1.
Profile of the Department
1.1 General
Industrialization in Assam dates back to the days of first commercial plantation of Tea and
which occupies an important position in the state’s economy. Apart from that, Assam, with its Four
Refineries and Allied units, produces a major part of the Petroleum and Petroleum-based products in
India. Additionally, the registered factories include Major, Medium and Small units in Central Public
Sector, State Public Sector and Private & Joint sector. The Industrial Relations scenario in the state is
peaceful. There is a low incidence of labour related disputes. Direct collective bargaining of
negotiations between employers and employees is widely practiced.
The Government of Assam is emphasizing on adoption of Eco-friendly investment strategy
for sustainable development of the state. The vast Water Resources of the state could be leveraged for
harnessing Hydro Power, development of Pisciculture / Aquaculture and transportation links. The
strategy also encompasses reinvention of Tea industry, revolution in Organic cultivation, Eco-tourism,
Eco-infrastructure driven investment in rural and urban township.
Today, Assam has a vibrant industrial base. From the oldest tea industry and huge onshore oil
production to the only Stock Exchange in the region and large presence of Banks and Financial
Institutions, its industrial base spreads across a wide spectrum of existing industries in Petroleum,
Petrochemicals, Fertilizers, Textiles, Cement, Paper, Plastic and a host of products and services. But
there is always scope for more. Amongst numerous options, the thrust areas identified for investment
is as follows:








There are more than 41777 MSME industries and 163 nos of large industries in the state.

District Industries and Commerce Department was created under Industries &
Commerce Department, Govt. of Assam for development & promotion of micro, small &
medium enterprises in the State..
The scope of work for Industries Department has been limited in comparison to its previous composition. As
per this notification, present Industries Department deals with the policy matter, scope of investment, promotional
activities, infrastructural activities etc.
In accordance with the provision of Micro, Small and Medium Development Act, 2006 a micro enterprise
under manufacturing sector is one whose investment in plant and machinery does not exceed Rs.25 lakh. In case of small
enterprise, the investment limit is more than 25 lakh but not exceeding five crores. Similarly an enterprise having
investment within the limit of 5 crores to 10 crores is termed as medium.
The present DI&CC deals with small and micro enterprises. Basically, it is assigned with the formulation,
implementation and clarification of state industrial policy as well as it looks after the promotion part of industrialization.
The infrastructure development for industries, a major portion of industrialization belongs to this Department.
The Infrastructure Development is looking by Assam Industrial Infrastructure Development corporation &
Office of the Executive Engineer Office under Industries & Commerce Department. Medium Enterprise falls under the
purview of Assam Industrial Development Corporation with its Head Quarter at Zoo-Road, Guwahati.

OBJECTIVE OF THR DEPARTMENTAL DISASTER MANAGEMENT PLAN
Objective of the Departmental Disaster Management Plan is to streamline the process to
tackle any kind of disaster that may occurred in the department as well as it infrastructures.
This is a policy documents to guide the stake holders as well departmental officers.

3.1 MANDATE OF THE INDUSTRIES DEPARTMENT
The Industries & Commerce Department, Government of Assam has played a vital role in industrial and socioeconomic and development of State since Independence. The activities of this department touches almost all corners
of the State and the poor masses. With the effect of globalization, the role of the department has shifted from a
regulatory to a facilitating one.
The major thrust of the department are :

To ensure development of adequate and appropriate infrastructures for industrial growth.

