Adjourned Board of Review Meeting - July 21, 2014
Meeting was posted Tuesday, July 15, 2014 at 4:00 PM at the Bayfield Town Hall, Town
Garage, Star Route Garage, the Town website, and submitted to the Ashland Daily Press Public
Meeting Notices. Chairman Gordon and Supervisors Carlson, Hoopman, Boutin, and Meierotto
were present, as well as Clerk Kelly Faye, Treasurer Larry Weber, and Road Foreman Chuck
Cadotte. Approximately four members of the public were present. Chairman Gordon called the
meeting to order at 7:00 PM.
Establish dates and times for Open Book and Board of Review and adjourn to date and
time set: Due to the fact that the assessment roll was not completed at this time, the board of
review was adjourned to a later date. A motion was made by Carlson, seconded by Boutin, to
adjourn Board of Review to the date of the next regular town board meeting Monday, August 18,
2014 at 7:00 PM. A motion to adjourn was made by Boutin, seconded from Meierotto. Motion
carried.

Regular Town Board Meeting - July 21, 2014
Meeting was posted Tuesday, July 15, 2014 at 4:00 PM at the Bayfield Town Hall, Town
Garage, Star Route Garage, the Town website, and submitted to the Ashland Daily Press Public
Meeting Notices. Chairman Gordon and Supervisors Carlson, Hoopman, Boutin, and Meierotto
were present, as well as Clerk Kelly Faye, Treasurer Larry Weber, and Road Foreman Chuck
Cadotte. Approximately four members of the public were present. Chairman Gordon called the
meeting to order at 7:05 PM, immediately following the Adjourned Board of Review.
The Pledge of Allegiance was recited by all present.
Public Input: David Galazen stated that he “paced out” the Pikes Creek culvert which is in the
process of being replaced and noticed that the length of the new one is longer meaning the road
will now be wider in this location. Discussion took place regarding the schedule for pulling out
the old culvert which is dependent on weather.
Jim Erickson commented that Weber Road has some open cracks where a culvert crosses and
that the issue should be addressed. Foreman Cadotte stated he will look at it.
Items for Future Agendas: Carlson requested that the annual Bayfield Heritage Association
donation be placed on the August agenda. Treasurer Weber requested that a discussion of
2014/2015 Driveway Snowplowing Season topics be placed on the August agenda.
Approval of the minutes from the Regular Town Board Meeting of June 16, 2014: A
motion was made by Hoopman, seconded by Carlson, to approve the minutes. Motion carried.

A motion was made by Carlson, seconded by Meierotto, to receive and place on file the

ORDINANCE 2014-05
Ordinance to Set Speed Limit on Town Road:
Ski Hill Road
The Town Board of the Town of Bayfield, Bayfield County, Wisconsin, has the specific
authority under s. 349.11, Wis. stats., to adopt this ordinance.
This ordinance, adopted by a majority of the town board on a roll call vote with a quorum
present and voting and proper notice having been given, provides for the reduction of the speed
limits on certain town highways in the town as follows:
A. Pursuant to s. 349.11, Wis. stats., effective August 15, 2014, speed limits on certain
Town of Bayfield town highways are reduced or modified as follows: Forty-five miles per hour
on Ski Hill Road.
B. Pursuant to s. 349.11 (5), Wis. stats., the town chairperson, or his or her
designee, shall place appropriate traffic signs at the above-described locations on or
before the effective date of this ordinance.
C. No person may operate any vehicle on the above-noted town highways in
violation of the above-noted speed limits. Any violation shall be subject to
penalties under s. 346.60, Wis. stats.
This ordinance is effective on August 15, 2014.
The town clerk shall properly post or publish this ordinance as required under s. 60.80,
Wis. stats.
Adopted this 21st day of July, 2014.

