PUBLIC OFFICER
The position of “Public Officer” is referred to in the following articles of Chapters VIII and IV in
the Code of Lincoln Center, Kansas:
Chapter VIII
Article 2. HEALTH NUISANCES
8-202. PUBLIC OFFICER. The governing body shall designate a public officer to be charged
with the administration and enforcement of this article;
Article 3. JUNKED ABANDONED VEHICLES
8-304. PUBLIC OFFICER. The governing body shall designate a public officer to be charged
with the administration and enforcement of this article;
Article 4. WEEDS
8-403. PUBLIC OFFICER; NOTICE TO REMOVE. (a) The governing body shall designate a
public officer to be charged with the administration and enforcement of this article;
Article 5. MINIMUM HOUSING CODE
8-504. DEFINITIONS. The following definitions shall apply to the enforcement of this code:
(o) PUBLIC OFFICER – shall mean the person designated by the governing body to enforce
this article;
Chapter IV
Article 6. DANGEROUS AND UNFIT STRUCTURES
4-602. DEFINITIONS. For the purpose of this article, the following words and terms shall have
the following meanings:
(a) ENFORCING OFFICER – means the person authorized by the governing body to enforce
this article or his or her authorized representative.
POSITION DESCRIPTION
The governing body of the City of Lincoln Center establishes the position of public officer to
serve under the following guidelines. The position of public officer shall include the position of
“enforcing officer” as referred to in Section 4-602 above. The terms “public officer” and
“enforcing officer” shall be the same person.
POSITION SUMMARY
The public officer referred to herein, is a City employee who monitors and enforces applicable
ordinances, codes and regulations relating to (1) dangerous and unfit structures; (2) minimum
housing code including designation of unfit dwellings and business properties including the
designation of blighted premises both residential and non-residential; (3) health nuisances; (4)
junked or abandoned vehicles; (5) weeds or other over growth properties; and other matters of
public concern that fit within the above referenced city code provisions. The public officer
serves as a resource for by providing information on City regulations and ordinances to property
owners, residents, business and the general public.
QUALIFICATIONS FOR JOB OF PUBLIC OFFICER:
EXPERIENCE: Prior experience as a public officer is not required, however, having worked
with the public in stressful situations is helpful.
EDUCATION: High School diploma or GED is required.
LICENSE & CERTIFICATION: Must possess and maintain a valid Kansas driver’s license.
ESSENTIAL FUNCTIONS:
(1)
Perform a variety of field and office work in support of the City’s monitoring and
enforcement of a variety of applicable ordinances, codes, and regulations.
(2)
Receive and respond to citizen complaints regarding overgrowth, nuisances
and inoperable vehicles.
(3)
Observe and inspect properties for violations; attempt to make contact at the
residence or business in order to resolve violation; issue and post warning notices,
notices of violation, corrective notices, orders to comply, and related
documentation for code violations; schedule and perform all follow up functions
to gain compliance including letters, inspections, calls, meetings, discussions, and
negotiations to ensure compliance with appropriate codes and ordinances.
(4)
Maintain accurate documentation on all investigations, inspections, enforcement
actions and other job related activities regarding code enforcement.
(5)
Prepare evidence in support of legal actions taken by the City; appear in court as
necessary; testify at hearings and in court proceedings as required, and serve legal
notices.
(6)
Provide a variety of written reports, memos, and correspondence related to
enforcement activities.
TECHNICAL SKILLS: A thorough knowledge of the city of Lincoln Center codes. Must be
able to read and interpret written instructions, diagrams, maps, schematics and reports. The
public officer should possess strong communication, organizational and public relation skills.
Ability to operate motor vehicles to travel to various locations.
PROBLEM SOLVING: Independently respond to and resolve citizen inquires and complaints.
Ability to identify, define and provide solutions for code enforcement issues in a timely manner.
DECISION MAKING: Independently demonstrate professional judgment, honesty and
integrity when making decisions relating to code enforcement. The public office should be able
to respond quickly and mediate resolutions with potentially hostile citizens; ability to persuade in
order to gain cooperation and acceptance of code enforcement.

PROFESSIONAL RELATIONS: Contact the general public, co-workers, supervisory
personnel and occasional contact with the governing body is required.
WORKING CONDITIONS: Work is performed indoors and outdoors. Adverse working
conditions exist with this position, which may include exposure to hazardous chemicals and
materials and hazards associated with working in and near traffic, natural and man-made
disasters. Occasional exposure to intense heat and cold, dangerous animals and stressful
situations involving irate or upset citizens and property owners.
PHYSICAL CONDITIONS: Manual labor may be required including lifting or carrying
moderately heavy objects up to 50 pounds. Occasional stress can be associated with irate and
verbally hostile citizens and meeting deadlines. Must maintain effective audio-visual
discrimination and perception needed for making observations, reading and writing and
communicating with others.
