CODE ENFORCEMENT OFFICER I
This is an inspection/enforcement position for the purpose of enforcing City codes, ordinances, regulations and laws.
Responsibility includes code enforcement inspections relating to land use regulations, ordinances, rules, policies and
procedures; such as permitting, contractors, business tax receipts, nuisances, sanitation, health, safety and welfare.
Frequent contact with the public, other governmental agencies, boards and committees of the City is mandatory. Work
is performed independently on field inspections, involving decisions requiring the use of personal initiative, technical
judgment, and human relations skills. Work is performed under the supervision of the Code Enforcement Supervisor.
RESPONSIBILITIES/TASKS:
 Receives, logs, processes and finalizes complaints, inquiries, and violations relative to code enforcement
 Conducts site visits and inspections; verifies code enforcement violations, gathers field data through observation,
documents and photographs all violations; researches, verifies and validates ownership of property prior to initiating
administrative correspondence to correct code violations. Acquires evidence of violations for presentation as evidence
in the judicial process.
 Issues notices of violation, correction notices, stop work orders, and notices of hearing, regarding City ordinances and
codes and other related regulatory issues.
 Serves as facilitator to the Code Enforcement Board; prepares Board agenda; distributes agenda to appropriate
departments, media and other sources; prepares statement of violation; notice of hearing; assures due process has
been met; prepares finding of facts and conclusion of law documents; prepares fine/violation reports; records
documents with the County Clerk’s office.
 Ensures records are properly maintained, labeled, coded, boxed, filed, and stored, for disposal.
 Processes payments and maintain records for public records requests pertaining to lien searches for code
enforcement cases, code violations, open or expired permits, utility account balances, special assessments etc.
Any one position may not include all of the duties listed, nor do the examples cover all the duties that may be assigned.
QUALIFICATIONS:
 Knowledge of, and the ability to read, interpret, and enforce appropriate codes, ordinances and regulations with good
judgment, firmness and impartiality
 Ability to communicate effectively with both professionals and the general public regarding established ordinances,
codes and regulations both orally and in writing
 Ability to conduct thorough inspections and investigations of alleged code violations and prepare, process and
maintain accurate records and reports
 Ability to use good judgment in seeking compliance dealing with the general public in adverse situations, exercising a
high degree of tact, diplomacy, and persuasion to lead the public into voluntary compliance
 Ability to detect hazardous conditions, particularly those immediately endangering life, health, and safety
 Extensive knowledge of City ordinances and regulations governing code enforcement policies and regulations
 Knowledge of legal procedures related to the enforcement of codes is required
 Performs related work as required
TRAINING, EXPERIENCE AND OTHER QUALIFICATIONS:
 Graduation from high school or possession of an acceptable equivalency diploma and two (2) years’ experience
working with the public in regulatory enforcement, investigative work, complaint processing or other related fields
 Proficient in Microsoft Word, Excel and Power Point
 Obtain Florida Notary Commission Certificate within ninety ( 90) days of employment
 Possession of a valid Florida Driver’s License
 Pass medical exam and drug screen required by employer