A motion was made by Boutin, seconded by Meierotto, to approve Ordinance 2014-05 and place
on file. Motion carried. The 45 mph speed limit signs were scheduled to go up the next day.
Gordon reported on letters received in support of putting 35 mph as advisory speed on road
though 45 mph would be the enforceable speed limit. It was decided that 35 mph cautionary
signs will also be added.
2015 TRIP-D Star Route Project Update and Approval to Request Engineering Bids:
Chairman Gordon reported on upcoming project. Once the bid is awarded nine culverts will be
replaced in the project area yet this year. Gordon reported that the Town might have to borrow
funds and carry some short term debt to complete the project as reimbursement only takes place
after completion. Discussion took place about the work that the project will include. A motion
was made by Hoopman, seconded by Meierotto, to advertise for bids/proposals. Motion carried.
LRIP Happy Hollow Project Update and Reminder of Special Town Board Bid Review
Meeting, July 25, 2014, 4:00PM: Chairman Gordon reminded the Town Board of the
upcoming meeting to review bids.
Town Hall Public Water Access Repair and Discussion of Installation of Shut-off Valve:
Chairman Gordon reviewed the problem. Last winter the Public Water Access located in the
Town Hall parking lot froze making it unusable. Despite attempts at repair it is still leaking
below ground and bubbling up to pavement. Gordon suggested that Bob Moline be called to
repair the problem.
Pratt Fence Construction Report: Boutin and Carlson have been visiting the Pratt farm
periodically to check on the ongoing fence building/repair progress. Carlson briefly reported on
Donnie Pratt’s current plan to have significant work done by fall.
New Business
Presentation to the Town Board by Bayfield County Clerk of Courts Kay Cederburg and
Judge John Anderson: Judge Anderson passed out an informational packet and gave a report on
important topics happening in the County focusing on the following issues…
1) Foreclosure Trends: He reported that foreclosures increased during the recession and
was often on second homes. Lately however foreclosures have more commonly been on primary
residences.
2) Jail/Criminal Justice Program: Judge Anderson explained this program has been
changed to deal with the problem of recidivism. A handout summarized the recidivism trends
within the County from 2002-2013. Their report state the rate of recidivism has “declined
noticeably in the last four years”. The report also stated that “there also appears to be a
noticeable decline in criminal convictions.” “The reduction has not been sudden. The 479
individuals convicted of at least one crime in 2002 is similar to numbers that occurred in ’03,
’04, ’05, ’06, and ’07. The peak year was probably 2003. Beginning in about 2008, individual
convictions began declining and leveled out in 2009/2010 and have remained reasonably static
ever since.”
3) Burglary: Judge Anderson reported that although burglary was not a common crime 10
years ago, there were approximately 300 counts of burglary in 2012. He commented that those
are only the individuals that were actually caught. He suggested that Towns, in conjunction with
the County, should discuss this issue. He stated that the 13 County Deputies cannot watch all
residences. One option he suggested was to set up Neighborhood Watch programs. Discussion
took place about possible causes of the increase. Judge Anderson stated that synthetic drugs sold
in Ashland had been a problem. He added that there is slightly more meth appearing but that
alcohol is always the biggest problem. He suggested that residents be proactive about possible
burglaries and to report suspicious behavior by calling the Sheriff. Jimmy Erickson brought up
the issue of the caller’s name being shared with those being questioned about suspicious
behavior. He added that has happened to him when he has called in the past.
Clerk of Courts Kay Cederberg briefly summarized pages in the handout focusing on the
following topics…
1) Bayfield County Circuit Court Caseloads from 1993 (3,976 Total) to 2013 (4,212
Total).
2) Traffic and Forfeiture Disposition Chart for 2013 detailing the type of charges and the
case outcomes.
3) Clerk of Circuit Court Collections in 2013 and Accounts receivable as of 05-28-2014.
Chairman Gordon thanked Judge Anderson and Clerk Cederberg for their presentation.
2014-2015 Operator License Applications Received and Recommendations for Approval:
Each applicant passed background check. 1) Savannah R. Tischer-Nodine, 2) Carrie Bondioli,
3) Wayne F. Basina, 4) Marcella LaPointe, 5) Donald B. Soulak, Sr., 6) Kelly L. Holcombe, 7)
James Burg. A motion was made by Hoopman, seconded by Boutin, to approve the applications.
Motion Carried.
Bayfield County Planning & Zoning Proposed Ordinance Amendment on WI Uniform
Dwelling Code: Gordon gave a brief overview of the zoning amendment. No action was taken
at this time.
Quote from Monroe Truck Equipment for Proposed Replacement of Plow: Discussion took
place about the $4,871 quote (Original Cost of $8,371) for a new plow which only gives $3,500
credit for the MPR312 plow purchased with the new truck in 2013. Gordon explained that the
plow that was provided on the new truck is not adequate for plowing town roads and a heavier
plow is required. It was decided that a letter would be sent to Monroe with the complaint and
asking that the quote be modified. A motion was made by Meierotto, seconded by Hoopman, to
approve the writing of a letter. Motion carried.
Discussion of Logging Operations on Ski Hill Road: Gordon explained that a request was
made by Steve Probst, Assistant Administrator, Bayfield County Forestry Department to request
use of Ski Hill Road for logging operations as there is a timber sale planned. It was decided that
a letter will be sent agreeing to allow two loads of pulp each day limited to the cooler hours prior
to 11:30 AM. If any damage is done to the road, the hauler will be responsible for the cost of
repairing the damage.
Pie and Politics Contribution Request: A motion was made by Hoopman, seconded by
Carlson, to approve a donation of $100 for the upcoming Pie and Politics event.
Chair, Supervisor and Committee Reports: Hoopman reported to Foreman Cadotte that the
condition of Jammer Hill Road has significantly improved. Discussion took place about
additional repairs to be made. Meierotto questioned the timeline of ditching along Happy
Hollow Road. It was reported that ditching will take place at Burnside’s driveway in August and
that Roger Branham will get a culvert during the LRIP Happy Hollow project. Weber reported
that Salmo Lakewalk Trail needs volunteers. Bill Ferraro will be sending out emails requesting
help. The water is very high especially along the last stretch of road.