Undertakings economically viable.
The Govt. of India, Ministry of Commerce & Industry, Dept. of Industrial Policy & Promotion vide their notification
No.10(3)/2007-DBA-II-NER dated 01-04-2007 has declared a new Industrial Policy in the name & style of "North East
Industrial & Investment Promotion Policy(NEIIPP) 2007". The Policy offers a package of fiscal incentives and other
concessions for the North Eastern Region with effect from 1st April 2007.
The Department also has also three other Corporations under it. They are Assam Industrial Infrastructure
Development Corpn. (AIIDC), Assam Industrial Development Corpn. (AIDC) and Assam Small Industries Development
Corpn.(ASIDC). There is also a Tea Directorate housed in the Udyog Bhawan besides the Directorate of Industries &
Commerce, Assam.
(1) AIIDC
Assam Industrial Infrastructure Development Corporation was established for the purpose of securing and assisting
in the rapid and orderly establishment and organization of industries in industrial areas, industrial estates, growth
centres, IID Centres and in establishment of commercial estates for growth of industries in the state of Assam.
a) Functions,role and responsibilities :
Govt. of Assam vide notification (i) No.CI.383/97/15 dated Dispur, the 11th Dec.’97, (ii) No. CI.383/87/84 dated
Dispur the 11th August, 2000, (iii) CI.383/97/97 dated Dispur, the 3rd March 2001 and (iv) CI.135/2005/7 dated dispur, the
4th June, 2005 placed following offices/establishment at the disposal of AIIDC temporarily with existing assets and
liabilities.

Activities of AIDC Ltd.:-
The Assam Industrial Development Corporation Ltd. Was incorporated in the year 1965 under the Companies
Act 1956. The authorized share capital of AIDC is Rs.100.00 crores.

Identification, promotion of medium and large industrial projects in the state.
Implementation of the state government’s package of incentives for entrepreneurs.
Providing financial assistance.
Participation in equity capital in public and private sector undertakings.
Rehabilitation and management of sick industries.
Providing technical, financial, managerial and consultancy services to entrepreneurs.
Development of human resources.
Providing infrastructure support.
Facilitating export promotion.
(3) ASIDC Ltd.
At present, ASIDC is engaged in the following main activities :
(i)
Marketing Support Scheme: Under this scheme, ASIDC participates in the Govt. store purchase programme.
The objective of this scheme is to provide marketing support to the local SSI units in selling their products to
the government departments and agencies through the corporation at reasonable prices, while ensuring
quality and delivery of the products sold.
(ii)
Industrial Infrastructure Scheme: Built in industrial sheds of different sizes as well as open spaces subject to
availability in the Industrial Areas of the Corporation are provided to the entrepreneurs on lease basis for
setting up SSI units.
(iii)
Food Processing Park: The Food Processing Park is being constructed by ASIDC at Chhaygaon in Kamrup
district. The project envisages to provide common food processing facilities such as cold storage along with
other industrial Infrastructures and also open spaces to entrepreneurs for establishing various type of food
processing industries. About 70% of the work of the project is over and already entrepreneurs desiring to set
up industries in the park have been selected.

VARIOUS SCHEMES & PROGRAMMES IMPLEMENTED BY THE DEPARTMENT
1) Registration : Industrial Enterprises and Industry related service enterprise are
registered for availing the incentives under various Government schemes in two
steps(EM-PART-I & EM-PART-II).
2) PMEGP : The aims of the scheme is to create employment opportunities in Rural &
Urban areas by setting up Micro Enterprise and is implemented in three sector i.e.
DICC,KVIC & KVIB.
3) State Industrial Policy,2008 : Various incentives like VAT exemption, Interest Subsidy
on Term loan, Power Subsidy of Drawal of Power line etc. are provided by State
Government to Industrial units under this Policy.
4) North East Industrial & Investment promotion Policy-2007 (NEIIPP’07 )
Various incentive are provided to industrial units under this policy which is under
Ministry of Small & Medium enterprise, Govt. of India like Capital Investment Subsidy,
Interest Subsidy on working capital, Insurance subsidy etc.
4) CM’s Special Scheme/Package :
a)
Udyogjyoti Achani : The aim of this scheme is to encourage youths for setting
up Industrial venture through EDP/Specialized training, Margin Money Assistance etc. The
Nos. of youths trained under EDP during last 5 (Five) years is follow :
b) Assam Vikash Yojana : 1) Training in Vocational training Institute : The aim of the
scheme is to provide vocational training (i.e. ti unemployed youths for self employment by
setting up Industrial units. Stipend is provided to the trainees and course fees are borne by
the Government. After completion of training seed money @ Rs. 50% of the margin money (
to be deposited at Bank )is provided to the entrepreneurs.

