MDOT’s FY2009-2013 Five Year Transportation
Program laid out a challenging revenue picture
MDOT will begin development of the 2010-2014 Five
Year Program in September



First step in the process is to develop revenue estimates
Revenue picture is NOT better
The Highway Program will provide “full” and “reduced”
options for their 5-year plan
Reduced Passenger Transportation
Program

Passenger transportation already reduced





Shortfall of state revenues


Based on average annual need of the 5-year program local transit has
a $234 million shortfall and passenger rail has a $7.5 million shortfall
Short Term Fixes




Capital match is $12 million lower than in 2000
Operating assistance is over 10% less than in 2000
The regional program has no funding
Intercity terminals reduced from $1M to $150,000
Adjustments made annually
Toll Revenue Credits
Extending Bond Revenue Drawdown
A full passenger program, i.e., preservation of the existing
system and any expansion, dependent on additional revenues
Reduced Passenger Transportation
