The Initiatives: 1. MPCTD Web Portal for Dealers, Transporters. 2. VATIS Application (11 modules) for Departmental officials. 3. PIS and Payroll module for personnel 4. Mobile Apps. I. II. MPVAT Public. through which dealers can i. request for and verify Waybills, ii. verify Statutory Forms issued by the department, iii. view status of Return filed by them; and iv. track status of various applications submitted to department. MPVAT Dept The departmental officials can use the mobile app to verify authenticity of waybill for interstate transaction. 5. CSC / MPOnline Kiosks o Tax payment through MP Online/CSC kiosks and credit cards needs to be explored. GoI App store o Uploading Mobile App on GoI App store Integration with: o Banks (SBI, ICICI, PNB) for e-Payments o CTA (Commissioner Treasury and Accounts) for e-Payments and e-Challans o Tinxsys for exchanging Statutory Forms data o ICP (Integrated Check Post) o e-Taal (Electronic Transaction Aggregation & Analysis Layer) o NSDL for PAN verification 4 of 50 Features / Innovations • e-Gatimaan: facility for dealers to generate Waybills through SMS. • Unique system of online generation of TRs for Transhippers, with child login facility. • Dual password for taxpayers (one for e-Filing and one for other activities) • Generation of Waybills and verification of Waybills, TIN and Statutory forms through SMS, Mobile App and Web Portal. • Online facility for e-Registration, e-Returns, e-Payments, etc. • Continuously enhancing Stakeholder Satisfaction by frequent interactions with dealers and taxpayers through emails, Push-SMS, Pull-SMS, Mobile Apps, trainings and departmental Helpdesk. GSTN compatibility and integration. 3. Integration with DGFT website. 4. Control panel and Dashboard 5. Task Scheduler for all officers. 6. To auto-populate data in return forms. 6 of 50 Scope of Replication • The VATIS Application can be replicated by Commercial Tax Departments of other States with some customizations. • The PIS and Payroll module can be replicated by other Departments of Government and other organizations. • The Mobile Apps (MPVAT Public and MPVAT Dept) can also be replicated by Commercial Tax Departments of other States with relevant customizations. 7 of 50 Sustainability Measures • Maintenance Vendors: M/s Accel Frontline Ltd. is responsible for providing hardware and networking Facility Management Services (FMS). Likewise TCS is responsible for Software AMC services. • Capacity Building of MPCTD Resources: MPCTD has a team of o 8 System Analysts who are involved in System Engineering, Application Software Supervision, Monitoring for all Modules Administration of TINXSYS Interface, Administration of Bank/Treasury Interface, Administration of Data Center and Disaster Recovery Site, IT Training , etc. o around 186 IT operators are working in all the MPCTD offices across the state to check proper connectivity at field offices, PCs troubleshooting and updating of necessary system software, to assist officers to work in application software, to check the health of the system and if any error is found, immediately report it to head office. • Third Party Audit/Evaluation was conducted by M/s AKS IT Ltd. • Third Party Security Audit was done by Cert-In empanelled agency iSec Services Pvt. Ltd. 8 of 50 Conclusion By implementing this project, the Department is able to: • Avoid Direct Interaction: By providing major services online, direct interactions of dealers with Departmental officials have been reduced to a large extent. • Avoid Discretion: Major transactions that involve decisions have been parameterized to avoid discretion. • Fix Accountability: The need for identification (authentication and authorization) and the traceability of all actions made by a user in the system grants accountability • Bring dealers online, and not in-line • Increase government staff productivity • Induce savings of time and cost • Streamline the processes • Collate information available in bits and pieces • Data Mining has become more effective by working on centralized data to discover patterns like Circular Trading, Star Trading, Carousal Fraud, Composition, etc. • Digital Inclusion: m-Governance is being used to ensure Digital Inclusion 9 of 50
