The chapters under the National Panhellenic Conference (Alpha Sigma Tau, Sigma Sigma Sigma, Theta Phi Alpha) and Gamma Upsilon must abide by all National Panhellenic Conference (NPC) Unanimous Agreements. It is in accord with the dignity and god manners of fraternity women: To avoid disparaging remarks about any fraternity or college woman To create friendly relations between fraternity and non-fraternity women To avoid negative publicity on College Panhellenic Association matters A. Recruitment Dates and Basic Guidelines 1. Registration for Recruitment will begin January 14th and close February 4th. Chapters will be required to send their lists using ICS. 2. Recruitment shall be held beginning Monday, February 8th and conclude on Friday, February 12th. 3. Rules regarding recruitment shall be upheld starting January 14th. 4. Total has been set to 61 for the 2016-2016 academic year. Total will be set again within 72 hours of the conclusion of Spring Formal recruitment. 5. Spring will be Fully Structured Recruitment (Formal) 6 Recruitment Rules of Saint. Leo University Panhellenic Council I. Statement of Positive Panhellenic Contact We, the women of Saint. Leo University, will promote Panhellenic-spirited contact with all potential new members throughout the year. Strict silence will begin at the time of the MRABA signing and last until bid distribution. No sorority member, including alumnae and new members, may communicate or live with potential new members during this period. Strict silence is defined as verbal, nonverbal, written, printed, text message and electronic communication or communicating through third party. If potential new members live in a residence hall with a sorority member, only casual greetings and contact are permitted. II. Statement of Adherence to NPC Unanimous Agreements and Policies Regarding Recruitment All NPC member organizations represented at St. Leo University believe in strictly adhering to NPC Unanimous Agreements and policies. These valued and nonnegotiable polices will be followed by all groups during the recruitment process. III. Statement of “No Frills Recruitment” Recruitment parties of St. Leo University shall consists of maximum conversation time, tables with displays pertaining to the event. Videos, food and outfits should be kept to a minimum and not to interfere with Recruitment. IV. Statement of Membership Recruitment Acceptance Binding Agreement The St. Leo University Panhellenic will uphold and use the MRABA for each new member interested in joining a women’s fraternity, whether during formal or informal recruitment. We agree to all policies/steps pertaining to the MRABA. V. Statement of Values-Based Recruitment We, the members of St. Leo University Panhellenic, pledge to promote the following practices during membership recruitment: 1. Consider values-based conversations 2. Choose recruitment activities and behaviors that reflect the core values of our organizations 3. Engage in conversations that include topics related to our core values 4. Make informed choices about potential new members 5. Educate potential new members about the chapters values, and connect to these values VI. Saint Leo University Panhellenic Recruitment Rules 1. All members (including alumnae and new members) are responsible for knowing and observing the Recruitment Policies. 7 2. From 1/11/16 through the accepting of bids on February 12th, no PNM may attend a sorority off-campus event or program other than during the designated Recruitment parties 3. Sorority women living with a PNM are not to discuss anything pertaining to Panhellenic Recruitment. 4. A women affiliated with an organization living with a PNM shall not invite other affiliated members to the PNM’s place of residence, nor shall she organize any social meeting between PNMs and affiliated members. 5. No sorority member may have contact with a disaffiliated member until the reveal at bid day. All questions regarding recruitment must be directed to the Panhellenic President, Vice President of Recruitment, or campus professional. 6. No Sorority will be allowed to hold an interest party/recruitment event two weeks prior to recruitment (January 31st) 7. No member shall give anything to a PNM or vice versa outside of a specified sorority recruitment activity 8. There will be NO PROMISING OF BIDS, DIRECTLY OR INDIRECTLY, by a member or alumna of a Panhellenic Group. No bids will be promised even if the PNM is a legacy of that organization. 9. Only Panhellenic undergraduate affiliated women are allowed to have contact with PNM’s 10. Local Alumnae and collegiate members from other chapters may only be allowed to participate/assist in recruitment as behind the scenes roles to assist and never to actively participate in the recruitment process and have PNM contact with the exception of designated inter/national member group staff, volunteers and traveling leadership consultants. All National sorority representative and alumnae must be identified as so by their nametag and must notify the Vice President of Recruitment of attendance before 5 pm of the day they are attending. 