• 1st stage: Transfers domestic waste
from disposal points to
– a refuse collection point (RCP) at
street level; or
– a refuse storage chamber within
a housing estate.
• 2nd stage: Collects this waste and
transfers it to final disposal points.
Barriers to Waste Reduction in Hong Kong
(a) environmental awareness of public ↓
(b) ∵ Charges for collection are not
linked with the quantity of waste.
∴ No financial incentive to reduce the
quantity of waste.