c) Mukhya Mantrir Karmajyoti Achani: The aim of the scheme is to provide assistance
to traditionally skilled artisans/Micro level Entrepreneurs and to increase productivity of the
artisans by providing raw materials and improved tools and kits.
d) Kalpataru Scheme ( Component – III): The aim of the scheme is to be provide loan
to local youths for establishment of micro units which also include margin money (40%) as
Govt. Incentive
e) Credit Linkage money Grant5 Scheme : Fund received from Government of
Rs.5,60,000/- and selection of beneficiaries by the DLC is 36 Nos. After sponsoring all
selected proposals, banks sanctioned 8 ( eight) nos. of proposals and out of allotted fund :
Rs. 2,47,500.00 are spent till date.
f)Multi Disciplinary Skilled Development Training ( MDSD) :
The aim of the scheme is to provide training to un employed youths for self
employment within period of 3 to 6 month ( trade-wise). All the facility for training will be
borne by the Govt. For last 5 (five) years 7 (seven) Nos. trainees are completed training and
accordingly most of the trainees were provided for Loan/Grants etc. by this DICC. During
2014-15 the DICC, Barpeta forwarded around 200 nos. of application to the Commissioner
of Industries & Commerce, Assam, for necessary action.
g)50% Special Capital Investment Subsidy for Micro units set up by Women, SC/ST %
P/H :
The aim of the scheme to imporved the Industrial units the Govt. announced during
2014-15 for Women/SC/ST & P/H artisans to benefits 50% of the investment in machineries
(Maximum limit Rs. 3.00 Lakhs). The DICC, Barpeta process the 3 Nos. of proposals and DLC
approved Rs.7.30 Lakhs against the 3 Nos. of cases. Out of this all the 3 Nos. cases were
women entrepreneurs and Involving Rs. 7.30 Laks. Now, 2 (Two)nos. Proposal approved by
DLC & forwared to CI & C, Assam for release of fund.
h)Spl. Incentive for Small Industries units during 2014-15 :
The aim of the scheme announced by the Government during 2014-15 for providing
benefits to micro units functioning continuously at least 3 (three) Years as on 01-04-2013.
The Govt. provided incentive to the entrepreneurs against their local employed @ Rs.
5000/- each with total investment in Plant & Machineries upto Rs. 5.00 Lakhs. The DICC,
Barpeta already processed 41 Nos. of proposals and DLC approved all 41 Nos. of cases
involving amount of Rs. 11.80. The DICC, Barpeta received fund from the Commissioner of
Industries & Commerce, Assam was 11,80,000/-.
i)Angel fund Scheme : The aim of the scheme is to provide benefits for self
employment through Setting up micro units. The DICC, Barpeta invited applications and
accordingly interviewed by the DLC 113 Nos. candidates and selected 77 Nos. of cases which
are sponsored to various AGVB of Barpeta. DICC, Barpeta thereafter received target of 19
(ninteen ) Nos from the Commissioner of Industries & Commerce, Assam.
j)Promotation Scheme :The Deptt. of Industries & Commerce Implemented various Exhibition/ Training for
motivation uplifment of local entrepreneurs and the DICC, Barpeta organizing last 14
(Fourteen) years 5 (Five) Nos. of Exhibition and other training etc. involving Rs. 11.55 Laks.
k)State Industrial Policy : 2014 :
The Department of Industries & Commerce, Assam announced a Scheme under State
Industrial Policy-2014 and this DICC, Barpeta claimed 1 (One) No. of Eligibility Certificate for
various benefits under this policy and under process.
l)Motivation/Workshop of various Trades to potential Entrepreneurs :
This DICC organize the various Motivation Training/Workshop alongwith the Govt. of
India Agency like, IIE, IID, Coir Board and NEDFI etc. for the following trades of Barpeta
District where National and International expert imparted training to the
entrepreneurs/artisans of the grather District of Barpeta.

