FALL 2014 FRATERNITY RECRUITMENT RULES AND REGULATIONS AS APPROVED BY THE INTERFRATERNITY COUNCIL PREAMBLE Recruitment is a mutual selection process by which fraternities seek potential new members for membership and by which potential new members seek membership in a fraternity. Each fraternity has an equal opportunity to meet potential members. These rules and regulations are intended to help guide fraternity men and potential new members throughout the recruitment process and formal recruitment week. This document was approved on Wednesday, March 26th, 2014 by the Interfraternity Council and all recognized fraternity chapters at Drake University. ARTICLE I – DEFINITIONS I. EXPLAINATION OF TERMS a. Recruitment shall be defined as the process any non-affiliated male pursues to engage or acquire information about potentially joining any fraternity. b. Prospective New Member (PNM) shall be defined as any Drake male student who is non-affiliated. c. Bid shall be defined as an oral or written invitation to join a fraternity, either implicitly or explicitly. d. Bid acceptance shall be defined as the signing of the New Member Registration form by a potential new member.i ARTICLE II – RECRUITMENT PROCEDURES I. RECRUITMENT PERIOD a. Recruitment rules shall be in effect from 8:00 AM on Saturday, May 17th until 11:59 PM on Sunday, September 7th. i. Recruitment rules shall be in effect during Drake University sanctioned event in which prospective or admitted students are present.ii II. RECRUITMENT WEEK EVENTSiii a. Potential New Members (PNM’s) will attend three (3) sessions during the week, and shall be informed of recruitment rules and procedures prior to the start of recruitment activities. b. The first session will take place on either Tuesday, September 2nd, or Thursday, September 4th. These sessions will be held from 6:30 PM until approximately 10:30 PM. The PNM will spend 20 minutes in each chapter’s designated room with 3 minutes travel time between rooms. Rooms will be located in Olmstead, Aliber, and Meredith as available. Room designation will be selected at random. 1 c. d. e. f. i. Chapters may have up to 30 members present for the first round of recruitment. The second session shall be held on Friday, September 5th and will be held from 6:30 PM until 9:30 PM. PNMs are unrestricted in amount of time spent at each fraternity during the session. There will be no form of cuts/invites during this session. The third session shall be held on Saturday, September 6th and will be held from 11:00 AM until 3:00 PM. PNMs are unrestricted in amount of time spent at each fraternity during the session. PNMs will only be allowed back to the houses they are invited back to. Bid signing will begin Sunday, September 7th at 11:00 AM and last until 3:00 PM. i. No fraternity members shall be on campus on bid signing day (Sunday, September 15th) from exactly 11 am until exactly 3:00 pm except for the Chapter President, Recruitment Chair(s), and no more than two cars with one driver and one passenger from the chapter. Recruitment cut/invite lists are due by 8am Saturday morning, after the end of Friday night’s Recruitment Event to the Vice President of Recruitment via email at fraternity.recruitment@drake.edu. ARTICLE III – RECRUITMENT CONDUCT I. MEMBER CONDUCT a. There shall be no purchasing of food, alcohol, gifts, or any other items by a fraternity or individual with the intention to give a PNM, either directly or indirectly. b. Exceptions to article III.I.a. include the following: i. Scholarships that are not contingent on joining a certain chapter and do not promote a chapter.iv ii. Recruitment favors given to all PNMs present at a recruitment event.v c. No chapter will provide alcohol or illegal substances to PNMs at any time, nor will alcohol be visible during any recruitment party or at any time on bid day. Bid day activities will end at 12:01 AM on Monday, September 8th. d. No Fraternity member shall make a derogatory reference about any fraternity, sorority or any member of a fraternity or sorority. i. Chapter members will confine themselves to giving advantages of the fraternity system, the fraternity that he is a member, or the benefits of other fraternities. ii. No fraternity member shall discuss any perceived or actual negative qualities of another Fraternity. e. No fraternity member shall have a sorority endorse their chapter or help partake in any form of the recruiting process. 