Steering Group meeting 8 April
1.
We believe the Red Cross will maximize its influence and fundraising potential by presenting a coordinated Red Cross and Red Crescent position to ECHO at all times;
2.
We will define the best placed person(s) or organization(s) to: (a) make the approach to the donor, (b) to apply the contract and (c) to participate in the implementation with the host NS. These will not necessarily be the same person/organization. Meanwhile, each host NS should be the implementing agency by default
3.
If an EU NS (individually or on behalf of a group of EU NS) and Federation
Secretariat are equally well-placed, the EU NS will be given first opportunity to apply
(“non-competition principle”)

4.
We will endeavour to shape the strategic relationship with ECHO in our common interests while providing effective stewardship of donor funds
5.
In order to support joint analysis to maximize the value of the DG ECHO relationship, the Secretariat and EU NS will collaborate in an open and transparent manner, sharing operational and funding information
6.
We will establish a steering group , initially for one year, made up of the three largest
EU NS recipients of ECHO funding together with the IFRC Secretariat and one EU
NS from the EU Coordination Group in order to oversee the development and deepening of the relationship with ECHO. Steering Group level consists of SG or SG delegated level

7.
We will select a number of operational contexts with different characteristics where EU NS, IFRC and host NS will collectively develop a plan (combining assistance objectives and strategic relationship) to increase RC funding from ECHO for that context. Contexts will be determined by EU RC Office in coordination with the
Steering Group. The lessons identified from these plans will feed into the Steering
Group.
=> EUNS and IFRC are now being consulted re their interests

The Steering Group will oversee a process to define “best placed” criteria based on existing documents and working with the EU Focal Point Group.

To address recent incidents of racism, anti-semitism and xenophobia in many EU countries, States and
National Societies would work together to promote tolerance, non-violence in the community and cultural diversity.
(2) Gender based violence (ELSG)
States and National Societies to work together to raise awareness of the issues of sexual violence in armed conflict, and of gender-based violence in disasters and other emergencies; to take practical steps to prevent and assist victims of such violence and their families, including through IHL dissemination
(3) Strengthening the legal protection for the victims of armed conflicts (ELSG)
EU Member States and EU National Societies to co-operate in giving effect to the recommendations arising from the initiative to strengthen international humanitarian law compliance mechanisms domestically and as appropriate, internationally.
