Design, implement M&E of each portfolio and install an integrated RB-M&E using all the identified performance indicators of the Bureau Design, pilot, propose concept notes for research & development partnerships; dovetail the M&E indicators for Impact Evaluations and submit to Policy Guidance agencies; start building the benchmark data on new portfolios, e.g., ARCCESS, as an initiative for implementing Randomized Controlled Trials portfolios beginning 2012.
