Synergize Satellites of Excellence to Capture Core Competencies
Not an all inclusive list but…
Why…

Create World-Class
“Municipal Cyber Lab”
supporting the
Comprehensive National
Cybersecurity Initiative

government and the private sector need
to recognize that an individual
vulnerability is a common weakness.”
Melissa Hathaway,

Support State & Federal
Initiatives: Plan: “To train the
way we’ll respond, training
scenarios must capture the
benefits of information sharing &
risks of Cyber incidents.”
How…

Leverage:
• Surrounding communities of
interest (Local Gov’t., Cyber
Industry, State & Federal)
• Deep understanding of local
government operations
• Experienced work force who
understand the challenges
and create workable, timely
solutions
• Leading edge Modeling &
Simulation labs
VOICCE 1st Year Grant Activities

Pilot Project & Proof of Concept
activities
• Develop initial cyberspace data collection / research &
study baseline information
• Define a VOICCE cyberspace experimentation set of
processes, procedures and responses
• Develop cyberspace municipal event scenarios
• Develop VOICCE architectural design with typical(s) of
local IT department tools & resources
• Execute and assess initial VOICCE construct / scenarios
• Distribute VOICCE Proof of Concept Report
