THE PROBLEM OF ORDER (p.626)
Introduction: Although there were many new independent countries, they did not all have an easy time
creating workable governments. In fact, there were a lot of PROBLEMS OF ORDER. In this section, you will
look at each problem, define it and then use examples from the US and from other Latin American countries.
Constitutional Experiments
What do they mean by “constitutional experiments” being a problem?
Why was it easier for the United States to have a working constitution than other Latin countries?
What were some of the specific problems Latin American countries had with their constitutions?
Personalist Leaders
What is a personalist leader and what do they do?
How was America’s Andrew Jackson a personalist leader and what did he do? Can you name any others?
How was Jose Antonio Paez a personalist leader and what did he do?
Why were personalist leaders in Latin America a bigger problem to democracy than the US?
The Threat of Regionalism
What is regionalism? (look it up!) Why might it be a problem for newly emerging countries?
Give one example of regionalism in Spanish America.
What was the United States experience with regionalism – be specific and give details!
Foreign Interventions and Regional Wars
What does it mean to have foreign interventions? Why might that be a threat to a newly emerging country?
Give examples of the US having foreign interventions or regional wars.
What was the foreign intervention and war in Mexico?
Do you think it was easier for the United States to avoid this problem than Spanish America? Why?
Native Peoples and the Nation-State
Describe the United States “problem” with Native peoples with specific examples
What kind of problems did countries such as Argentina, Chile and Mexico experience?
In your opinion, are there other ways these problems could have been dealt with?