The Industries are Governed with the Industries Development & Regulation act’ 1951 7 the
Micro, small & Medium enterprises Development Act’2006 ( MSMED ). Beside this, to prevent the
operational disasters, there has been various Acts & rules monitored by State Pollution Control Board,
Inspectorate of Factories & Boilers, Directorate of labour, etc. These organizations monitor this aspect
and conducts awareness programmes and promotes preventive measures each year. Industries &
Commerce Department is represented in various Committees by Commissioner of Industries &
Commerce at State level

5.1 Hazard, Vulnerability, Capacity and Risk Profile –

i)
Historical/past disasters/losses in the department:a) Following heavy monsoon rainfall, on 26 June 2012, flooding commenced across many
districts in Assam which is situated in the northeast of India. Over the past two weeks, 124 people have lost their
lives due to these floods including a large number of children. There is a report of sixteen people losing their lives
in a landslide caused by heavy rain. At least 2.2 million people have been affected by this flooding.
As majority of Industries in Barpeta District are house hold Cottage Industries. Though, there are no
any official records but Industrial units , more particularly in the Micro Sector had severely affected
during the Summer season ( i.e Flood) every year in the districts like Barpeta. This districts
recognized as flood prone districts of Assam.
b) A Fire outbreak occurred in one of the Fire Cracker unit at Bilotarihat. After this
incident, Industries & Commerce Department has started Fire Cracker Villege at Ganakuchi,
Barpeta where all the un organized Fire Cracker units will be shifted. This Fire Cracker Village is
built with all Fire Fighting Equipments taken adequate measure for Prevention & mitigation of Fire
as per Explosive norms.
ii)
Causes of losses /damages:
Severe wind and continuous rain, over flooding of river banks affected the MSMEs by way of loss
to raw-materials, semi-finished / finished products, damage to machinery & Physical
infrastructure.
iii) Hazard-wise vulnerability of the department to various hazards to which the
department / state is prone to:Database available suggest that MSMEs have gone into production (GIP) till March, 2014 with
investment of Rs.15.00 crore .

MSMEs are vulnerable to the above mentioned natural as well as manmade hazards.
Safety of the MSMEs is regulated under the provisions of Industries ( Development & Regulation
Act) 1951, MSME Act’ 2006,Factories Act, Boiler Act, etc. Similarly pollution caused by the MSMEs
is regulated through Air, Water Pollution Acts monitored by State Pollution Control Board. Hazardwise vulnerability caused by / to MSMEs are as follows:

Fire: Fire is caused in the factory electrical short circuits, flammable materials,
operational mishandling including burning hazardous materials causing health hazards.
Persons working in the factory as well as inhabitants of in nearby places face threat to
their lives due to such fires. Such fire accounts for huge loss of such a valuable
properties in the factory including stock.

Moreover, there are 5 nos of fire Cracker units prone to fire Disaster. Though, they
are registered with DI&CC EM Part-1 ( Provisional Registration ) but due to not getting
of Explosive License, they could not registered EM part-II ( Permanent Registration )
with DI&CC.

Flood / Earth quake & cyclone: In Barpeta, damages are caused due to floods mainly
due to Brahmaputra rivers and its tributaries. Besides, the low lying Areas of the
districts are also prone to high flood. The assets of the MSMEs like Phisical
Infrastructure, Machineries/ Equipments, inventories & other resources are likely to
affected because of the flood. Further, MSMEs as well as assets of the MSME
department are also exposed to risks caused by cyclones as we have already
witnessed during the super cyclone during 1999.
Manmade: Due to lack of appropriate skill, lack of adequate knowledge on operating
machines/ equipments can also cause accidents which may not only affect the MSMEs but also local
people residing nearby places.
IV) Risk Analysis –
calculating risk which various hazards / disaster can cause to department keeping in the view its
vulnerability and capacity.
Disaster caused by the subjects of the Department can range from health hazards & loss income to
the wage earners to loss to national income in broad sense. Although the Medium & Small
Enterprises are equipped to considerable extent to meet the exigencies arising out of such
hazards, much is desired to be done for the micro enterprises where risk factor is much more
because of limited skill & awareness availability. However, the hazards caused due to pollution,
accidents etc are covered by other Acts dealt in different organizations. However, on occurrence
natural calamities, the risk / extent of damaged is assessed by the existing officers along with line
Department.

