iv. Maintenance Concerns: RADs will train and assist RAs and students on/with submitting maintenance requests. RADs will track & follow up on on-going maintenance issues in their area and report to professional staff. v. Personal Responsibility: consistently encourage personal responsibility upon the part of all area members. Help them take responsibility for their own actions. vi. Keys: you are fully responsible for any/all keys, equipment and supplies assigned to you. Losing keys will result in probation or termination. You will also pay restitution for keys, equipment and supplies lost or not returned at the end of the academic year or term of employment. RADs are responsible for key logs for their area and submitting those bi-weekly with maintenance/cleaning checklists. vii. Health and Safety Inspections/Fire Drills: responsible for assisting student staff with effective completion of health and safety inspections and fire drills & submitting appropriate paperwork to the Residence Life office in a timely fashion c. Community Development/Programming i. Area Community Development: The RAD is responsible for promoting a sense of belonging by establishing the foundations for a community, to respect the rights of all members, and to help residents feel at home. Facilitate interaction among the residents so that they know one another. Address trash & common area damages pro-actively and as they occur. ii. Mediation: assist RA staff when they need additional support in resident conflicts; participate in mediation and encourage conflict resolution. Know campus and community resources that are available to students and be able to effectively refer them. iii. Door Decorations/Bulletin Boards: ensure that bulletin boards and door decorations are creative, informative and professional in appearance. Each month submit pictures of area boards & door decorations to Assistant Director for Residence Life. iv. Flyers: supervise RA’s in posting and maintaining flyers, posters, information and other distributed materials keeping all posted materials up to date on a daily basis. v. Referral Agent 1. Campus Resources: know campus and community resources so you may properly assist residents with issues and concerns. Act as a referral agent for students and staff and assist them in finding appropriate campus and community resources. 2. Referrals: assist students and staff with personal, social, and academic issues and concerns by serving as a resource person; refer them to the appropriate persons/offices whenever needed. Always consult your Residence Life professional staff if you have questions in regards to student referrals. vi. Programming: 1. Programming Paperwork: RADs will approve & complete all program paperwork for RA staff; due to Associate Director for residence life within 48 hours of each pay period end. Refer to professional staff for any “questionable” programs or advertisements including potentially offensive or controversial materials. 2. Programming Supervisor: RAD will attend 1+ individual programs per semester of each RA on staff and provide feedback d. Training and Development i. RAD/RA Training: RADs are required to attend and participate in all staff training sessions prior to the start of each semester. Members of sports teams and Greek organizations are not automatically excused from any part of RAD/RA Training and/or Fall opening coverage and responsibilities. Understand that after academics, your RAD job is first priority. You must obtain permission from a member of the Residence Life Professional Staff prior to missing opening/training. ii. RA Training: RADs will be responsible for leading teambuilding and/or informational sessions during August and January training and/or in-services. RADs will hold sole responsibility for in-area time during Area Training. iii. In-Services: RAD’s must attend all in-service training sessions (one Sunday a month from 5-7pm). iv. Rapport: Establish and maintain positive and appropriate relationships with your supervisor, professional staff, RAs and fellow RADs. Develop positive relations with Campus Life Professional Staff, Maintenance and Custodial Staff, Plant Operations, Campus Security and all other staff who work in conjunction with the Office of Residence Life. v. RAD/RA Manual: Be responsible for all information provided in the RAD and RA Manuals, Code of Conduct and Guides to Residence Living. e. University Representative You are expected to act as a positive and professional University and Departmental representative at all times. You will demonstrate exemplary behavior, both on and off campus. Whatever actions and behaviors you demonstrate and role model on campus, off campus, or even in your hometown or permanent residence, can affect your ability as a staff member if it is deemed inappropriate. In order for our system to work, we must be able to hold you, as a student staff member, to a higher standard of expectations; otherwise, you will not be able to continue performing your job responsibilities as an Office of Residence Life student employee. i. Communication: Maintain ongoing communication with the Residence Life professional staff, RAs, fellow RADs and other departmental staff members. This includes, but is not limited to, checking your phone and e-mail messages on a daily basis and your RAD mailbox three days a week. RAD’s must return phone calls and e-mails in a timely manner. ii. Equity/Diversity: you will help serve the needs of all residents. You are expected to recognize differences and be inclusive of all residents. The Office of Residence Life does not discriminate on the basis of sex, race, religion, sexual orientation, ethnicity or disabilities. Staff will act in a manner that is open-minded and shows respect to others’ choices. iii. Policies: you will actively confront and document all policy violations in a timely manner. You will also reference and enforce all Saint Leo University and Office of Residence Life policies and procedures at all times. You will uphold the policies and procedures of Saint Leo University and laws of the State of Florida. iv. Alcohol Policy: If a RAD chooses to consume alcohol at a student function it must be done legally & responsibly. Violations of the below guidelines or inappropriate behavior may result in disciplinary action and/or termination. The use of illegal drugs on or off campus will result in termination from employment. Random drug testing may occur at the discretion of the Director of Campus Life. The use of alcohol on or off campus with residents is strongly discouraged since it may put staff in a compromising position. 