GENERAL
ALL FOUR PERSON, DUELS AND INDIVIDUALS
ARE REQUIRED TO BE COMPLETED BY 1500.
NO EXCEPTIONS!!
All categories are subject to elimination if less than three teams are registered to compete. Senior Marine
Instructor will make the decision whether to allow teams already registered to compete or withdraw. This
intent is to allow all cadets to participate with other competitors.
Minimum team size is nine marching cadets plus a commander. Any injury to a cadet will be the call of
the HEAD JUDGE to allow the team to compete.
Outside assistance during any phase of the competition is prohibited and is grounds for disqualification.
Score sheets will be mailed/handed out after the awards ceremony along with final scores.
Platoon/Team Sergeants and/or guide-on bearers are optional. Their use adds to the difficulty of the team
performance and will be judged separately. If used, they must perform in all three phases of competition
and must be the same cadet.
If you do not stay for the awards arrange for nearby school to pick it up to save on cost.
Check-in 30 MINUTES PRIOR TO YOUR FIRST EVENT
SWORD OR SABER CATEGORIES WILL BE INCLUDED IN THIS DRILL MEET DEPENDING ON
THE NUMBER OF SCHOOLS PARTICIPATING.

RESPONSIBILITIES
Teams are responsible for their own actions during this weekend and will be held accountable for
any damage to the facilities. Bills for damage to facilities will be forwarded to the JROTC
Instructor of the responsible party. Fontana MCJROTC is not responsible for any injuries
sustained or damages incurred at the meet. All cadets will be required to sign a RELEASE
FORM before competing at Fontana High School MCJROTC. Team advisors and commanders
will be responsible for the control of their teams at all times.
JUDGES
The judges at Fontana High School MCJROTC drill meet will be Active Duty Servicemen and
reserves stationed in Southern California. The Senior Servicemen will be the Head Judge.
*** NOTE: THE HEAD JUDGE’S DECISIONS WILL BE FINAL!***
SCORING
Raw scores for each separate phase of competition will be computed and normalized to a 100point scale.
WEAPONS
Only demilitarized weapons will be allowed at this drill meet. A random selection of weapons
will be inspected upon team arrival. Fontana High School MCJROTC will not provide an
Armory.
Weapons used in armed competition will be rifles comparable in size and weight to the M-1, M14, or Springfield 1903.
*** NOTE: ANY BREACH OF WEAPON SECURITY (i.e. leaving a weapon unattended)
WILL RESULT IN THE RESPONSIBLE TEAM’S IMMEDIATE DISQUALIFICATION
FROM ALL PHASES OF COMPETITION.

COMMANDER’S CALL
A Commander’s Call will not be held. If you have comments, special requirements or
complaints about the basic method in which Fontana High School Drill Meet will be conducted,

you must contact us NO LATER THAN 26 FEB 2016. This amount of time is required to
consider your changes, to schedule these changes, and foremost, to inform all due to extenuating
circumstances.
INSPECTION
All units will be inspected in the designated area as the first phase of the competition
~ LIMIT~6 -7 MINUTES ONLY. PAD SIZE IS 25ft x 25ft.
The uniforms and equipment used will be the same for all three phases of competition, including
weapons. All weapons MUST have slings; if they must be taped for exhibition, they will be
taped prior to the inspection. If the bolts are inoperable, the teams will execute a modified “port
arms” which will include the head movement of “inspection arms” for inspection. SPARE
WEAPONS MAY BE CARRIED BY ALTERNATES AND MUST BE INSPECTED BY THE
HEAD JUDGE PRIOR TO USING THEM.
Units will be formed into three squads/element for inspection. The commander will face the
Head Judge, salute and “request permission to enter the Inspection Pad”. Once permission is
granted, the commander will march his/her unit into the inspection area and give the command
“Open Ranks” as soon as the unit is halted and centered on the Head Judge.
Upon verifying the alignment, the commanders will follow their service manual for the
proper position of the commander following the aligning of the team. The Head Judge will
inspect the commander, guide bearer and the team as a whole. Three judges will inspect each
team. Host unit will supply clipboard and scribes for the judges.
Questions asked by the judges may include but will not be limited to drill or weapons. All teams
will be responsible to know their CHAIN OF COMMAND from the Commander-in-Chief down
through the Chief of Staff. Questions may include such topics as current events, national leaders,
leadership and competing teams service history. Answers will be given in a military manner
representative of the team’s particular service.
Teams will follow basic military inspection procedure based on the correct drill manual for the
service they represent.
REGULATION
The team commander will face the Head Judge salute and “request permission to enter the
drill pad”. Once permission is granted, the team commander will then march the unit to the
Head Judge and request permission to carry on with regulation drill.
This drill meet has two drill sequences, ARMED and UNARMED. The sequences are published
in this SOP and will be followed exactly as printed, but in compliance with the appropriate
service manuals. The sequences give the movements only; the proper command should be taken
from the service manual of the team concerned. The team commander may not use notes or
receive coaching while on the drill pad. Armed Commanders must use swords or rifles. Saber/

