INCIDENT QUALIFICATION SYSTEM
• On November 19, 2008, The North
Carolina Department of Crime Control and
Public Safety, Division of Emergency
Management (NCDEM) requested
assistance from the State Emergency
Response Team (SERT) in developing
Type 2 and Type 3 state and regional All
Hazard Incident Management Teams
(AHIMTs).

Background
• On January 16, 2009, Jim Prevette and Joe
Wright, Co-Chairs of the SERT AHIMT
Workgroup, presented a briefing to the State
Emergency Response Commission (SERC)
on All Hazard Incident Management Teams.
• The SERC adopted the SERT AHIMT
Workgroup as a SERC Sub-Committee to
establish Type 2 & 3 AHIMTs in North
Carolina and credential responders in all
Command and General Staff ICS positions.

DESCRIPTION OF THE SYSTEM
• The Incident Qualification System is a
“performance based” qualification system.
In this system, the primary criterion for
qualification is individual performance as
observed by an evaluator certified in that
position; using approved standards.

Components of the Incident Qualification
System
• The Qualifications Committee
– is authorized to determine if the applicant meets
the requirements for the NC AHIMT positions
and the ability to respond as part of a NC AHIMT
– the credentialing is given by the Qualifications
Committee
• Position Task Books (PTB)
– contain all critical tasks, which are required to
perform the job

Unit Leader Position Task Books
• Task Books are Initiated by NCEM Branch
Managers for Unit Leader Positions
– Unit Leader Course has to be completed
– Letter from you Agency Supervisor allowing
you to complete a PTB, permission to deploy
if available
– Copy of your Training Certificate

Command and General Staff Position Task
Book
• Task Books are Initiated by the All Hazards
Qualifications Board for Command and General
Staff
– Command or General Staff Position Course
has been completed
– Completion of Unit Leader (Plns, Log, Fin) or
Div/Grp Supervisor (OPS) PTB
– Once Completed send AHIMT Application
with Branch Manager signature

Position Task Book
• Position Task Books cannot be emailed
• Only a credentialed person at or above the
Position Task Book level can sign
• Must be Completed with 5 Years

Credentialing
• Full Credential – The credential issued to an
individual that has completed all required training,
demonstrated proficiency as documented in the
position task book, and been recommended by their
agency head or Authority Having Jurisdiction (AHJ).
• Provisional Credential – A credential issued to an
individual that has completed all required training
with the exception O-305 for Type III AHIMT,
demonstrated proficiency as documented in the
position task book, and been recommended by their
agency head or Authority Having Jurisdiction (AHJ).
• No Credential – More experience or prerequisites
needed

Maintaining Your Credentials
• For the positions identified the maximum
time allowed for maintaining currency is five
(5) years and can be maintained in the
following ways:
– By successful performance in the position
qualified for within the given time frame.
– By successful performance in a higher
position(s) for which that position is a
prerequisite, providing the individual was
previously qualified in that position.
– By successful performance in a position that is
identified in guidance as OTHER POSITION
ASSIGNMENTS THAT WILL MAINTAIN
CURRENCY.

proficient in WebEOC*
– Frequently requested during large events

Branch Manager/Area Coordinator to query

Status
– Designates a Team Leader
– Ready for Deployment within 24 hours
– Travel to RCC or rally point upon Activation

Notification
• Team is notified by the Team Leader and/or
Branch Manager/Area Coordinator and
dispatched to the incident.
• Team members gather information without
disrupting the initial Incident Commander (IC)
or other incident personnel.
– Branch Manager or Team Leader will be the
only member to contact the requesting
jurisdiction

– Includes all Info needed to execute the Mission

• Mission Assignment Coordinator (MAC) review
– Assigns Mission Number
– Assigns to Non-Impacted Branch AH IMT

• EMAC Coordinator and/or SEOC OSC will notify
Branch Managers of the mission request
– Branch Managers prepare an EMAC Estimate
• Branch Manager designates a Team Leader

• SERT Leader approves negotiated request
– Branch Managers deploy Teams with a copy of REQ-A
Form
• Coordinates with the EMAC Coordinator during deployment
and after for reimbursement
• Reimbursement forms must be submitted by Team Leader
with in 30 days of DEMOB