1. If you are under the legal age of 21 you may not consume alcohol on or off campus. This includes any off campus University function or nonUniversity functions. 2. Staff members who are 21 years of age or older may consume alcohol responsibly in accordance with the Code of Conduct & State/Federal laws. Social guidelines for consumption off-campus include: a. A legally authorized third party vendor has assumed legal responsibility for checking the age of those attending as well as assumed legal responsibility for serving the alcohol. b. A sponsored event hosted by Saint Leo University where identification will be checked by a university official. c. A sponsored event hosted by a fraternity or sorority where a third party has been hired to check the age of those individuals who are consuming alcohol. 3. While serving as a representative or participating in University functions including but not limited to training, duty, in-services and meetings RADs are to remain substance free. v. Department Information: you will review and be responsible for all information outlined in all department publications. vi. RAD Mailbox: RAD’s are required to check their RAD mailbox in the Residence Life office minimally three of every five weekdays when University offices are open. vii. Electronic media: any internet profiles, live journals, blogs, web pages, etc. that do not represent the RAD, residence life community, Office of Residence Life, and/or Saint Leo in an appropriate manner should not be made available to residents. Office of Residence Life Professional staff will determine what is appropriate. The Professional Staff of Residence Life will not be actively VIII. IX. X. XI. XII. monitoring the internet, however, if a site is brought to their attention an investigation will occur. Outside Activities & Commitments a. RAD Job Priority: following your academic commitments, the RAD position is expected to be your number one priority. RADs are not allowed to hold any other job financially supported by Saint Leo University. b. RAD and RA Training: During RAD and RA Training periods and through the first week of classes, the RAD job is your first priority; you will not be permitted to be involved with any other student organization or activities that are conflicting during the times noted above. c. Conflicts: Permission to miss any part of RAD/ RA Training or Opening/Closing procedures is rarely granted. Such requests must first be discussed with and approved by an Assistant/Associate Director of Residence Life. Requests for missing events must be submitted no later than two weeks prior to the date of absenteeism; all other requests will not be accepted except in cases of emergency. d. Extracurricular Commitments: In order to hold an elected or appointed office in fraternities, sororities, and/or other clubs or organizations, to participate in intercollegiate athletics, an internship, or hold an outside job you must first gain approval from the Assistant/Associate Directors of Campus Life for Residence Life. If the said office or participation conflicts with the assigned duties and responsibilities, you will be asked to either leave the RAD position or resign from the elected or appointed position, team or job. First Semester of Employment: Resident Assistant Directors may not work more than 15 hours in another paid job in their first semester of employment as a RAD. RADs may not pledge a social Greek organization during the first semester of employment. Consensual Relationship Policy Romantic and/or sexual relationships between faculty and students, staff and students, or supervisors and subordinate employees are strongly discouraged. Such relationships have the potential for adverse consequences, including the filing of sexual harassment complaints. The claim that a romantic and/or sexual relationship may be or may have been consensual may not constitute a sufficient defense against an allegation of sexual harassment. The University considers it inappropriate and unethical for any member of the community to establish an intimate relationship with a student, subordinate or colleague on whose academic or work performance he or she will be required to make professional judgments. Therefore, persons with direct supervisory or evaluative responsibilities who are or become involved in such relationships must bring those relationships to the attention of their supervisor, and will likely result in the necessity to transfer the employee from the supervisory or evaluative responsibilities. This includes RADs and the RAs and students over whom they have direct responsibility. Essential Personnel RADs demonstrate ability to respond to all emergencies. RADs are a vital part of the University’s response to urgent/emergency/critical situations. In order to provide appropriate levels of response and assistance, RADs must be familiar with the emergency procedures. Staff will also respond to unexpected emergency situations, including dangerous and/or inclement weather conditions complying with instructions provided by the Office of Residence Life Professional staff, University officials and/or other official personnel. All student staff must remain on campus to assist in the event of an emergency. Extenuating Circumstances There are occasions when exceptions to the above items of employment will be considered. Understand that if you feel you have extenuating circumstances to the terms of this contract, you must apply in writing to the Assistant/Associate Director of Campus Life for Residence Life. It is important that you use your master key in a professional manner. With this in mind, the following are guidelines for master key use: 1. A Master key is defined as the actual Master key or the key accessing the lockbox where the Master key is stored. Master keys are for your own professional use. They may not be loaned to anyone under any circumstances. Loaning out your key will result in personnel action and could be grounds for termination. 