POSITION SUMMARY: To manage a Human Resources Department, overseeing administration of all human resources, employee relations functions including: recruitment, hiring, orientation, safety, health and wellness, morale and recognition, retention, disciplinary, termination, employee assistance, personnel records, legal compliance for all federal and sta te employment laws, compensation, benefits and long-term strategies. Responsibilities include development and administration of personnel rules and regulations, management counseling, pay and job classification structure, employee training, and organizational development. Performs other duties as assigned by the Executive Director. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: State and federal laws affecting Human Resources Administration. Best practices relating to managing a Human Resources Department. Confidentiality required to protecting the rights of all employees. De-escalation of crisis situations. Skills to: Maintain a personnel filing system and generate reports as required. Understand Agency benefits and clearly communicate the information to employees. Communicate effectively both orally and in writing. Be resourceful and exercise sound judgment. Must be computer savvy utilizing computer software applications. Work independently and organize activities, adjust to multiple demands, prioritize work to complete assignments accurately and timely. Support other Agency employees by working as a team member. Provide leadership to the agency management team on matters involving recruiting, hiring, retaining, development and corrective action. Create, prepare and facilitate Human Resources-related training. Conduct research projects and investigations thoroughly and be able to effectively communicate the results. Utilize supervisory processes that involves engagement, guidance, development and training, disseminating information, and disciplinary actions. Physical Requirements: Able to remain in the seated position in short intervals or for lengthy time-frames. Raising or lowering an object from one level to another (includes upward pulling) 2550 lbs. Remaining on one's feet in an upright position at a workstation without moving about. Able to move about on foot. Requires normal visual acuity and field of vision, hearing and speaking abilities. Need some dexterity in operating office equipment. Must be able to travel to out-of-town meetings and/or trainings. Other Requirements: Able to manage content interruptions from employees and telephone calls. Must pass a Criminal History Records Check, Sexual Offender Search and Child/Adult Abuse Registry Checks. Must be able to pass a pre and random drug and alcohol tests. Must possess a current driver's license with liability insurance and have a good driving record. Must be able to be insured by our Insurance Carrier if driving an ENCAP vehicle, leasing, or conducting ENCAP's business in personal owned vehicle. At least 3 years experience as a Human Resources Generalist, Specialist, or Manager required. Experience in a non-profit environment is helpful. Professional Human Resources (PHR) or Senior Professional Human Resource Certification preferred.