sword teams will use the UNARMED drill sequence and will perform in the unarmed drill pad
but will remain in a separate category.
*** NOTE: The command Forward March after column movement is specific to the Air Force
only. All other teams may omit this command.
Timing: NO TIME LIMIT FOR THIS PHASE
The pads for ARMED Regulation will be 145ft x 65ft, and UNARMED Regulation pad will be
136ft x 67ft marked off legibly. A ten-point penalty will be assessed each time any member of a
team crosses any boundary. Only the command before and including the first forward march will
be given off the field. Any teams with 30 or more cadets please notify SMI Fontana ASAP.
One judge will critique this event.
Boundary officials may be stationed at the corners of the field and will note any violations to the
Head Judge.
REPORTING OUT OF THE REGULATION DRILL PAD IS REQUIRED
EXHIBITION
This competition will be limited only by the imagination of the teams, with the following
exceptions:




Any special effects or ideas will be submitted to the SMI for consideration by 26 Feb
2016. i.e.(blindfolds)
Ammunition on the School Campus is strictly FORBIDDEN.
Teams with Arms: Fixed bayonets will not be allowed as a special effect during the
exhibition drill.
Any special effects used without proper approval will result in disqualification for all
awards.

A ten-point penalty will be assessed for every ten seconds over or under the time limit.
The team commander must report in prior to the execution of their sequence; no other cadet will
be on the field at this time. Timing will start when the first cadet, other than the commander,
crosses the boundary line into the field. It is mandatory that the team commander report out to
the judge. Timing ends when the last cadet crosses the boundary line out of the field.

The Armed exhibition pad will be 137ft x 96ft, Unarmed pad will be 136ft x 67ft marked legibly.
A ten-point penalty will be assessed each time any part of a team crosses the boundary except for
entering and departing.
Two judges will critique the drill. Timekeepers and boundary judges will report violations to the
Head Judge.
COLOR GUARD
INSPECTION/REGULATION PHASE
Color Guard will be formed and standing by the staging area 10 minutes prior to their
scheduled time. When directed, the Color Guard commander will then move the Color
Guard to the starting point. The Head Judge will place himself 6 paces from the Color
Guard, at that time the commander will request permission to enter the drill pad. After
receiving permission, the Color Guard will then march the Color Guard four paces into
the pad to uncase the colors, then commence with the drill sequence. Permission to exit
drill pad is not necessary.
Questions asked by the judges will be the chain of command for that service, from the
President down to the Service Chief, current events and flag etiquette.
Color Guards will follow basic military inspection procedures for their service.
Color Guards will be disqualified if any flag touches the deck. 5 points for any tassels
touching the deck, 10 points will be taken off for any dropped gear and 10 points for
going out of bounds.
One judge will critique the drill. Timekeepers and boundary judges will report violations
to the Head Judge.
Inspection will only be 5 minutes per team.
Field of regulation will be 56ft x 64ft.
ONLY UNCASE will be performed in this drill meet.
FOUR MAN ARMED AND UNARMED
Note there is no time scheduling for this phase but the pads will not check any team in 10 minutes
prior to 1400!! Commander will report in and out!
Competitors in Armed Exhibition of the competition must drill with a weapon. A representative
of the four man team must check in at least 10 minutes prior to their selected competition time at
the head judge table. At the selected time, the selected four man commander will march to the
head judge and request permission to enter the drill pad.