Main Tasks of the Department and possibilities of Integration of related disaster management
aspects in these ( At State , District and Local levels)
Measures necessary for prevention of disasters, mitigation, preparedness and capacitybuilding in accordance with the guidelines laid down by the National Authority and the State
Authority
Assets of Industries & Commerce Department enumerated are primarily prone to Flood &
fire hazards. In the eventuality of such hazard, the losses are limited to damage to records and such
losses can be prevented or mitigated through installation of appropriate fire fighting equipments and
regular maintenance of power supply lines.
Awareness is to be developed among the Industries for adopting necessary safety measures as
laid down under various Acts. Necessary compliances are to be insisted upon during
acknowledgement of Entrepreneurs Memorandum (EM). The field level officer as well as officers in
head quarters are sensitized & trained to handle the situation.
A Standard Operating Procedure (SOP) for prevention, Mitigation & preparedness for the
Industries & Commerce Department is given below:

(4) Incorporation of disaster management aspects in departmental works
To prevent the operational disasters, there has been various Acts & rules monitored by State
Pollution Control Board, Inspectorate of Factories & Boilers, Directorate of labour, etc. These
organizations monitor this aspect and conducts awareness programmes and promotes preventive
measures each year. Industries & Commerce Department is represented in various Committees by
Commissioner of Industries & Commerce at State level, / General Manager, DICCs at the District
level and ADCI/SI/Extension Officers at the Sub-divisional/block level. As indicated above,
infrastructure facilities and manpower are available even at the block level. Therefore, the department
has the required institutional, organizational & infrastructural capacity to deal with the disasters like
cyclone, flood, etc and DICCs with the assistance of local administration takes appropriate steps
towards ameliorative measures when such disasters take place.

by other Acts dealt in different organizations. However, on occurrence natural calamities, the risk /
extent of damaged is assessed by the officers of the Department in association with the other line
departments/agencies including Bank/Financial Institutions. It was also proposed to discuss various
aspects of disaster in all meetings of the District level and State Level.
(5) Others:
Industries & Commerce Department does not have any disaster management capacity at
present so far as disasters pertaining to Industries are concerned. Such capacity may have to be built
for meeting the requisites of such disaster management. However, the department is providing
subsidies to the industrial units without any limit under the "100% Insurance Subsidy scheme " under
NEIIPP, 2007 for a period of 10 years from the date of going into commercial production. It is
expected that the industries will take necessary preventive measures to avoid any incidents.
Industry wise assessment to visualize the magnitude of hazard caused by the Industries is
not possible as they are scattered as well as managed by private party

7.1 Prevention, Mitigation and Preparedness Plan – ANNEXURE-I
7.2
Strengthening of departmental infrastructure
Department will strengthen its infrastructure in all level to prevent disaster and
successful implementation of Disaster Management Plan.
7.3 Frameworks/road map for disaster prevention and mitigation programme in the light of
the routine departmental tasks.
The District Level Disaster Management Cell will have two-way coordination. It shall
coordinate with the individual Industries under their jurisdiction and also integrate with the State
Level Disaster Management Cell. In the event of a disaster it shall collect information, mobilise the
resources for managing the situation in rescuing the man and machineries and take necessary steps for
rehabilitation of the victims.
The District Level Disaster Management Cell will have representations of the General
Manager, DICC to take care of the Industries as well as assets of the Department in the district.
The Quick Response Team (QRT) may be constituted by the District Cell with representative
of their respective Departments for early response to the disaster. This team will be under beck and
call of the head of the District Level Disaster Management Cell and on receipt of information from the
nodal officer, the head of the cell will mobilise the QRT.
The District Level Disaster Management Cell will coordinate with the General Manager,
DICC and take stock of available facilities with the Industries for disaster management & mitigation.
The Cell will thereafter work out strategies for meeting the requirements for disaster mitigation of
larger order with assistance of other organizations and the facilities that could be extended from the
State. Requirement of infrastructure and logistic support should also be worked out by the District
Level Disaster Management Cell and additional infrastructure facilities may be built up as required.
For this purpose the Cell should co-ordinate with the State Level Disaster Management Cell for the
needful
Two Central Acts namely Industries (Development and Regulation) Act, 1951 and Micro,
Small & Medium Enterprises Development (MSMED) Act, 2006 provides legal frame work for
industrial Development.
State Government also announces Industrial Policies from time to time taking into
consideration of the priorities and local comparative advantages for development & promotion of
industries in the State. At present Industrial and Investment Policy of Assam, 2014 is under
implementation.
The aforesaid policy focus on development & promotion of industrial activities in the State
and as such there is no provision for prevention of disasters, its mitigation or preparedness. The
District Level Disaster Management Cell may suggest the policy support for the purpose taking into
account the type, intensity, frequency & impact of the disaster in their area of jurisdiction.
The General Manager, DICC will be the Nodal Officer at the District Level for the
Department. He is supported by the ADCI/SI/Extension Officer at Sub-divisional/ Block Level. Each
DICC is well connected with telephone, Fax and email facilities. The affected Industries may contact
the local General Manager, DICC concerned in case of emergency. The District /Sub-Divisional/
Block level officer may communicate with the Department through Commissionerate after
consultation with district administration.
7.4
Administrative and Financial arrangement
Requirement of funds for prevention of disaster, mitigation, capacity building and
preparedness shall be worked out by the District Level Disaster Management Cell and communicated
to the State Level Disaster Management Cell. The Government in Revenue and Disaster Management
Department will make adequate provision of funds for the purpose. Head of each District Level
Disaster Management Cell shall have adequate financial power for drawal and disbursement of funds
for preparedness of the cell and for its disaster management.

