PLAN
for
Implementation of General Planning for confrontation with problems, natural
disasters, search and rescue until 2020 in Thai Binh Province
I. OBJECTIVES AND REQUIREMENTS
1.Objectives
a) In order to concretize all contents specified in the project of General Planning for
confrontation with problems, natural disasters, search and rescue until 2020 which was
approved by the Prime Minister in the Decision No. 1041/QD-TTg dated June 24, 2014
(hereinafter referred to as Decision 1041); create a basis for the local departments and
industries to promptly and effectively implement such Plan.
b) Setting up close and unified combination among departments, industries, localities,
units and organizations in the confrontation with problem, natural disaster and search and
rescue.
2. Requirements
a) Making plan for implementation of Project in accordance with the direction by the
Prime Minister in the Decision 1041 and suitable to the practical development,
guaranteeing the feasibility and effectiveness during the implementation of Decision
1041.
b) During the implementation, it must ensure the close combination among the steering
Committee of storm and flood prevention, departments, industries, people’s committee of
districts and cities; promptly settle difficulties and problems so that the Plan is executed
synchronously as scheduled, meeting requirement of confrontation with problems, natural
disasters and search and rescue.
II. CONTENTS
1. Strengthening the steering committee, unit-in-charge, provincial allocation.
2. Building up the regulations on combination, allocation for teams, individuals who
executed the confrontation with natural disasters and submitted to the Chairman of
People’s Committee for approval.
3. Building up the Plan for confrontation with problems, natural disasters and search and
rescue in fundamental situations.
4. Investing in basic construction; manufacturing, purchasing specialized equipment to
ensure the frequent activity for the unit in charge, personnel of plurality; being ready for
effectively confronting with problems, natural disasters, search and rescue.

IV. ORGANIZATION AND IMPLEMENTATION
1. The provincial steering committee of storm and flood prevention takes responsibility to
assist the Chairman of Provincial People’s Committee in monitoring, investing,
supervising and speeding up, instructing the departments, industries and localities to
develop and report to the Chairman of Provincial People’s Committee on the
implementation of this Plan.
2. Department of Planning and Investment takes responsibility to co-ordinate with the
Department of General Finance, submit to the competent division for approval on the
expense source to develop this Plan on the basis of expense estimation by local
departments and industries.
3. Directors of departments; heads of departments, industries and divisions; chairmen of
people’s committees of districts and cities take responsibility to direct and construct the
Plan for implementation of planning Project of their own departments, industries and
localities. Annually, it will be summed up partially for review and reported to the
Chairman of People’s Committee (via Department of Agriculture and Rural
Development) to be collected and classified as per regulations.