The drill sequence will be 4 to 5 minutes, with one point deducted for each three seconds above
or below the time limits. Timing will begin when the first individual crosses the boundary line
into the field (not the commander’s reporting in request), and end when the selected commander
moves away from the position present arms while reporting out to the Head Judge.
Each Armed four-man team will be given a weapon score. The score will be a maximum of 30
points. One weapon from each team will be weighed at the check in table. The team will be
given points equal to three times the weight of the weapon in pounds. ( An 8.5 pound weapon
will receive 25.5 pounds)
All teams will be judged on military bearing and posture, precision, movement difficulty, and
originality. There will be no restrictions on the phase of competition, although we require two
weeks’ notice on any special effects or equipment to be used.
The drill pad for Four Man Armed and the Unarmed will be 78ft x 42ft.
One judge will critique the event. All time and boundary violations will be reported by the time
and boundary officials to the Head Judge.
DUEL ARMED AND UNARMED
Competitors in Armed Exhibition of the competition must drill with a weapon. At the selected
time, the selected commander will march to the Head Judge and request permission to enter the
drill pad.
Note there is no time scheduling for this phase but the pads will not check any team in 10
minutes prior to 1400!! Commander will report in and out!
The drill sequence will be 3 to 4 minutes, with one point deducted for each 3 seconds above or
below the time limits. Timing will begin when the first individual crosses the boundary line into
the field (not the commander’s reporting in request), and end when the selected commander
moves away from the position present arms while reporting out to the Head Judge.
Each Armed team will be given a weapon score. The score will be a maximum of 30 points. One
weapon from each team will be weighed at the check-in table. The team will be given points
equal to three times the weight of the weapon in pounds. (An 8.5-pound weapon will receive
25.5 points).
All teams will be judged on military bearing and posture, precision, movement difficulty, and

INDIVIDUAL EXHIBITION ARMED AND UNARMED
Competitors in this phase of the competition may be armed or unarmed.
Note there is no time scheduling for this phase but the pads will not check any team in 10
minutes prior to 1400!! Commander will report in and out!
The drill sequence will be 2 to 3 minutes, with one point deducted for each second above or
below the time limit. Timing will begin on the permission of the Head Judge and will end upon
the individual stepping off the pad after reporting out.
Each individual will be given a weapon score. The maximum is 30 points. The weapon will be
weighed prior to entering the drill pad. The individual will be given points equal to three times
the weight of the weapon in pounds.
The individual will be judged on military bearing, posture, precision, movement difficulty, and
originality. All special effects will require two weeks’ notice to the SMI at Fontana High School.
TAPOUT
Any number of team members may enter this competition.
MUST BE IN UNIFORM!
Both Armed and Unarmed.
The commands used in the competition are designated by the Senior Military Instructor and can
be found at the end of this SOP in Attachment A. The movements used are common to all
services and are listed in the appropriate service drill manuals. There will be no formal
inspection, but the competitors must wear their uniform correctly. The competitors will be given
five practice commands. Competitors will execute movements as stated in their respective
manuals and cadence. Any member failing to execute the command in the proper manner or
complete it in proper stance will be eliminated.
There will be a minimum of four judges. Additional judges may be added based on the number
of competitors. The Head Judge will call all commands. The last three remaining competitors
will be the winners. The judge’s decisions will be final.

FROM SAN DIEGO
Take interstate 8 EAST to interstate 15 NORTH. Drive North on I-15 until you reach Temecula, where
the 15 and 215 divide. Stay on the 15 and drive to interstate 10. Take I-10 EAST towards San
Bernardino. Exit Citrus Ave, turn LEFT onto Citrus, drive thru 2 lights to San Bernardino Ave, turn
RIGHT on San Bernardino Ave, for 1 block, turn LEFT on Oleander Ave, drive until you see a little
green monster taking charge of parking. Turn LEFT into school grounds. Cadets will tell you where to
park.
FROM LA
Take interstate 10 EAST until you reach Citrus Ave. Exit on Citrus Ave, turn LEFT onto Citrus, drive
thru 2 lights to San Bernardino Ave, turn RIGHT on San Bernardino Ave, for 1 block, turn LEFT on
Oleander Ave, drive until you see a little green monster taking charge of parking. Turn LEFT into
school grounds. Cadets will tell you where to park.
FROM THE DESERT
Take interstate 10 WEST to Citrus Ave and turn RIGHT off the exit. Drive thru 2 lights to San
Bernardino Ave, turn RIGHT on San Bernardino Ave, for 1 block, turn LEFT on Oleander Ave, drive

LIABILITY CLAUSE
This form must be signed by each member or alternate. If the cadet is under the age of 18, his or her
legal Parent/Guardian must sign the form as well. Failure to turn in a signed form will result in a
disqualification of the cadet.