2 f. There shall be no guest list, date, crush, or exchange parties until September 8th. There will be no parties at fraternity houses or places of residence owned or leased by a fraternity member where a PNM is present. i. Brothers only parties are excluded from this rule ii. If a brother only party is held on the premises of a fraternity house or the residence of a fraternity member, the chapter is required to allow any IFC executive position to check the party for violations. g. Starting the first day of class’s individual fraternity posters or publications or any other types of advertisements promoting any Fraternity shall be put up, on or off campus according to the Campus Posting Policy. II. CONTACT WITH POTENTIAL NEW MEMBERS a. Contact between fraternity members and PNMs will be subject to the following restrictions until 11:59 PM September 7th. i. There can be no contact with PNM in any location or event where alcohol is served. ii. From August 18th, 2014 through the end of fall recruitment (September 7th, 2014) no PNM may visit a chapter house except to attend IFC scheduled recruitment events. PNMs will not be allowed to attend any chapter function or gathering during this period, regardless of its location. iii. No fraternity member may buy anything for a PNM (meal, pop, gift, etc.) and no PNM may buy anything (meal, pop, gift, etc.) for a fraternity member. iv. No house shall hold an official chapter function on campus during this period without approval from the IFC Executive Council. If the IFC Executive Council does not meet before the planned function, both IFC VP of Recruitment and the IFC advisor must approve the function. b. Beginning on Saturday, May 17th and extending to Tuesday, September 2nd, there is to be no contact beyond proper etiquette gestures between any Fraternity member and the PNMs during the actual formal recruitment times. i. Proper etiquette includes, but is not necessarily limited to greeting a PNM, and answering his questions regarding recruitment, the Greek system as a whole, and anything involving the University, or non-social fraternity related questions. All fraternity members and alumni who are participating in recruitment must sign the IFC Code of Ethics acknowledging knowledge of rules and etiquette during recruitment. The form will list recruitment rules that pertain to individual fraternity members. Prior to recruitment, a list of PNMs will not be provided to the 3 chapter until 90 percent of rostered members have returned the form. c. Senior, junior, and second-semester sophomore PNMs may give up their title and rights as a PNM by requesting, filling out, and turning in the PNM Exemption Waiver. This removal of title is permanent and may not be restored. ARTICLE IV – EXTENSION OF BIDS I. PROCESS a. Bids are due at the Student Involvement and Leadership office or any reasonable place determined by Interfraternity Vice President of Recruitment by Sunday September 7th at 8am. b. If a bid goes unsigned for longer than two (2) weeks from bid day, the bid will no longer be valid and will become void at 3:00 PM on Sunday, September 21st, 2014. II. RESTRICTIONS a. No student shall be offered a bid for membership beginning Saturday, May 17th and continuing until 11:00 AM on Sunday, September 7th. b. No student may sign a bid card between 8:00 AM Saturday May 17th and 11:00 AM on Sunday September 7th. ARTICLE V – VIOLATION OF RECRUITMENT RULES I. Consequences for Violations of Recruitment Rules a. Violations of recruitment rules will follow the judiciary procedure outlined in Article V of the Interfraternity Council Bylaws. Fines and penalties will be levied according to the severity of the violation determined by the Judicial Board 1. First violation - $250.00 fine or $10.00 per member, whichever is greater 2. Second violation - $500.00 fine or $15.00 per member, whichever is greater 3. Third violation - $1,000.00 fine or $20.00 per member, whichever is greater b. For a violation that involves alcohol during recruitment, the following penalties will be automatically enforced. i. First violation – National headquarters will be notified, social probation for present semester, and $500.00 fine or $20.00 per member, whichever is greater 4 ii. Second violation – National Headquarters will be notified, social probation for one full school year, and a $1,000.00 fine or $25.00 per member, whichever is greater II. Filing a recruitment violation a. Recruitment violations may be witnessed by any of the following i. Two men of different Drake University Fraternities ii. A President of a Drake University chapter house iii. Any one member of the Drake University Executive Council of IFC or their assistants iv. Any IFC Recruitment Counselor v. Chapter Advisor vi. The Director of Fraternity and Sorority Life at Drake University b. All recruitment violations must be filed and reported to IFC Executive Council member or any Recruitment Counselor and/or the Greek Advisor within 7 full days of the aforementioned violation. For specific rules please see the Drake Student Handbook. All witnesses shall remain anonymous. c. The Chapter President should file all violations witnessed by a Fraternity member. 5