11. The individual sorority recruitment chairs shall abide by the times agreed upon for turning in party lists and ending parties. 12. Chapters that do not pledge quota may have spots filled through “snap bidding.” Snap bidding will take place by the Greek advisor prior to bid reveal. This would only occur for women who did not receive ANY bids but ranked during Preference Night. 13. Chapters that do not reach total (61), may take additional new members through Continuous Open Bidding (COB) for two weeks after the close of formal recruitment. All women must meet the same requirements that those who went 8 out for recruitment, and must be cleared by the Greek Advisor 24 hours in advance, before a Bid is extended. 14. The participation of men in membership recruitment and Bid Day Activities is prohibited. Sweethearts, or men affiliated with the sorority will need to stop affiliating with the organization the week before recruitment and the week of recruitment. Furthermore, according the NPC Unanimous Agreement, no NPC women, active or alumna may participate in fraternity recruitment events. Participation is defined as attending, planning, making decorations or promotional materials, and wearing letters from a fraternity during the Recruitment week periods or at events. If a fraternity is tabling, sweethearts may not participate in the tabling. Casual contact and “liking” or commenting on fraternity posts on social media is permitted. 15. All affiliated women when posting on social media, must promote going Greek and not one particular organization 16. The use or consumption of alcohol during membership recruitment and Bid Day is prohibited 17. There shall be no hazing during recruitment events. The University defines hazing as “Hazing that causes or permits an individual, with or without consent, to engage in activities that subject that individual or others to risks of physical injury, mental distress, or personal indignities of a highly offensive nature, in connection with recruitment, initiation, or continues membership of a society, fraternity or sorority, club, or similar organized group whether or not recognized by the University.” 18. No sorority is allowed to discriminate against a PNM on the basis of race, religion, national origin, disability, age, veteran status, or sexual orientation VII. Jurisdiction of the Recruitment Rules Recruitment rules are in effect from 1/11/16 until the end of Bid Day activities on 2/12/16, and are binding out of town as well as on campus. VIII. Recruitment Infractions A. Handling Infractions of the Recruitment Rules 1. Recruitment infractions may only be reported and signed by one of the following: a. The president of a chapter on behalf of her chapter b. College Panhellenic officer in charge of recruitment or a recruitment counselor c. Potential New Member d. Fraternity/Sorority Advisor 9 2. Fraternities are encouraged to resolve alleged infractions as soon as possible through informal discussion with the involved parties before an infraction is filed 3. Should the informal discussions be unsuccessful, the judicial process will be set in motion by the filing of a violation report form for an alleged infraction. An infraction can only be filed against a chapter and not against any individual(s). Violations must be reported in the following manner on the College Panhellenic Violation Report available from the Panhellenic Council 4. The college Panhellenic Violation Report shall be completed and presented to the president of the College Panhellenic Council, but not more than 30 calendar days from the date of the alleged infraction. 5. The College Panhellenic Council president has the responsibility of notifying the accused sorority President within seven days of receiving the College Panhellenic Violation Report 6. The accused fraternity shall contact the College Panhellenic president within seven days to schedule mediation. Mediation shall be held unless the accused fraternity chooses to proceed directly to a judicial hearing 7. If an agreement is not reached during the mediation process, a judicial board hearing shall be held. The Judiciary Committee will be chaired by the Panhellenic President and the committee will contain the Vice President of Operations and Vice President of Recruitment. IX. Consequences Shall any of the above rules be broken the following consequences are as follows: 1. For first offense, the chapter president and recruitment director will hold a meeting with the Panhellenic President, Vice President of Recruitment, and the Greek Advisor, along with a $50 fine which will be donated to the NPC National Philanthropy 2. For the second offense a $150 dollar fine will be charged to the Organization 3. For the third offense a $500 dollar fine will be charged to the organization 4.
