Authority
• Florida Statutes authorize, and sometimes
require, courts to impose electronic monitoring
as a condition of supervision.
• Only the court can order electronic monitoring.

Two Types Of Electronic Monitoring
Radio Frequency
• An EM system that utilizes a transmitter attached to the
offender that is electronically tethered to a receiver with
phone communication capability which provides surveillance
of offenders during the hours of home confinement.
• Per diem cost = $1.97
Active GPS
• An EM system that includes a GPS receiver to track offender
locations and cellular communication capability. Active GPS
systems provide near real-time reporting of offender alarm
notifications through email, fax, pages, or text messages.
• Per diem cost = $8.94
Active GPS Monitoring
• Section 948.11(6), F.S., requires the Department to use
Active GPS to monitor offenders with current or prior
convictions for violent or sexual offenses.
(6) For probationers, community controllees, or conditional releasees who
have current or prior convictions for violent or sexual offenses, the
department, in carrying out a court or commission order to electronically
monitor an offender, must use a system that actively monitors and identifies
the offender's location and timely reports or records the offender's presence
near or within a crime scene or in a prohibited area or the offender's departure
from specified geographic limitations. Procurement of electronic monitoring
services under this subsection shall be by competitive procurement in
accordance with s. 287.057.
