Narrative
The following is a press release authorized by a core team made up of representatives from
local law enforcement, the District Attorney’s Office, and Department of Corrections. The core
team evaluates and makes decisions on the level of notification to the community for the
pending release of sex offenders under Wisconsin Statute 301.46 (Act 440). Community
notification furthers the interest of public safety and it is our belief that a better informed public
is a safer public. The Walworth County Sheriff's Office is releasing the following information
pursuant to Wisconsin Statute 301.46 (Act 440), which authorizes law enforcement agencies to
inform the public of a sex offender’s release when that information will enhance public safety
and awareness.
William G. Pounder, 93, was convicted in Walworth County in 2005 of Repeated Sexual
Assault of Same Child, and in 2002 of Second Degree Sexual Assault of a Child. Pounder is
scheduled to be released from prison on August 19, 2014 and will be residing at the Just Like
Home Assisted Living Facility, W5140 County Hwy. A, Elkhorn, Wisconsin.
Pounder will be under supervision with the Department of Corrections and as part of Pounder’s
supervision with the Department of Corrections, he will be subject to 24-hour enhanced
electronic monitoring including the use of GPS technology. Also, some of Pounder’s rules of
supervision include not to have unsupervised contact with minors, not to enter any taverns,
bars, or liquor stores, and is not to consume any alcohol or illegal drugs.
Citizen abuse of this information to threaten, intimidate, or harass registered sex offenders will
not be tolerated. Further, such abuse could subject those who commit such acts to criminal
penalties, and potentially end law enforcement’s ability to do community notification. We
believe the only person who wins if community notification ends is the sex offender, since sex
offenders derive their power through secrecy.
Pounder is not wanted by the police, however if anyone has information of Pounder engaging
in illegal activity or in violation of his rules of supervision, they are asked to contact either the
