POSITION : SPECIALIST: WORKSTUDY DIVISION : HUMAN CAPITAL SERVICES JOB TITLE : SPECIALIST: WORKSTUDY REPORT LINE : GENERAL MANAGER: ORGANIZATION DEVELOPMENT SCALE CODE : 130 MAIN PURPOSE OF POSITION Investigate and support management in the control of Organisational design and structure changes by reviewing across the organization work processes, rationalising, maintaining, update staff establishment and reviewing the various staff dispensation structures -functional, organisational, job level and job title. Establish and manage staff establishment controls. KEY ACCOUNTABILITIES Provide support and advisory service on the development of structures and Work Study processes Manage the development and review of job profiles (Job design) Ensure Organizational effectiveness through conducting work method study , work measurements and determine need for the job, productivity levels of jobs and the effective design of jobs to increase productivity Develop and Implementation Control System Provision of input into Organization design policies, tools and standard operating procedures Work force planning ,Post provisioning , creation of posts, job analysis, job design Provide an advisory service on Development of structures and Work Study processes Develop / arrange / propose / coordinate achievable plans, structures, interventions, investigations, reviews, audits, reports, contributions, programs, procedures, systems and people to continuously monitor and enhance current Organisational Design services Develop / arrange / propose / coordinate the flow and handling of materials, crew activities, multiperson and machine relationships, office accommodation and layout as well as the designing and controlling of the various forms used in the office Manage the process of conducting feasibility study (Work-study Investigations) Analyze information gathered Compile post establishment Generate submission to seek approval Manage the investigations process for adhoc cases Manage the assessment of the effectiveness of the organizational structures and identify opportunities to improve Provide value adding investigations, interpretation, direction and outcomes to minimise costs and improve productivity Develop / arrange / propose / coordinate achievable plans, structures, interventions, investigations, reviews, audits, reports, contributions, programs, procedures, systems and people to continuously monitor and enhance current workflow interventions Ensure that Organisational Design policies, directives, interventions, systems, practices, processes and procedures are in compliance with national legislation Conduct studies on a regular basis to ensure alignment between structures, people, budgets and business requirements Develop and Implementation Control System The need for the development of a control system is identified during operational execution; or The need for a control system is identified as a result of the auditing process Consult existing control systems to determine components that can be utilised in the new control system Determine dependencies, inter-dependencies and co-dependencies to other control systems Review the company control systems to ensure alignment Identify the relevant role players required to develop the control system and assign responsibility and time frames Ensure that the necessary working groups are conducted with the relevant role players to obtain inputs into the draft control system Scrutinize the draft control system to ensure conformance to identified requirements Manage the approval process for the control system in accordance with the delegation of authority Communicate the implementation of the control system in accordance with policies and procedures Manage the upload the control system onto the control system database for utilisation by the relevant role players Archive the control system documentation for reference purposes Ensure Organizational effectiveness Analyse existing procedures and methods with the view to improve efficiency and effectiveness. Conduct Organisational Design investigations establish efficient procedures and methods, and provide Business Units with solutions to improve productivity Train and coach managers on specific issues relating to problems experienced Empower them with techniques/skills on how to identify and resolve future problems Manage the development and review of job profiles (Job design) Oversee the quality and correctness of the job profile and ensure correct template is used Provide technical advice on the development of job profiles Conduct briefing sessions on job profiles Manage the review and updating of job profiles Manage staff establishment Conduct monthly evaluation on variance in staff establishment figures Ensure that current structures/titles are reflected on SAP Manage costs and budgets Prepare and submit accurate operational and capital budget for approval Manage and control expenditure QUALIFICATIONS AND EXPERIENCE Diploma in Work Study/ Industrial Engineering, OR Degree in HCM/Business or related field of study with training in Work Study Job Evaluation /grading Organisational Design & Work Study instruments Job Analysis & Design /Job Evaluation Project Management Labour Statute Training Minimum 6 years within OD and Work Study environment Minimum 3 middle management position Preference will be given to candidates from designated groups in terms of the Employment Equity Act and the SABC’s Employment Equity initiatives.