2. Some appropriate times for using your master key are: lock-outs and emergencies. Inappropriate uses include opening a student’s room without permission. Unless it is a life or death emergency, you should not unlock and enter a student’s room without their permission prior to consulting with your Assistant Director or another Residential Life professional staff member. Unauthorized entry into a student’s room will result in personnel action and could be grounds for termination. 3. Losing or having a master key stolen compromises the security of all residence halls and may mean that all doors would have to be recored. Because of the serious consequences of a lost key, you are to limit the use of the key to Residential Life business and not carry this key with you or use it in place of your room key. A master key should be kept in a safe/hidden place in your room and returned immediately after use. The fine for a lost/stolen master key is a minimum of $250 or rekeying the entire facility at your expense and personnel action. A lost/stolen/missing master key must be reported to Professional Staff immediately. A lost/stolen/missing master key will result in personnel action and could be grounds for termination. 4. Having a master key is a responsibility of being a Residential Life Staff Member; when you complete your tenure as a staff member you must turn in your master key promptly. Failure to do so will result in a minimum of $250 fine or rekeying the entire facility at your expense. I have read the above guidelines and understand my responsibilities. FERPA gives parents certain rights with respect to their children's education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are "eligible students." Parents or eligible students have the right to inspect and review the student's education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records. Schools may charge a fee for copies. Parents or eligible students have the right to request that a school correct records which they believe to be inaccurate or misleading. If the school decides not to amend the record, the parent or eligible student then has the right to a formal hearing. After the hearing, if the school still decides not to amend the record, the parent or eligible student has the right to place a statement with the record setting forth his or her view about the contested information. Generally, schools must have written permission from the parent or eligible student in order to release any information from a student's education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR § 99.31): School officials with legitimate educational interest; Other schools to which a student is transferring; Specified officials for audit or evaluation purposes; Appropriate parties in connection with financial aid to a student; Organizations conducting certain studies for or on behalf of the school; Accrediting organizations; To comply with a judicial order or lawfully issued subpoena; Appropriate officials in cases of health and safety emergencies; and State and local authorities, within a juvenile justice system, pursuant to specific State law. Schools may disclose, without consent, "directory" information such as a student's name, address, telephone number, date and place of birth, honors and awards, and dates of attendance. However, schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose directory information about them. Schools must notify parents and eligible students annually of their rights under FERPA. The actual means of notification (special letter, inclusion in a PTA bulletin, student handbook, or newspaper article) is left to the discretion of each school. HOW DOES IT APPLY TO RESIDENCE LIFE? Residence Life staff may not release confidential information (for security and privacy reasons) to anyone other than the college student themself. Verbal Warning Late to meeting or office hours One/two time failure to complete administrative duties or assignments in a timely manner Minor behavioral warnings (language, attitude, interactions with residents/staff) Written Warning Continued failure to complete job responsibilities or behaviors already addressed by verbal warning/or if repeated in a constrained time period where verbal warning was not possible Excessively late to duty/duty call-ins Not completing duty rounds Violation of policy (minor) o EXAMPLE: Candles Probation Continued failure to complete job responsibilities or behaviors already addressed by written warning/or if repeated in a constrained time period where written warning was not possible Single violation of policy (intermediary) o EXAMPLE: One time underage consumption/possession of alcohol on or off campus GPA between 2.0 and 2.5 Minor alcohol infractions Missed duty night Immediate Termination Continued failure to complete job responsibilities or behaviors already addressed by probation Violation of policy (major) o EXAMPLES: Use, possession or being under the influence of illegal drugs/paraphernalia on or off campus; Violent, abusive, disruptive or destructive behavior; Sexual relations occurring in public areas of campus; major alcohol violations Providing false information to your immediate supervisor or other college official (includes falsifying documents) Loss (not immediately reported) or misuse of a master key GPA below 2.0 or GPA below 2.5 AFTER one semester of academic probation APPEALS Staff members may appeal any discipline case to the Assistant/Associate Director of Residence Life within two working days of the decision. Further appeals will be heard by the Associate/Director of Residence Life. The appeal must be in writing and show due cause, for example: new evidence. Each case will be unique and confidential. The Director of Residence Life reserves the right to make a final decision based on their interpretation of the events, evidence and specific person(s) involved in the case. RE-HIRING PROCESS FOR CURRENT RAs Resident Assistants are hired for one academic term year only; re-hire decisions will be based on performance as a current Resident Assistant combined with an individual interview. Actions speak louder than words, so RA’s who receive “poor” or “needs improvement” statuses in evaluations or who have received written warnings or been placed on probation should seriously review their past performance in conjunction with present and potential future performance before re-applying. All decisions made for hiring (new OR returning) will be based on creating the best possible team for the upcoming year.