There is a huge gap in capacity building in Disaster Management issue in the department.
However, various programes have been conducted by SDMA for the State/district level officials and
prepared them as a resource person to conduct awareness programmes in various localities.

Standard Operating Procedure (SOP)
On Site Plan
1. District level Mechanism
A) Control Room
The unit is having a control room for round the clock. This room already set up with in the office .
This control room activates in case of an emergency to direct and coordinate the operation to
handle the emergency. It is furnished with:

Well trained personnel having 24 hours duty in shift wise.

External and internal telephone connections with display of important telephone numbers
in the board.

List of essential telephone numbers including local administration and Government officials
displayed in the board.


List of key personnel with name, contact number and their address displayed in the board.

In case of occurrence of a disaster the first and foremost duty of the control room is to
disseminate information by blowing siren or signal for the company people as well as for
the outside people of the campus.
B) Estate Monitoring Committee in field on infrastructure
At present, the following are the Industrial Infrastructurea) Growth Centre at Sonkuchi, Barpeta
Area – 25 Bigha ( APPRX ), 5 NOS of Industrial unit operating & 1 no of Training Institute
is under construction.
b) COMMON FACILITY CENTRE FOR BELL METAL INDUSTRY AT SARTHEBARI- This centre is
presently defunct & using by Army.
The GM of DI&CC office knows the factory and enterprise of estate, so he is to coordinate
among them in case of any emergency with his subordinate officers & field level officers. The GM
office simultaneously coordinates with the officials of district administration. The field level
mechanism is as follows.
2. Response Plan
a. Mechanism for early warning and dissemination thereof
In the event of any disaster the Block Level Officer (Extension Officer) shall immediately intimate
through phone/ e-mail to the General Manager, DICC and shall describe the magnitude of the
disaster vis-a-vis the local resources available to negotiate the disaster. The General Manager, DICC
will communicate the details to the District Level Disaster Management Cells for initiation actions as
per the nature of the disaster. Contact details of officers of the Department and its field functionaries
is enclosed at Annexure 1.
3. ACTION PLAN AGAINST RESPONSE
On receipt of the communication from the General Manager, DI&CC will immediately intimate the
Quick Response Team (QRT) of the District Disaster Management cell. The QRT will immediately
rush to the spot of disaster for relief and rescue.
4.
Constitution of the Incident Response Teams (IRTs) at Block levels with
provision of delegation of authority
Incident Response Team (IRT) may be constituted as a part of the District Level Disaster Management Cell
with representation of district level officers across various departments. The mandate of IRT include dissemination of
information, evacuation of affected population to safer places, rescue, temporary shelter, medical assistance to the
affected persons, supply of food and drinking water and other necessary technical support. Further, IRT may also take up
technical analysis of the need for disaster mitigation and, if required, seek assistance from the State Level Disaster
Management Cell.

5.
REPORTING PROCEDURES AND FORMAT
Initial information shall be sent by the General Manager, DICC to the District Level
authority through telephone/e-mail/whatsapp, as available, with magnitude of the disaster under
intimation to Commissionerate of Industries & Commerce. Thereafter, the reports on realistic
assessment of damage may be communicated to the Commissioner of Industries & Commerce along
with requirement of funds with due approval of the District Level Disaster Management Cell/
District Authority. The format for reporting should be disaster specific so as to capture the intensity of
disaster as well as extent of damage caused. The final report on the entire disaster management
operation will be submitted by the District Level Disaster Management Cell to the State Level
Disaster Management Cell for their appraisal.
6.
System of assessing the damage from any disaster:
On occurrence of disaster, the risk / extent of damaged will be assessed by multi-disciplinary
team. The officers of the Department in association with NSIC / MSME-DI / Financial
Institutions/ Banks may take up the assessment of the damage. The General Manager, DICC
may furnish the report to the Department with due vetting of the District Level Disaster
Management Cell.
7. Role and responsibilities and coordination mechanism for the department.
The role of the Industries & Commerce Department in disaster management will be as
follows:
i) To be in constant touch with the General Manager, DICC & Commissionerate of
Industries and Commerce and collect information on preparedness and capacity building.
ii) Collect detailed information on magnitude & intensity of the disaster and intimate
the State Level Disaster Management Cell under R & DM Department.
iii) To appraise the Government of the details of Disaster Management operations and
the requirement of funds for rehabilitation.
8. Disaster specific Response plan:
Since the extent of loss to Industries does not cover human loss and is limited to financial
loss, the rehabilitation shall be taken up after assessing the loss.
The head of District Level Disaster Management Cells shall mobilize the Cell for meeting the
requirements as demanded by the situation/disaster. He will also assess the situation further and if
required he will immediately contact the SDMA and seek necessary assistance from them promptly.

Since the role of District Level Nodal Officer is critical for managing the disaster, the
Emergency Support Functions for General Manager, DICC will include :

9. Search and Rescue:
The district level Quick Response Team will assess for requirement of further
manpower/equipment for Search and Rescue operation and if necessary , they may contact the
District Level Disaster Management Cell or may inform SDMA for assistance.
10. Relief Camp and management
District level QRT will arrange Relief camps for any disaster in their jurisdiction
with the help of District authority. Department will provide necessary help in
consultation with SDMA if so necessary.
11. Procurement and distribution of relief materials
Department will try to provide all relief materials from its own sources or through the
District authority. Department will seek cooperation from the various Trade and Industries
Associations like CII, ICC, FICCI, FINER, etc to mitigate the requirement of relief materials .
12. Role of NGOs and Voluntary Sector and coordination thereof
There are numbers of Industries and Trade associations in the district level. The
associations like All Assam Small Scale Industries Association (AASSIA), North East Small
Scale Industries Association (NESSIA), Chambers of Commerce , FINER, etc have their
district setup in all districts. The services of these Associations may be taken up by the
District Level Disaster Management Cell as and when required for better & effective
mobilization of resources.

affected area. This action plan will be forwarded to the
State Level Disaster Management Cell for their
appraisal. Industries & Commerce Department will
also send the report of a multi disciplinary team on the
assessment of damage and reconstruction thereof. The
State Level Disaster Management Cell will finalize the
reconstruction process after assessing the proposals of
District Level Disaster Management Cell and
Industries & Commerce Department. The entire
process may be completed within a period of one
month from the date of disaster.

Department will ensure updation of Disaster
Management Plans from time to time through a
designated officer. Information Technology to be used
for better information system of the DM Plan.
Mock Drill:
The QRT under each District Level Disaster
Management Cell will organize mock drills to evaluate
the effectiveness of the action plan to be implemented in
the field during any disaster. Based on the experience
gained out of such mock drills the action plans may be
updated suitably to meet any exigencies.
The industrial units would be sensitized both at district
level as well as state level about Disaster Management
Plan. Besides, knowledge on major types of disasters and
their impacts can be shared with industrial unit as well as
common citizen through leaflets, seminars & hosting of
information in departmental website. If necessary ,
advertisement will also be released to print and elctronic
media.
